Resolution to Address the Parking and Transit at Oregon State University
WHEREAS Oregon State University’s fall term total enrollment increased 5.8% (26,393 students to
27,925 students) between 2012 and 2013
WHEREAS Oregon State University created a taskforce to address and offer solutions to the current
parking system plagued with many issues
WHEREAS 25% of Transit and Parking services' revenue comes directly from parking fines, and
students who cannot afford parking passes risk this fine in order to make it to class on
time.
WHEREAS Those who can afford a parking permit often cannot find parking due to parking lots in
the campus core being 90-100% utilized.
WHEREAS The Oregon State shuttle is neither well known, used, nor easily recognizable
WHEREAS Oregon State University has failed to address inadequate lighting on campus including
parking lots creating visibility, campus safety, and crime concerns.
WHEREAS Oregon State University has failed to address building a new parking structure to meet
the needs of the growing current and future student bodies.
BE IT HEREBY RESOLVED BY THE 5th ASOSU CONGRESS THAT:
The Associated Students of Oregon State University call upon Oregon State University to further look
into the parking system and consider:
Better marketing and service of the OSU Shuttle through better signage, shuttle shelters,
improved mobile tracking app and website, and more shuttle buses.
Endowment fund created from revenue earned from parking fines to build a new parking structure
to address the growing attendance of Oregon State University and offer reduced rates for low
income students who otherwise could not afford a parking permit.
Investment in carpool, vanpool, and other transportation options and designate priority spaces for
those that have a carpool of 3 or more to reduced SOV trips and carbon footprint.
Improving the lighting of the parking lots and structures and better lit pathways to promote
campus safety, visibility, and crime prevention.
The creation of an on-campus regional transit center.
2. Work with the City of Corvallis to consider student discounted city parking permits for large off-
campus houses such as Greek houses and largely student occupied houses/apartment structures.
Improve the accessibility of campus parking, transit, and pathway systems.
BE IT HEREBY FURTHER RESOLVED BY THE 5th ASOSU CONGRESS THAT:
