• First reading – formal, text is published
• Second reading – debate on principles
• Committee stage – detailed
examination. Debates on amendments
• Report stage – more amendments
• Third Reading – sometimes more
amendments
• “Ping-pong” – resolving differences
between the two Houses

Editor's Notes

  1. When the House is in committee, procedures are more relaxed (members can speak as often as they wish) and the Lord in the chair sits on the right of the Table, not on the Woolsack. (Sorry, no recent photo available of the House in committee!)
