Instrument drafting :
 Broad outline of the instrument may be
drafted – listing the various broad
categories of data
For example – outline of a questionnaire
for a survey of consumer behaviour
towards color television may consist
a. Identification data
b. Brand awareness
c. Brand choice
d. Purchase decision
e. Brand loyalty
f. Post-purchase behaviour
g. Personal information
 Sequence of grouping must be
decided
 The questions to be asked under each
group must be listed .
Evaluation of draft instrument :
Researcher examine each questions in
draft and evaluation is done on the
following grounds :
 The relevance of each question to the
research objectives
 The appropriateness of the type of
question
 The clarity and unambiguity of the
question
 The practicability of the question
 The validity of the question
Pre – testing :
 Pilot study (pilot survey) for testing the
questionnaire
 Its replica and rehearsal of the main
survey.
 Usually being conducted by experts,
brings to the light the weaknesses(if
any) of the questionnaire .
Specification of Instruction :
 In case mail survey – instruction
related to mode of answering should
be specified at the top of the first page
.
 Cover letter should be carefully
drafted
 Should be carefully and clearly laid out
using bold types and capitals to
emphasize particular words and
instructions.
Designing the format :
 Should be suited to the needs of the
research
 Instrument should be divided into
different sections relating to the
different aspects of the problem.
Question Construction :
Questionnaire is useful for collecting

Question relevance and content :
 Any question to be included in the
instrument should pass certain tests :
a. Is it relevant to the research
objectives?
b. Can it yield significant information for
answering an investigative question?
If a question passes the relevance test,
we should then consider its coverage
.

 Exactness
 Simplicity
 Neutrality
 Avoid unwarranted assumptions
 Avoid embarrassing questions
Response form or types of

 Open-ended questions
 Dichotomous questions
 Multiple choice questions
 Declarative questions
 Avoid ambiguous questions
