WHO WE ARE
Patriotic Citizen Initiatives (PCI) was established over 5 years ago to address the issues and
challenges associated with Regular and Irregular Migration within the West Africa region and
Nigeria in particular. Borne out of the personal experience of the founder, Comrade Osita
Osemene after a terrible ordeal of being illegally trafficked across the Sahara desert.
The whole essence of Patriotic Citizen Initiatives (PCI) is to dissuade young and vulnerable boys
and girls from being illegally trafficked from across the West African borders into Europe
through the desert through a campaign of enlightenment and sensitization. The other is to

assist in the repatriation of stranded irregular migrants and their rehabilitation back into
regular society through training and empowerment.
It is the core aim of this NGO to rescue irregular migrants trapped in transit whilst being illegally
trafficked from Nigeria across the borders through the desert to Europe.
WHAT WE DO
 To create awareness about the dangers of irregular migration and human
trafficking across the desert through mass campaign programs
 To embark on rescue missions to transit camps (within the deserts) to save
those illegally trafficked and trapped in the desert.
 To organize rehabilitation and reintegration programs for returnees
 To inculcate in our leaders the need to improve the wellbeing of the citizenry
through active civil advocacy
 To imbibe in our youths the enabling characters for positive thoughts and
actions
 To help the youths and others make moral, patriotic, efficient and useful
citizens of themselves.

 To assist returnees reintegrate into the society through training and
empowerment

HOW WE DO IT
PCI understands the challenges faced by irregular migrants in a culturally biased society like
Nigeria. Many of these irregular migrants not only have to contend with the dangers of desert
migration like death, starvation, robbery and prostitution, they are also faced with the stigma
of failure, rejection and disappointment by their friends and family members. This is perhaps
one of the major reasons for the desperation exercised by many of the victims of irregular
migration when confronted with the need to return back home.
This is why PCI continue to advocate for proper enlightenment and awareness campaigns at all
levels with major focus on the grassroots to help stem the ugly trend of irregular migration.
While many tend to believe that urban city youths are usually the victims of irregular migration
mostly through the airports and seaports, a growing number of youths and others in the rural
areas have and continue to fall victims to the same menace.
One major factor in the rise of rural youth migration though the deserts based on sampled
opinion and surveys is the prevalence of poverty in the rural areas and a total lack of awareness
of the dangers of travelling through the desert. Many of these youths both in the cities and
rural areas now believe that survival for them now lies in Europe and other parts of the world.
Many of these youths including adults are grossly unaware of the challenges faced by migrants
in Europe or the realities of life for any irregular migrant in many of the European countries.
Besides the need to continuously sensitize many of these youths and their families on the
dangers of irregular migration, there is also the need to educate them also on the opportunities
available in their home countries. For example in Nigeria, there is a growing realization that if
the Lebanese, Indians and Chinese can adequately engage themselves in income generating

business ventures in the country, the citizens themselves must also wake up to the same
opportunities in their own country.
The growth of fish farming, snail farming, crop farming and many other transferable skill
acquisition to list just a few in Nigeria is just one example of the need to adequately sensitize
the youths and populace in general of the many opportunities available in Nigeria and the need
to tap into them before outsiders monopolize it to their advantage.
PCI has consistently advocated for both assistance to irregular migrants through sensitizations
campaigns, workshops, training and empowerment programs and also presently working on a
new initiative aimed at taking the campaign to the grassroot for better awareness and
understanding of the dangers of irregular migration.

save lives and also help rehabilitate those whose lives have been challenged as a result of

 A well attended Public Presentation and Awareness campaign on the ‘Dangers of
irregular Migration’ at Golden Tulip Hotel, Lagos state on 3rd August 2010.
 A Workshop / Seminar ably titled ‘Catch Them Young, From Slave Trade 2 self Trade’
with a major focus on the antics of human traffickers at Lagos Model College, Kankon,
Badagry, Lagos state on 24th November 2010.
 A Sensitization Campaign with football clubs and aspiring footballers on the antics of
human traffickers and the dangers of irregular migration in Nibo, Anambra state on
31st December 2010.
 A Sensitization Campaign at Mile 2 International Motor Park (ECOWAS Section) on the
role and importance of transporters in helping to combat irregular migration.

