PREVIOUS EXPERIENCE
2. GIZ (GERMAN TECHNICAL COOPERATION) (19 May 2010 – 30 Nov 2010)
UMBRELLA PROGRAMME FOR NATURAL RESOURCES MANAGEMENT (UPNRM) (PPP), a joint programme of GIZ and NABARD, is
probably the first of its kind project anywhere in the world wherein a project, apart from loan, is supported with a grant assistance
upto 20% of the loan for capacity building measures. With a view to obtain the required experience in this unique project, joined as
‘Senior Project Officer’ in GIZ on a 1 year contract basis to be stationed at Pune to oversee five states i.e. Maharashtra, Gujarat,
Madhya Pradesh, Chattisgarh & Rajasthan. Reported in GIZ on 19th
July 2010 and had to leave much before the expiry of the
contract due to family issues.
The role broadly involved identification of potential areas and partners, initiating the proposal, assist in preparing the proposal,
appraise the proposal, prepare Memorandum for sanction by NABARD, guide in implementation, regularly monitor the
implementation and evaluate the outcomes post implementation.

B. As Public Relations Officer (1991-99) : (Additional responsibility at Regional Office Hyderabad)
 Built up the IMAGE of NABARD through organization of Press Coverage, Meets and Conferences, talks on select topics on
AIR and DOORDARSHAN by NABARD Officials, preparation of documentary films on ‘Drip Irrigation’ and ‘Farmers Clubs’
and brochures on select schemes.
 Active member of the Public Relations Society of India, Hyderabad Chapter and the Inter-Media Publicity Co-ordination
Committee (IMPCC).
 NABARD incorporated a State Level NBFC in Andhra Pradesh in February 1997 in the name and style of M/s AGRI
BUSINESS FINANCE (AP) LTD to commercialise agriculture and to exploit the enormous potential estimated at Rs1200
crore in the state. Did the initial / start-up work of preparation of feasibility report, brochures and logo designing, MoA
and AoA, Incorporation of the Company, obtaining Certificate of Commencement of Business from (RoC) and Registration
from RBI, set up the office and mobilized the initial share capital, etc.
C. As Manager : KCC Scheme (1999-2003 at Head Office Mumbai) :
 Formulation and preparation of the Kisan Credit Card (KCC) Scheme for farmers and Personal Accident Insurance Scheme
(PAIS) for KCC holders, prepared policy guidelines, handbooks and brochures
 Conducted Studies on the implementation of KCC Scheme in 4 states & Prepared a Summary Report of the findings of the
Quick Studies conducted in 77 districts in16 states.
 Conducted Study on Franchising of Agricultural Credit through Post Offices (GoI request).

i. Planning& Banking :
 Member in Standing Committee / District Consultative Committee (DCC) / District Level Review Committee (DLRC)] and
invitee in Block Level Bankers’ Committee (BLBC) meetings.
 Preparation of Potential Linked Rural Credit Plans (PLRCPs) every year for Prakasam district.
 Guide LDM in the preparation of the Annual Service Area Plans (SAPs) for Prakasam district. Plan size for Priority Sector
lending increased from Rs.648 cr in 2003-04 to Rs.1640 cr in 2007-08 while correspondingly the achievements increased
to 104% in 2007-08 from 72% in 2003-04.
 Motivated bankers to lend more for bengalgram as an alternative to Tobacco crop and promoters to establish 29 Cold
Storages and Rural Godowns creating a storage capacity of about 1.80 lakh MTs and 3 lakh MTs respectively. Advised
banks to finance 23 more Milk Chilling Centres in addition to milch animals resulting in a jump of credit flow by banks by
about Rs.650 crores on a yearly basis constituting 20% of the total priority sector lending.
 Conducted Workshops on Investment Credit in Agriculture, Orientation and Sensitisation Meets on Non-Farm Sector
activities as ‘Resource Person’.
 Attend board meetings of Prakasam DCCB as special invitee member.
ii. Rural Development :
 Conducted for NGOs, 15 REDPs (Rural Entreprenuership Development Programmes) on Lace Knitting, Maggam
Embroidery, Wool Lacing, Soft Toys, Fashion Technology, Garment Making, Cell Phone repairing, Photography &
Videography, Batik, Tie & Dye and 1 SDTP (Skill Development Training Programme) in Bamboo Crafts sponsored by
NABARD to train 470 women of Self Help Groups (SHGs) and credit/ bank linked 378 out of them to enable establishment
of own units for livelihood.
