OBJECTIVE:
The studentsare expectedtocomprehendthe fundamental principlesandconceptsgoverningthe functions,operations
and otherundertakingsof the PAFinthe attainmentof national andmilitaryobjectives.
What isdoctrine?
Definition:
PAFdoctrinesare derivedfromknowledge gainedthroughexperience,research,analysis andtest. It evolvesfrom
national objectivesandpoliciesandconsidersthe changingmilitaryenvironment,technologyandcontinuingchangesof
military operations. Itdesignedforcontinuingapplicabilityinwarandinpeace. It setsforth the fundamental principles
for the successful employmentPAF forces. Because of the wide range of missionsandresponsibilitiesassignedto
military,doctrinesare categorized:
Categories:
Basic Doctrines statesthe fundamental conceptswhichguidecivilandmilitaryauthoritiesinthe employmentof military
forcesto attainnational objectives-abasisforall otherdoctrines.
Operational Doctrines guide majorservicesandAFPWSSUinthe organizationandemploymentof theirforcesin
conflict.
Functional Doctrines provide guidance forspecializedactivitiesof the militaryinthe fieldsof personnel,intelligence,
training,logistics,planning,comptrollership,andotheradministrative andtechnical services.
Joint Doctrine provide guidance foremploymentof AFPforcesengagedinjointoperationsthatasingle majorservice or
betweenforce of twoormore services.
CombinedDoctrines established the principle governingthe applicationof militarypowerandprovidesguidance for
developmentof militarypower.
CHARACTERISTICS, CAPABILITIES, AND COMPOSITION OF AIR FORCE.
PAF ForcesCharacteristics:
* SPEED- The time neededtoaccomplishamissioncanbe significantlyreducedbythe movementof the forcesbyair.
* RANGE- The AirForce must have the abilitytooperate overgreatdistances,unimpededbymountains,seas,and
otherobstacles.
* MANEUVERABILITY- This characteristicisderived fromthe speed,range, andcapabilityforfunctioningfreelyinthree
dimensionswhichare the attributes of airpower.
NATIONAL POWER AND MILITARY INSTRUMENT
National Interestisthat whichthe governmentconsidersasimportanttothe maintenance of the nation. The term
national interestisusedtorefertothe general conceptof national securityandwell-being. Ourbasicnational interestis
containedinthe Preamble of ourConstitution(… to promote the general welfare,conserve anddevelopthe patrimony
of the nation,andsecure to ourselvesandourposteritythe blessingsof democracyunderaregime of justice,peace,
libertyand equality.
National Objectivesare those fundamental aims,goals orpurposesof a nationasopposedtothe meansof seeking
these ends-towardwhichapolicyisdirectedandeffortsandresourcesdoanationare applied.

2. National Strategy of the governmentmustdevelopanduse the political,economic,psycho-social,techno-scientific,and
militarypowersinordertosecure the national objectives.
National Policyoutlinesspecificcoursesof action andstatementof guidance forattainingournational objectives.
MilitaryObjectives- The ArmedForcesisresponsible tothe civil authoritiesforsupportingthe Constitution,upholding
the sovereignty,anddefendingthe territoryof the Republicagainstall enemies.
PAF FORCES CAPABILITIES
* Flexibility- Thisisafusionof all of the characteristicsof aerospace forces. Flexibilitywill enable ourforcesto
carry out a varietyof missionsrapidly,andwillallow commanderstomove quicklyfromone course of actiontoanother.
* Readiness- Thisconditionwhichresultof trainingandposturingof forceswill enable the AirForce to bring its
forcesrapidlytobear anywhere inthe country. Readinessprogramswill be carriedouttomake sure that equipmentis
preparedforuse and that people whouse itare capable andavailable.
* Responsiveness- Thisconditionwill allow ourforces toreact rapidly,withwide range of optionsinanycrisis
or armedconflict.
* Presence- The AirForce musthave the abilitytoquicklydeployairforcescountry-wide andmustbe able to
sustainthose deploymentforcesforextendedperiodof time.
* Survivability- Thischaracteristicsof the AirForces will increase the abilitytostrike forcestosurvive ina
complex andsophisticatedhostile environment byself-protectionsystems(countermeasures,defensive measures,
etc.)
* Mobility- Ourforces can move across natural boundariestoaccomplishmissions. The mobilityof ourwarfare
systemswill allowourforcestoprotectair poweranywhere inthe countrytocombat threat that mayarise.
PAF FORCES COMPOSITION:
* People- The personnel compositionofthe Air Force consistsof the active,reserve,and civilianpersonnel.
* WeaponSystem- The Air Force requires the use of weaponssystemsto carry out its missionand tasks.
WeaponsSystemsmust meetthe needsofnational strategy.
* Facilities- The AirForce must have the facilitiestosupport warfare systems. They must be designedto
function inall levelsofconflictand to meetour needsfor force distribution.
* Organizational Structure- The Air Force must constantly adapt its organizational structure to fulfill its
assignedfunctions.

