	 I’d	like	to	take	this	opportunity	to	endorse	Richard	Cofer.		I’ve	known	Richard	for	the	last	
4	years,	both	while	I	was	on	active	duty	as	the	Director	of	the	Mounted	Requirements	Division	
(MRD)	at	the	Maneuver	Center	of	Excellence,	and	since	I	retired	in	June	of	2015	and	formed	my	
own	consulting	firm.	
	
Richard	impressed	me	from	the	first	day	I	met	him,	and	continues	to	do	so.		He	is	a	
proven	leader	who	knows	how	to	manage	both	people	and	projects.		As	one	of	the	senior	
noncommissioned	officers	in	MRD,	he	was	often	placed	in	charge	of	mission	critical	events	
requiring	him	to	operate	autonomously	with	only	minimal	guidance.		Richard	excelled	at	doing	
that	and	always	produced	outstanding	results.	
	
As	a	combat	developer	and	subject	matter	expert,	he	played	a	key	role	in	the	acquisition	
process	for	several	major	defense	programs.		His	skill	at	managing	deadlines	and	suspenses	was	
critical	in	ensuring	that	the	efforts	within	the	Division	remained	on	track	and	were	synchronized	
with	both	other	internal	agencies	and	also	external	agencies	within	the	requirements	
determination	process.		In	addition	to	this,	he	served	as	my	“go	to	guy”	on	physical	and	cyber	
security	for	the	Division	–	a	truly	critical,	no	fail	area,	for	which	his	efforts	kept	the	Division	on	
the	right	track	for	all	inspections.	
	
I	have	remained	in	continuous	contact	with	Richard	since	my	retirement.		As	a	member	
of	the	local	defense	industry	team,	I	engage	with	him	on	a	regular	basis,	and	can	attest	to	the	
fact	that	he	has	continued	to	excel	since	he	worked	for	me.		He	serves	as	one	of	the	lead	
contacts	for	MRD	with	local	industry,	and	in	this	capacity	has	formed	some	outstanding	
business	contacts.	
	
Given	his	level	of	leadership	and	managerial	skills,	his	knowledge	of	requirements	
determination	and	the	Army	acquisition	process,	and	his	extensive	list	of	contacts	both	within	
the	Army	requirements	field	and	defense	industry,	I	highly	recommend	Richard	Cofer	for	
employment	as	a	manager	within,	or	supporting,	program	management	or	combat	
developments.		He’s	an	outstanding	leader	who	will	not	disappoint.

  • 1. To Whom It May Concern: 30 September 2016 I’d like to take this opportunity to endorse Richard Cofer. I’ve known Richard for the last 4 years, both while I was on active duty as the Director of the Mounted Requirements Division (MRD) at the Maneuver Center of Excellence, and since I retired in June of 2015 and formed my own consulting firm. Richard impressed me from the first day I met him, and continues to do so. He is a proven leader who knows how to manage both people and projects.
