OER is fairly new, not everyone in the academia has had a
opportunity to completely understand it, apply it and advance it.

Key players, meaning educators and OER promoters, need
to be able to communicate better to exchange ideas and information
by attending seminars and meeting. One main reason for this
would be the lack of fundings and support by organizations.
