Position: Social and Behavior Change Communication Specialist
Responsibilities
The SBCC Specialist will have overall responsibility and lead the SBCC component
of the project; to include the design, development and implementation of the
SBCC approach. This will include
SBCC messaging to promote the uptake of health interventions, particularly HIV
prevention, care and treatment, among priority populations (including young
women, discordant couples, PLHIV and other high risk groups). It will also

interpersonal communications and community mobilization activities such as the
community dialogues, participatory theatre education.
Is Plan focal person for the project, having management and programmatic
oversight, and the primary liaison between the project, Plan/Zambia and

Typical Responsibilities - Key End Results of Position:
1. Design the SBCC Approach of the ZCHPP
a. Understand the Zambia Community HIV Prevention and Project (Z-
CHPP) and the findings of the project’s formative research for BCC,
be familiar with the MOH’s Community BCC Framework and the
Country Strategic Plan (CSP) for Plan International Zambia

b. Develop the Z-CHPP SBCC strategy for reaching priority population
c. Develop/adapt tailored SBCC materials
d. Develop/design health promotion strategies that support evidence-
based messaging and community-based behavioral change
interventions
e. Provide technical assistance to ZCHPP local sub partners to
enhance and scale up community-led outreach activities
f. Ensure Plan’s Child Centered Community Development and child
protection principles are fulfilled during project implementation,
monitoring and evaluation, and reporting.
2. Networking and Resource Development
a. Ensure that SBCC approach is integrated into all areas of the project
including implementation.
b. Contribute to the project’s documentation on success stories, best
practices, etc.
c. Keep track of the developments and continued review of Z-CHPP and
national policies in the area of on SBCC
d. Participate in networks, workshops, conferences and meetings at both local
and international forums
3. Establish and implement standards of accountability, effectiveness and
efficiency for Z-CHPP
a. Ensure the SBCC component design, implementation, monitoring,
evaluation, and reporting are aligned to Z-CHPP’s Project objectives and
expected results.
b. Contribute to the development of SBCC indicators and oversee the inclusion
of gender-disaggregated data in the project’s M&E framework
c. Ensure that Budgets are spent and project implementation is according to
respective funding requirements and work-plans
d. Support project evaluations and ensures that reporting of project activities
are done in a proper and timely manner
e. Develop/contribute to project documentation and reporting
requirements such as work plans, quarterly report, success stories,
etc.
4. Coordinate capacity building at all levels for effective and efficient
delivery of the SBCC Strategy
a. Build the capacity of local partners to implement/roll out evidence-
based SBCC activities and reach target audiences
b. Support and train community led SBCC interventions such as
community dialogues, community theater groups, change agents
and school health clubs
