3. History United States used to have a lot of independent electric power companies. Most of the companies are local companies. In 1920s some of them became national companies by serving in multiple states. There were no federal regulation for national companies until 1935 Federal Power Act and the Public Utility Holding Company Act (PUHCA).

12. City of Noblesville Requirements All newly installed utility facilities, including but not limited to electric power shall be located underground wherever possible. Whenever existing utility facilities are located above ground, except when existing on public roads and rights-of-way, they shall be removed and placed underground. Underground service connections to the street property line of each platted lot shall be installed at the developer’s expense. At the discretion of the Planning Commission, the requirement for service connections to each lot may be waived in the case of adjoining lots to be retained in single ownership and intended to be developed for the same primary use.
