Where there is only one trade union in an
establishment, that trade union shall be deemed to
be collective bargaining agent for such
establishment.
Where there are more trade unions than one in an
establishment, the union shall arrange to elect the
collective bargaining agent through nomination of
an election commissioner among themselves.
