CURRENT & RECENT MAJOR PROJECTS
Gateway - KCC Gateway is a Kent County Council initiative, designed to combine county and
district council functions in a single front office location, together with partner
agencies such as Citizen’s Advice, Libraries and Adult Services. My role is to
coordinate the property requirement, including premises acquisition,
negotiation and preparation of occupation licences.
Bridge - KCC Bridge Community Campus is a recently-constructed ground-breaking
community-based building at Dartford, combining a primary school with
community services such as Youth, Adult Services and Health. My role was to
devise the umbrella management agreement to which all occupiers sign up,
which ensures that all management and maintenance functions are carried
out by the appointed FM contractor and that all occupiers adhere to a
common understanding of how the building is run. This includes reservation
of hireable areas within each unit that are available for external bodies out of
core hours, for which the occupiers receive a share of the hiring income.
Asset valuation I recently oversaw the complete revaluation of the multi-million pound
property portfolio for a major Blue Light client, which includes operational and
non-operational properties, housing and redevelopment sites. Valuation
methods included MV, EUV and DRC. Now looking to integrate client terrier
and CAD functions into one management package using Atrium.
Housing stock I recently led the team for the 5-yearly revaluation of the housing stock for
two large local authorities. The exercise covered over 13,000 residential units
in each case, valued by reference to c300 beacon properties. The valuations
reflect IFRS/CIPFA accounting regulations.
Youth Service - KCC Kent County Council opted to outsource its Youth Service provision and
sought tenders from parties interested in providing a local service from KCC
premises. I was an integral part of the team and worked with the client
property lawyer to prepare a template heads of terms document and
template commercial lease for attachment to the tender pack. I also
prepared a photographical schedule of condition for each of the 15 properties
and worked with the legal team to manage the leases to completion, drafting
tenancies at will as necessary to ensure continuity of service.