MAJOR COMMANDS
* OperatingUnits- Composedin whole or inpart, of strategic,tactical or defense forces;or flyingforces
directlyin support of such forces. These unitsperform basic operational missionssuch as Air Defense,Airlift,Close
Air Support, Air Interdiction,CounterAir, Aerial Surveillance andReconnaissance and other special combat
operations.

3. * Support Units- Consistsof activitieswhich provide aircraft control and warning, weaponssystems,supplies,
maintenance,surface transportation, administration,personnel training,advancededucation,communications and
special services.
* Separate Units- Unitsassignedwith specializedmissionswhichmaynot be relatedto the overall PAF
mission.

PAF FORCES TRAINING AND EDUCATION
* MilitaryTraining- trainingthat providesa smooth transition from civilianto military way of life.

* Operational Training- trainingthat is designedtomeetthe requirementsofour assignedmission.
* Professional MilitaryEducation- educationdesignedto give our people necessaryskillsand educationto
become effective leaders.
* AcademicEducation- educationnot normally taught inmilitary schools.
PAF FORCES EQUIPPING
* Self-Reliance Defense Posture- The AirForce must maintain a certain degree ofself-reliance aspossible to
insure adequacy and availabilityof aerospace material for employment.
* WeaponSystemAcquisition
- Cost Effectiveness. Thisinclude the acquisitioncost and directoperating cost as compared to the
assignedmissionand effectivenessofasystem or equipment.
- Maintainability- Shouldrequire the least costs and man-hour requirementtokeepthem on
operational status.
- Commoditywith other equipment- Thiswouldreduce the cost and waste in man-hours brought about by
the trainingin handlingnew/differentequipment. Alsominimizesinventoryofdifferentspares.
- Supportability- Shouldbe guaranteed by the availabilityof spares to sustain themfor their service life.
- Performance Characteristics- Shouldsatisfy the needsof the PAF.
- Reliability- Shouldprovide wide utilizationbythe whole defense establishments.
PRINCIPLES FOR EMPLOYING PAF FORCES

4. FUNDAMENTALTO THE SUCCESSOF OPERATIONS
* CentralizedControl – Air operations must establishedundera single commander. This will allow air forces
to be directedtowards central objective and will enable commandersto redirect forcesin response to contingency
requirementsorto bluntenemyindicatives. This approach will enable more flexible use ofthe principlesofwar in
directingthe employmentofair power.
* DecentralizedExecution- Higherechelonsofcommand will define missionsandtasks, and thendirect lower
echelonsto conduct operations. This principle will allowlower echeloncommandersto maintain a responsive and
effective force freeinghighecheloncommandersto focusair poweron achievingoverall missionobjectives.
Decentralizedexecutionwill allowforthe wideruse of judgmentinemployingthe capabilitiesand characteristics of
warfare system.
* CoordinatedEffort, CommonDoctrine and Cooperation- It is vital steptoward coordinatedoperations. It
allowsforces from friendlyforcesto collaborate in jointoperationsto form an effective teamworking to attain a
common objective. Cooperationisfundamental to teamwork,a subordinationof selfor local interestto the larger
group interest. Success inbattle will defendon cooperationwithinalliance,to integrate and coordinate plans and
strategy for combinedoperationsto achieve a common objective.
