Operating from our offices in Cardiff
and Billingshurst, LRM Planning offers

• Site Appraisals and Pre-Acquisition Advice: we
provide expert advice on the future prospects of
a site through the planning process and the most
appropriate route for the promotion of a site.
• Planning Strategies: we help clients to establish an
appropriate strategy for the promotion of individual
sites or portfolios of land.
• Strategic Land Searches: we carry out detailed
analysis of settlements to predict directions of
growth.
• Development Plan Promotion: we coordinate the
promotion of land through the Development Plan
process on behalf of our clients from Plan inception
through to Hearing Sessions and Adoption.
• Pre Application Advice: we advise on the likely key
matters that will need to be considered through any
planning application. We also coordinate the pre-
application process with Local Planning Authorities.
• The preparation and management of planning
applications: we advise on the key aspects of the
planning application process, from establishing
whether permission is needed and what technical
evidence is required in support of an application,
through to the coordination of development teams,
the collation of supporting evidence and submission
of applications. We also manage applications through
to determination.
• Community Engagement: we coordinate the
engagement process and always seek new and
innovative ways of gathering the support of local
people and in particular we seek to engage the silent
majority.
• The preparation of Environmental Statements:
we coordinate and manage Environmental
Statements (ES) from initial Screening and Scoping to
ensuring compliance with legislation and case law.
• The Assessment of Housing Need and Demand:
we can calculate a robust assessment of the
objectively assessed level of housing over a specific
time period.
• Housing Land Supply Assessments: we have
considerable experience in assessing housing land
supply in order to determine whether or not a Local
Authority can demonstrate a robust and policy
compliant 5 year housing land supply.
• Planning Appeals: we have a proven track record
of success for clients at Appeal. Our experience and
thorough approach to the preparation of evidence
maximises our chances of success.

Michael Rees
Director
BSc (Hons) DipTP MA(UD) MRTPI
Michael has significant experience of working on
a range of brownfield and greenfield projects in
both England and Wales. He acts for housebuilders,
landowners, housing associations and charitable
bodies.
Michael is currently working as part of multi-
disciplinary development teams on a number of
prestigious schemes for both immediate and longer
term development. These include residential
development in Cardiff, Swansea, Newport, Crediton
and Oxfordshire; regeneration projects in Cardiff and
the Brecon Beacons National Park; and commercial
developments at Crawley and South Godstone.
Other recent projects include various specialist
accommodation schemes such as homeless hostels,
mental health accommodation and specialist shelters.
Neil Mantell
Director
BSc (Hons) MSc Cert TP MRTPI
Neil is currently leading a number of large strategic
projects which have involved site appraisals,
development plan promotion and planning
applications, including coordinating Environmental
Statements. He also has significant experience in
conducting assessments of housing land supply and
housing need and demand. He acts for a range of
clients including national house builders, retirement
home operators, student housing providers,
commercial developers and landowners.
Recently he has led a number of large scale residential
schemes in Plymouth, Exeter, Mid Devon, Torridge,
Faversham and Sussex. He is also working on a number
of specialist accommodation schemes in Exeter and
Sussex.

Owen Jones
Director
BA (Hons) DipTP MSc MRTPI
Owen has many years’ experience leading
the promotion of development schemes both
through strategic planning and the development
management process.
He has successfully led the promotion of major
strategic development sites at Cheltenham,
Worcester, Hereford, Yeovil, Newbury, Cardiff,
Swansea, and Denbighshire. He has also won
numerous s78 Appeals, including in South Hams,
Cardiff, Flintshire, Keynsham and Stratford-upon-
Avon; the latter was one of the seminal cases
following the publication of the NPPF.
He is a widely trusted and highly respected
planning professional.
Sam Courtney
Director
BA (Hons) MA(UC) MRTPI
Sam has significant experience of working on
both large and small scale projects. Over recent
years Sam has worked on a number of high profile
brownfield and greenfield projects working
for a range of clients which include volume
housebuilders, landowners, contractors, developers
and housing associations.
Sam is currently leading on a number of large scale
multi-disciplinary development projects across
South Wales, which include major residential
developments located in Cardiff, Bridgend, Neath
Port Talbot, Monmouthshire and Torfaen. In recent
years he has also worked on a number of large
strategic mixed-use urban extension sites, taking
a leading role in both the promotion of the site
through the LDP process, and the coordination of
planning applications.
Steffan Harries
Principal Planner
BSc (Hons) MA(UD) MRTPI
Steffan’s career has comprised working on projects
throughout the South of England, and South and
West Wales. He has mainly acted for housing
associations, major housebuilders and construction
companies.
Steffan has many years of experience working
within multi-disciplinary teams in order to deliver
development, including instances of acting in a pre-
planning project management role. This has included
a mixed-use regeneration project for the delivery
of residential and commercial uses in Cardiff, a care
home in Wiltshire, a secondary school in Cardiff
and a major urban regeneration project in Clapham,
London. Steffan also led in the preparation of an
Environmental Statement for an urban extension in
Gloucestershire.
Hannah Barry
Assistant Planner
BSc (Hons)
Hannah has experience of working on a broad
range of large and small scale projects in both
England and Wales. During her year out in the
Planning Inspectorate, she worked in the National
Infrastructure Directorate giving her invaluable
experience in dealing with significant energy and
transport projects. This involved issuing pre-
application advice, working closely with appointed
Inspectors in their examination of National
Strategic Infrastructure Projects and the creation of
recommendation reports to the Secretary of State.
Presently Hannah is working on a wide range of
planning appraisals, planning applications and
site promotions for a number of sites across
Wales and the South of England. These range
in size from infill applications to larger housing
schemes on behalf of national housebuilders,
landowners and housing associations.

Our experience
We are involved in a wide range of
schemes, a selection of which are set out
over coming pages.
We recently helped Barratt David Wilson
Homes secure planning permission for 190
dwellings and a new community park at
Redwood Drive, Plympton. The site was
identified as informal open space in the
Adopted Plan. Through our Open Space
Assessment, we successfully argued that
there would remain an adequate amount of
open space in the ward whilst the new park
would help address existing deficiencies.

Residential
LRM Planning are heavily involved in promoting
residential land through the development plan and
management processes. We have recently achieved
outline planning permission for 250 dwellings in
Faversham, Kent and have secured an allocation on
Winneycroft Farm, Gloucester. In addition, we are
managing numerous residential planning applications
across Southern England and Wales.

Student schemes
We successfully secured a resolution to grant planning
permission for 229 student flats in City Road in Cardiff.
Planning permission was also secured at Quintana Gate in
Exeter for 127 units. The site was significantly constrained
by listed buildings and Scheduled Ancient Monuments
adjacent, as well as falling within a Conservation Area.

Commercial
We are in the process of promoting a green
technology park to the South of the M25. The site
will provide a high quality data centre and energy to
waste technology which will regenerate an existing
business park.
Mixed use
We have secured planning permission for a mixed use
scheme within the Brecon Beacons National Park which
will regenerate a former Army Camp and responds to
the unique characteristics of the Park.
In addition, we have significant experience of promoting
land for mixed use schemes through development plans.

village in Haywards Heath on a site located in a strategic gap. The
site is currently being constructed by Bupa and Anchor Trust.
