  2. 2. GeoDATA 2009 Overview • Background to the problem • Definition of requirements • Timescales • Benefits • License Management • Solution Outline
  3. 3. GeoDATA 2009 Background to the problem • Ordnance Survey (OS) mapping used extensively within Mouchel. • OS move from ‘LandLine’ (lines/cartography) to ‘MasterMap’ (objects/database) 5 years ago – MasterMap format exclusively from summer 2008. • Mouchel historically no effective OS licence management system = exposure to major compliance risks. • Prominent example of challenges Mouchel working with OS on described pictorially: Acknowledgement of these risks resulted in a detailed assessment Acknowledgement of these risks resulted in a detailed assessment phase requiring the involvement of the entire geospatial community phase requiring the involvement of the entire geospatial community within Mouchel to gather and detail the requirements within Mouchel to gather and detail the requirements

  7. 7. GeoDATA 2009 Business requirements and risk mitigation • OS Licence Management system, policies and processes:- – To centrally and transparently manage OS licences with a highly visible single point of contact – To be able to fulfil all OS licence compliance requirements including a full audit trail and understanding of all OS licences used by Mouchel – To ensure that all OS mapping users are able to query a central OS licence repository and check to see the limitations and restrictions of relevant agreements – To ensure that all projects use legally permissible mapping data 80 challenges, 30 business requirements which in turn result in 80 challenges, 30 business requirements which in turn result in around 70 solution requirements and 3 project areas around 70 solution requirements and 3 project areas
  8. 8. GeoDATA 2009 Business requirements and risk mitigation • Geospatial solution:- – Store, manage and distribute the new OS Mastermap data, other OS products and wider mapping information for all relevant Mouchel offices – Integrate with currently used software and systems, permit manipulation of mapping information and store additional datasets to add value to client work – Provide simple, legal, secure, up-to-date, online access to mapping information, anywhere, anytime, whilst reducing duplication of data and only paying for the data used 80 challenges, 30 business requirements which in turn result in 80 challenges, 30 business requirements which in turn result in around 70 solution requirements and 3 project areas around 70 solution requirements and 3 project areas
  9. 9. GeoDATA 2009 Consideration for business case and board approval • This is a large, complicated problem for which the solution will be underpinned by business process change • In 2007 Mouchel embarked on a detailed requirements gathering process, identifying over 90 key stakeholders, 77 major challenges, 31 tangible business requirements and 80+ solution requirements • The Mouchel geospatial usage questionnaire has helped us understand exactly who, what and where geospatial information is used within Mouchel • The project has significant long term benefits with the immediate requirements focussed around OS compliance, distribution of data, Mastermap management and efficiency gains
  10. 10. GeoDATA 2009 Solution: • Mouchel recently installed Maps@ to manage the disparate GIS data assigned to it by their many clients. • Maps@ created easily accessible web portal allowing Mouchel’s GIS team to centrally manage and distribute a single complete Ordnance Survey (OS) database, rather than multiple data abstracts, bringing vastly improved service delivery to its clients. • For Mouchel, ensuring full compliance with Ordnance Survey licensing, will in the future mean being able to produce audit trail reports to satisfy these licence terms. GeoDATA 2009 Relationships “Management is on the verge of a major breakthrough in understanding how industrial company success depends on the interactions between the flows of information, materials, money, manpower, and capital equipment. The way these five flow systems interlock to amplify one another and to cause change and fluctuation will form the basis for anticipating the effects of decisions, policies, organizational forms, and investment choices.” (Forrester 1958, p. 37)
