One year ago, and as the host of the Mobile
World Congress (MWC), Catalonia revealed
itself to the world as a land of digital revo-
lutionaries raring and ready to take on the
challenges and seize the wealth of opportu-
nities brought on by the 21st-century digital
revolution. As a government and as a coun-
try, we stood up to take on a leading role in
this revolution and, at the time of the event,
stated the need and our firm commitment
to head up 5G development to achieve this
goal. No one is blind to the fact that one of
the main catalysts of this revolution, the true
agent for change that will ensure the full de-
velopment of a digitally advanced society –
with our residents at the heart of it all – is 5G
technology.
5G technology is so much more than a new
generation of mobile phones and extends
so much further than any previous qualita-
tive leap forward in technology. 5G tech-
nology enables services that were simply
unimaginable until now and that will have
an astounding and direct impact on peo-
ple’s everyday lives. This is because 5G is
synonymous with a paradigm shift in abso-
lutely every area of our lives, from mobility
to healthcare, production, smart cities and
entertainment. It is synonymous with crea-
ting whole new opportunities and ushering
in economic growth, increased jobs, and
regional, urban and rural development. In
short, 5G is the definitive guarantee for a
better quality of life, which is exactly what
the Government of Catalonia, over which I
preside, has always worked towards. All in
all, we are striving to ensure a free country
brimming with opportunities for all.
We set out to outline a country-wide strate-
gy to this end over a year ago, and today,
thanks to the hard work of all the stakehol-
ders involved (the government, private sec-
tor, academia and civil society), we live in a
Catalonia that is more ready than ever to
host this year’s MWC: 5G Catalonia.
As the President of the Government of Ca-
talonia, I can proudly and firmly say that
this country, from its strategic position in
southern Europe, has every ability to show-
case and lead 5G at an international level,
thanks to its existing telecommunications in-
frastructure, its 5G research and innovation
skills, its attractiveness to investors and its
top-rate ICT ecosystem. In short, because
Catalonia is the mobile world capital and the
beating heart of technological innovation.
During the Industrial Revolution, Catalonia
was Spain’s factory, and today, immersed in
the digital revolution, it is a veritable 5G test
bed for all of Europe.
So, welcome to the land of digital revolutio-
naries. Welcome to 5G Catalonia, the world

Catalonia has always had a strong industrial sector, which has today become an eager
mobile industry client: ICT, business solutions, retail and smart cities represent the sectors
with which mobile companies more frequently work. Other important sectors include
transport, health and public services. ICT is also closely related to activity in Smart
Cities, the Internet of Things, m-health, gaming, e-commerce, 5G, cybersecurity,
blockchain, artificial intelligence or quantum computing, all of which are highly active
sectors in Catalonia.
From 2012 to 2023 Barcelona will be the Mobile World Capital. This means that not
only the international flagship mobile event will be held yearly here, the MWC Barcelona,
but a whole range of activities and programmes all year around will create a dynamic
professional ecosystem for the mobile and its satellite industries. This initiative has
transformed Barcelona into the permanent global centre for mobile technologies, has
involved the development of a business environment focused on this type of industry
on an international level and has made Barcelona a global benchmark for mobile
transformation.
New sectors like e-commerce, digital gaming, artificial intelligence and the rest of industry
4.0 related sectors are growing thanks to its business advantages and to the projects
taking place in Barcelona as a result of the city being Mobile World Capital. One of the
biggest pools of skilled workforce in Europe and the appeal of the city as a place to live
and work have also progressively consolidated a hub of talent and opportunities on a
European level.

More than a digital (r)evolution
5G is synonymous with the creation of whole new opportunities, with economic
growth and increased employment, as well as synonymous with regional, urban and
rural development. Simply put, 5G is assurance of better quality of life.
Catalonia has complete capacity to lead 5G. Catalonia is prepared to be the
international 5G leader, because of the telecommunications infrastructures it has
available and its 5G research and innovation capacity, its positioning as a country

Catalonia’s 5G strategy
In February 2019, the Government of Catalonia approved a 5G strategy for the country,
with the cooperation and involvement of the public administration, the private sector,
academia and civil society, making Catalonia fully ready to become the 5G World Capital.

deployment, services and new business models associated with 5G technology.
To fully understand what has shaped its international positioning, we should remember

optic network and installation of next generation networks.
3. The strength of the digital sector: the Catalan ICT sector has some 16,000 ICT
companies (1,500 digital start-ups) and 150,000 employees (more than the
automobile sector).
4. Universities and research centres that are benchmarks in 5G: Catalan learning institutes
are active members of over half of the projects that have received funding from the
European Commission.