At PCI, we continue to strive with all the relevant stakeholders including our affiliation partners
to try to address the problems and challenges of human trafficking and irregular migration. We
understand the importance of sensitizing the people and also assisting them where and

PCI
 Facilitated the empowerment of returnees of Edo state origin in collaboration with the
government of Governor Adams Oshiomole of Edo state in 2011.
 Successfully campaigned and ensured that the Nigeria government intervened in the
evacuation of trapped Nigerians in Libya during the Libyan uprising which led to the
ouster of Col. Muammar Gaddafi.
 Championed the advocacy case of many Nigerians who are in Chinese prisons. This
particular campaign has led to inter government talks and discussions on the fate of
many of these Nigeria prisoners.
 Assisted many returnees with direction and advice on vocational skills and also
successfully absorbed a good number of these returnees as peace and advocacy
ambassadors for Patriotic Citizens Initiatives (PCI).
 Recently concluded the publication of a book titled ‘CHASING A MIRAGE, MY SEARCH
FOR A OASIS’. This informative and educational book is aimed at educating the youths
on the dangers of irregular migration and dangers of journeys through the desert.

The need to dissuade many potential victims from falling into the traps of these human
traffickers has never been greater. The growing incidence of child labor, slavery, prostitution
and robbery in Europe among irregular migrants has been traced to the doorstep of human
traffickers. Many of the victims are usually young and are vulnerable once trafficked out of their
known comfort zones.

PCI
Governments recognize that this is a battle that requires all efforts including the civil society. It
is against these backgrounds that we at PCI will continue to work with all stakeholders towards
reducing the incidence of irregular migration and human trafficking. Besides our advocacy
campaigns, direct intervention and assistance where necessary, we also continue to monitor
the roles of the human traffickers in order to understand their new ways and tactics through
surveillance efforts and enquiries at all times.
Part of our ongoing roles at address the challenges of irregular migration through people
trafficking, we are currently engaged in;
 Engaged in Lagos state empowerment program for vulnerable youths. The initial target
youth number is 200 to be empowered in agricultural skills like fish farming, snail
farming, poultry, pigry and other farming activities as part of PCI’s mission aimed at
dissuading the youths from becoming victims of human trafficking.
 Presentation / Unveiling of a Book titled ‘CHASING A MIRAGE, MY SEARCH FOR A OASIS’
and fund raising plan for a 100 Capacity Home of Dreams’ – Rehabilitation /
Reintegration Home for returnees/ victims.
 PCI participated in the Validation exercise of the National Migration Policy and labor
Migration policy
 PCI is also actively involved in the promotion of better management of migration in
Nigeria implemented by IOM and UNODC.
 Facilitates the Assisted Voluntary Returnees Reintegration Program under the
International organization for migration(IOM) in the area of Mentorship for Returnees
and Business/ skill acquisition training.
 Campaign on dangers of irregular migration in Edo State under ECOWAS COMMISSION
Spanish fund.
PATRIOTIC CITIZENS INITIATIVES
The fight against human trafficking, irregular migration and human slavery etc is a continuous
battle. Members of the civil society organizations through their advocacy roles and in many
instances direct interventions have succeeded in helping to reduce the incidence of irregular
migration. Irregular migration and its associated ills continues to take new forms and

dimensions as human traffickers in their desperation adopt new ways and tactics at luring
ignorant and unsuspecting victims to their evil activities.
D. FUTURE EVENTS
At PCI, we recognize the value and importance of awareness and sensitization campaigns. We
also understand the role and importance of educating and empowering the youths especially at
the grassroot level. We recognize our modest past efforts and achievement and the need to
consolidate on all these. It is against these backgrounds of sensitization, awareness and
education that we aim to;
1. Target in every local government area of the country an Agricultural Skill and Training
Program for at least 100 youths per local government. These trained youths will be
trained and empowered to train similar number of youths in the same local government
on the same skills they have acquired to achieve maximum effect. This program is titled
( T3 program or Train The Trainer ).
2. Update the training skills on a quarterly basis to these youths and also encourage the
participation of other rural dwellers in the whole scheme.
3. Extend the awareness and sensitization campaign on the dangers of irregular migration
to the rural areas in order to discourage rural / urban migration and irregular migration
through the desert through advocacy and training for the youths.
4. Distribute the book titled ‘CHASING A MIRAGE, MY SEARCH FOR A OASIS’ to all the 774
local governments in the country including the over 160 universities and 50 polytechnics
across the country.
5. Currently working on the ‘Royal Generation’ campaign programme in partnership with
the government of the Federal Republic of Nigeria through the Presidency, UNODC,
NAPTIP, IOM and the EU.