 Encouraged SHG women to set up a Rural Mart at ONGOLE with NABARD support for marketing of Rural Products.
 Identified Vetapalem mandal as a Cashew Processing Cluster for conversion of drum roasting units to boiling process, set
up a common training centre to train the labour on cutting of kernel, infrastructure development, marketing of processed
cashew, etc.
 Guided the CARE INDIA Team to prepare an implementable Livelihood Action Plan of Rs.4.50 cr in TSUNAMI affected
areas (26 villages) of Prakasam district for long term interventions through the banking system and integrated the same
with the Annual Service Area Plan – First time by CARE India in any district in the country. The Plan document published
by CARE INDIA has been ‘Foreworded’ by me.
 Watershed Development Programme (WDF) in 30,000 ha under PM’s Relief Package to farmers in the distressed district of
Prakasam involving livelihood promotion and soil and moisture conservation measures involving 7 NGOs with a budget of
Rs.21 cr funded by NABARD.
 Tribal Development Programme (TDF) for 1,000 tribal families near Nallamala Forest in Prakasam district for livelihood
promotion through natural resource management and cultivation of orchards on the “WADI” model of BAIF - budget of
Rs.3.83 cr funded by NABARD.
iii. Institution Building :
 Conducted Quick Studies on Kisan Credit Card (KCC) Scheme and Personal Accident Insurance (PAIS) thereof, Utilisation
of Loans, Scale of Finance for Short Term Agriculture Loans, Unit Costs for Long Term Agriculture Loans, Farm
Mechanisation, Marketing of crops, Functioning of Farmers Clubs, Alternative Crops to Tobacco as a part of the planning
and monitoring functions.
iv. Microfinance :
 Encouraged bankers and DRDA to form new SHGs and finance the existing SHGs with higher doses. Effectively the
financing increased from Rs.27 cr to 4,500 SHGs during 2003-04 to Rs.256 cr to 12,049 SHGs during 2007-08. Per SHG
financing increased from Rs.6,000 to over Rs.2 lakhs.
 Regularly review the progress under the SHG bank linkage programme and clarify doubts of the field level functionaries
and bankers at the BLBC Meetings and DLCC Meetings.
 Actively participated, interacted and guided the participants (Master Book Keepers) and APMAS (NGO) in the training on
‘Standard Accounting Package’ (SAP) sponsored by NABARD and conducted under the aegis of SERP & DRDA IKP.
 Conducted Quick Studies on financing of SHGs by banks in the SHG Bank Linkage Programme, sustainability of SHG
Federations, Rythu Mithra Groups (RMGs) Financing.
 Conducted Orientation and Sensitisation Meets for bankers, departmental field functionaries and the NGOs on various
aspects of SHG Bank Linkage Programme as the main ‘Resource Person’.
 Conducted Pre and Post- Bank linkage meetings (about 10 every year totaling to 50 in 5 years) involving SHG m embers

GIZ (GERMAN TECHNICAL COOPERATION) (19 May 2010 – 30 Nov 2010) UMBRELLA PROGRAMME FOR NATURAL RESOURCES MANAGEMENT (UPNRM) (PPP), a joint programme of GIZ and NABARD, is probably the first of its kind project anywhere in the world wherein a project, apart from loan, is supported with a grant assistance upto 20% of the loan for capacity building measures. With a view to obtain the required experience in this unique project, joined as ‘Senior Project Officer’ in GIZ on a 1 year contract basis to be stationed at Pune to oversee five states i.e. Maharashtra, Gujarat, Madhya Pradesh, Chattisgarh & Rajasthan. Reported in GIZ on 19th July 2010 and had to leave much before the expiry of the contract due to family issues. The role broadly involved identification of potential areas and partners, initiating the proposal, assist in preparing the proposal, appraise the proposal, prepare Memorandum for sanction by NABARD, guide in implementation, regularly monitor the implementation and evaluate the outcomes post implementation. Did the initial / start-up work of preparation of feasibility report, brochures and logo designing, MoA and AoA, Incorporation of the Company, obtaining Certificate of Commencement of Business from (RoC) and Registration from RBI, set up the office and mobilized the initial share capital, etc. C. As Manager : KCC Scheme (1999-2003 at Head Office Mumbai) :  Formulation and preparation of the Kisan Credit Card (KCC) Scheme for farmers and Personal Accident Insurance Scheme (PAIS) for KCC holders, prepared policy guidelines, handbooks and brochures  Conducted Studies on the implementation of KCC Scheme in 4 states & Prepared a Summary Report of the findings of the Quick Studies conducted in 77 districts in16 states.  