Low-performing TVET institutions tend to have more rigid structures that allow less flexibility to expand, involve less frequent performance appraisals that could be more biased, and prioritize duties over customer satisfaction with a top-down organizational structure. In contrast, high-performing TVET institutions are characterized by having more adaptable structures that enable greater flexibility, conducting monthly performance appraisals that are less biased, focusing on customer needs through satisfaction programs, and employing a flatter, hierarchical organizational structure.