The growth of fish farming, snail farming, crop farming and many other transferable skill acquisition to list just a few in Nigeria is just one example of the need to adequately sensitize the youths and populace in general of the many opportunities available in Nigeria and the need to tap into them before outsiders monopolize it to their advantage. PCI has consistently advocated for both assistance to irregular migrants through sensitizations campaigns, workshops, training and empowerment programs and also presently working on a new initiative aimed at taking the campaign to the grassroot for better awareness and understanding of the dangers of irregular migration.   • 5.  A well attended Public Presentation and Awareness campaign on the ‘Dangers of irregular Migration’ at Golden Tulip Hotel, Lagos state on 3rd August 2010.  A Workshop / Seminar ably titled ‘Catch Them Young, From Slave Trade 2 self Trade’ with a major focus on the antics of human traffickers at Lagos Model College, Kankon, Badagry, Lagos state on 24th November 2010.  A Sensitization Campaign with football clubs and aspiring footballers on the antics of human traffickers and the dangers of irregular migration in Nibo, Anambra state on 31st December 2010.  A Sensitization Campaign at Mile 2 International Motor Park (ECOWAS Section) on the role and importance of transporters in helping to combat irregular migration.   • 6.  Facilitated the empowerment of returnees of Edo state origin in collaboration with the government of Governor Adams Oshiomole of Edo state in 2011.  Successfully campaigned and ensured that the Nigeria government intervened in the evacuation of trapped Nigerians in Libya during the Libyan uprising which led to the ouster of Col. Muammar Gaddafi.  Championed the advocacy case of many Nigerians who are in Chinese prisons. This particular campaign has led to inter government talks and discussions on the fate of many of these Nigeria prisoners.  Assisted many returnees with direction and advice on vocational skills and also successfully absorbed a good number of these returnees as peace and advocacy ambassadors for Patriotic Citizens Initiatives (PCI).  Recently concluded the publication of a book titled ‘CHASING A MIRAGE, MY SEARCH FOR A OASIS’. This informative and educational book is aimed at educating the youths on the dangers of irregular migration and dangers of journeys through the desert. PATRIOTIC CITIZENS INITIATIVES C. CURRENT EVENTS The need to dissuade many potential victims from falling into the traps of these human traffickers has never been greater. The growing incidence of child labor, slavery, prostitution and robbery in Europe among irregular migrants has been traced to the doorstep of human traffickers.   • 7. Governments recognize that this is a battle that requires all efforts including the civil society. It is against these backgrounds that we at PCI will continue to work with all stakeholders towards reducing the incidence of irregular migration and human trafficking. Besides our advocacy campaigns, direct intervention and assistance where necessary, we also continue to monitor the roles of the human traffickers in order to understand their new ways and tactics through surveillance efforts and enquiries at all times. Part of our ongoing roles at address the challenges of irregular migration through people trafficking, we are currently engaged in;  Engaged in Lagos state empowerment program for vulnerable youths. The initial target youth number is 200 to be empowered in agricultural skills like fish farming, snail farming, poultry, pigry and other farming activities as part of PCI’s mission aimed at dissuading the youths from becoming victims of human trafficking.  Presentation / Unveiling of a Book titled ‘CHASING A MIRAGE, MY SEARCH FOR A OASIS’ and fund raising plan for a 100 Capacity Home of Dreams’ – Rehabilitation / Reintegration Home for returnees/ victims.  PCI participated in the Validation exercise of the National Migration Policy and labor Migration policy  PCI is also actively involved in the promotion of better management of migration in Nigeria implemented by IOM and UNODC.  Facilitates the Assisted Voluntary Returnees Reintegration Program under the International organization for migration(IOM) in the area of Mentorship for Returnees and Business/ skill acquisition training.  Campaign on dangers of irregular migration in Edo State under ECOWAS COMMISSION Spanish fund. PATRIOTIC CITIZENS INITIATIVES The fight against human trafficking, irregular migration and human slavery etc is a continuous battle. Members of the civil society organizations through their advocacy roles and in many instances direct interventions have succeeded in helping to reduce the incidence of irregular migration.   • 8. dimensions as human traffickers in their desperation adopt new ways and tactics at luring ignorant and unsuspecting victims to their evil activities. D. FUTURE EVENTS At PCI, we recognize the value and importance of awareness and sensitization campaigns. We also understand the role and importance of educating and empowering the youths especially at the grassroot level. We recognize our modest past efforts and achievement and the need to consolidate on all these. It is against these backgrounds of sensitization, awareness and education that we aim to; 1. Target in every local government area of the country an Agricultural Skill and Training Program for at least 100 youths per local government. These trained youths will be trained and empowered to train similar number of youths in the same local government on the same skills they have acquired to achieve maximum effect. This program is titled ( T3 program or Train The Trainer ). 2. Update the training skills on a quarterly basis to these youths and also encourage the participation of other rural dwellers in the whole scheme. 3. Extend the awareness and sensitization campaign on the dangers of irregular migration to the rural areas in order to discourage rural / urban migration and irregular migration through the desert through advocacy and training for the youths. 4. Distribute the book titled ‘CHASING A MIRAGE, MY SEARCH FOR A OASIS’ to all the 774 local governments in the country including the over 160 universities and 50 polytechnics across the country. 5. Currently working on the ‘Royal Generation’ campaign programme in partnership with the government of the Federal Republic of Nigeria through the Presidency, UNODC, NAPTIP, IOM and the EU.
