Suzanne Miller presented on adopting agile practices in highly regulated environments like the Department of Defense (DoD). She discussed some of the cultural differences between traditional DoD processes and agile methods that can cause challenges. Miller's organization, the Software Engineering Institute, has studied this issue and found that regulations are often interpreted differently than their intent. Successful adoption of agile requires translating between the worlds of fixed visions and evolving visions. The SEI's work includes analyzing the DoD environment and acquisition factors, comparing cultural elements, and disseminating lessons learned.
