It is a question of safety.
Workplace Safety
The pressure of contemporary
society and the growing com-
plexity of employee legislation
increases responsibilities on
organisations to provide safe
and healthy work environments,
and on employees to maintain
satisfactory levels of fitness for
employment.
In the interests of safety,
organisations are turning to the
testing of employees at regular
or random intervals to minimise
the risk of avoidable accidents
resulting from impaired
performance.
No single test can identify all
the likely causes of impairment.
Some are specifically directed
at identifying previous sub-
stance abuse, but such tests
are often invasive, frequently
inconclusive, are usually too
expensive to be regularly
applied and generally provide
no indication of current fitness
for work.
As human capabilities can be
affected by a range of factors
including fatigue, stress, illness,
medication as well
as drug and alcohol abuse,
there is growing interest in
non-judgemental performance
related testing to determine
fitness for work.
Performance testing from a
range of neuro-behavioural
tracking, reaction, recognition,
vigilance and information
processing tasks, have been
extensively researched and
recognised for determining
fitness for work.
Non-Invasive
Assessments
OSPAT systems involve non-
invasive, on-site, performance
assessments undertaken at the
commencement of each shift.
Individuals are not tested
against arbitrary industry
or community benchmarks.
The result of each personal
performance assessment is
compared with that persons
own assessment history.
Results significantly outside the
person’s current performance
profile indicate that for some
reason, the person’s fitness for
work may be impaired.
OSPAT assessments identify
significant variations between
an individual’s current assess-
ment and their historical profile.
Results are relayed in real time
to the individual concerned
and the supervisor(s) having
an irrevocable duty-of-care
for safety in the work place.
Results are also recorded in a
comprehensive database usual-
ly administered by occupational
health and safety managers.
In addition to being non-inva-
sive and non- judgemental,
OSPAT provides maximum
privacy of each person’s
assessment data.
Responsible employers do not
endeavour to police the social
behaviours of employees. Their
preference is to encourage a
healthy lifestyle by education
and to provide support through
employee assistance programs,
if required.

OSPAT performance based tests
are also increasingly accepted by

The implementation of OSPAT
safety systems aims to prevent inju-
ries, save lives and reduce damage
to expensive plant and equipment
by identifying decrements in
personal performance that might
impact on safety, before exposure
to workplace risks.
For maximum effectiveness, OSPAT
assessments require clear direc-
tions and commitment by managers
and safety supervisors, and should
form part of agreed comprehensive
safety practices and employee
assistance programs.
OSPAT provides a high level of
probability of detecting impaired
performance in employees. Once
identified, it is the role of a supervi-
sor with the appropriate duty of care
to then implement agreed human
resource practices designed to
minimise the risk of accidents.
