• Creation confirmed by popular vote on Nov 6, 2001, with
73.85 percent approval
• Hybrid Appointed/Elected Board (elected by utilities within
the district; not popular vote)
• No taxing authority; funded by user (permit) fees
• Carries out mission in two primary ways:
o Managing existing groundwater supplies (currently requiring 30%
reduction of existing pumpage)
o Educating the public about using water wisely

The Catahoula is the newest aquifer to be accessed, as of about two years ago. It’s the deepest aquifer in usage, and therefore costs more to use because of the depth and the water has a higher salt content.