Conducted Study on Franchising of Agricultural Credit through Post Offices (GoI request). Plan size for Priority Sector lending increased from Rs.648 cr in 2003-04 to Rs.1640 cr in 2007-08 while correspondingly the achievements increased to 104% in 2007-08 from 72% in 2003-04.  Motivated bankers to lend more for bengalgram as an alternative to Tobacco crop and promoters to establish 29 Cold Storages and Rural Godowns creating a storage capacity of about 1.80 lakh MTs and 3 lakh MTs respectively. Advised banks to finance 23 more Milk Chilling Centres in addition to milch animals resulting in a jump of credit flow by banks by about Rs.650 crores on a yearly basis constituting 20% of the total priority sector lending.  Conducted Workshops on Investment Credit in Agriculture, Orientation and Sensitisation Meets on Non-Farm Sector activities as ‘Resource Person’.  Attend board meetings of Prakasam DCCB as special invitee member. ii. Rural Development :  Conducted for NGOs, 15 REDPs (Rural Entreprenuership Development Programmes) on Lace Knitting, Maggam Embroidery, Wool Lacing, Soft Toys, Fashion Technology, Garment Making, Cell Phone repairing, Photography & Videography, Batik, Tie & Dye and 1 SDTP (Skill Development Training Programme) in Bamboo Crafts sponsored by NABARD to train 470 women of Self Help Groups (SHGs) and credit/ bank linked 378 out of them to enable establishment of own units for livelihood.  Encouraged SHG women to set up a Rural Mart at ONGOLE with NABARD support for marketing of Rural Products.  Identified Vetapalem mandal as a Cashew Processing Cluster for conversion of drum roasting units to boiling process, set up a common training centre to train the labour on cutting of kernel, infrastructure development, marketing of processed cashew, etc.  Guided the CARE INDIA Team to prepare an implementable Livelihood Action Plan of Rs.4.50 cr in TSUNAMI affected areas (26 villages) of Prakasam district for long term interventions through the banking system and integrated the same with the Annual Service Area Plan – First time by CARE India in any district in the country. The Plan document published by CARE INDIA has been ‘Foreworded’ by me.
  • 8.  Watershed Development Programme (WDF) in 30,000 ha under PM’s Relief Package to farmers in the distressed district of Prakasam involving livelihood promotion and soil and moisture conservation measures involving 7 NGOs with a budget of Rs.21 cr funded by NABARD.  Tribal Development Programme (TDF) for 1,000 tribal families near Nallamala Forest in Prakasam district for livelihood promotion through natural resource management and cultivation of orchards on the “WADI” model of BAIF - budget of Rs.3.83 cr funded by NABARD. iii. Institution Building :  Conducted Quick Studies on Kisan Credit Card (KCC) Scheme and Personal Accident Insurance (PAIS) thereof, Utilisation of Loans, Scale of Finance for Short Term Agriculture Loans, Unit Costs for Long Term Agriculture Loans, Farm Mechanisation, Marketing of crops, Functioning of Farmers Clubs, Alternative Crops to Tobacco as a part of the planning and monitoring functions. iv. Microfinance :  Encouraged bankers and DRDA to form new SHGs and finance the existing SHGs with higher doses. Effectively the financing increased from Rs.27 cr to 4,500 SHGs during 2003-04 to Rs.256 cr to 12,049 SHGs during 2007-08. Per SHG financing increased from Rs.6,000 to over Rs.2 lakhs.  Regularly review the progress under the SHG bank linkage programme and clarify doubts of the field level functionaries and bankers at the BLBC Meetings and DLCC Meetings.  Actively participated, interacted and guided the participants (Master Book Keepers) and APMAS (NGO) in the training on ‘Standard Accounting Package’ (SAP) sponsored by NABARD and conducted under the aegis of SERP & DRDA IKP.  Conducted Quick Studies on financing of SHGs by banks in the SHG Bank Linkage Programme, sustainability of SHG Federations, Rythu Mithra Groups (RMGs) Financing.  Conducted Orientation and Sensitisation Meets for bankers, departmental field functionaries and the NGOs on various aspects of SHG Bank Linkage Programme as the main ‘Resource Person’.  Conducted Pre and Post- Bank linkage meetings (about 10 every year totaling to 50 in 5 years) involving SHG m embers financed by a particular bank branch and the concerned bank staff and senior officials.  Associated with the DRDA IKP and the district administration to prepare the Action Plan for SHGs in TSUNAMI affected 26 villages of the district to the tune of Rs.12 cr. v.
