NIPE SMART- interoperability
• Increasing number of requests for NIPE SMART integration with maternity
IT systems (current and potential NIPE SMART users)
• Trusts do not wish to use two (or 3) systems – maternity and NIPE SMART
with associated double (or triple) data entry
• Interoperability work has now started
• NIPE SMART user development workshop – 21st July 2016.
• Survey across existing users to:
• identify those aspects of the system they like, those they don’t
• identify some areas where the national system could be improved
• ascertain from all trusts how many would want to use their maternity systems to
record and support screening as opposed to a new SMART system

5. Pulse Oximetry Screening
Rationale
• Hypoxaemia present in the majority of critical CHD (CCHD)
• Frequently clinically undetectable - current tests can miss 50% of
babies with CHD and 1/3 of babies with critical CHD
• Pulse oximetry may detect babies with CCHD early, before they
collapse. In studies using PulseOx in addition to standard tests,
more than 90% of affected babies picked up

Simple test
Can detect other serious (non-cardiac) illnesses
Pulse oximetry pilot progress and report went to the UK NSC in June 2016
It is hoped that the pilot will provide evidence that PO screening: -
• is feasible, cost-effective and acceptable to parents and staff
• adds value to existing screening procedures

NIPE publications
First ever NIPE handbook published in April 2016
• Excellent resource for clinicians. Details the
screening elements undertaken as part of the head to
toe baby examination.
• Advises Trusts to consider implementing mandatory
assessment of clinical competencies for all health
care professionals who conduct newborn physical
examinations.
Revised NIPE Standards 2016
• Five standards
• Covers the identification and referral of babies born
with congenital abnormalities of the eyes, hips and
testes
• Cardiac standards: Will be developed at a later date.
Will include findings and outcomes of the Pulse
Oximetry Pilot Study.

The revised guideline highlights:
• Importance of NBS screening in preventing severe disability and death
• Steps to take if parents decline screening
• Why good quality samples are vital for accurate screening results
• How to complete the blood spot card and collect good quality spots first
time
• What to do in different situations when a baby has had a blood transfusion
or needs a preterm repeat

Programme reviews
• Card sample transport review – project to gather data on sample transport
issues and best practice
• Programme is reviewing options for NBS labs to work Saturdays and Bank
Holidays
• Residual bloodspot consultation - waiting for ministerial confirmation
• Review of bloodspot card once residual bloodspot consultation completed
• Review of standards - volunteers to be recruited by the NBS programme

NBS Failsafe Solution
• Continues to help find babies that may have missed screening
• Some paediatric hospitals now have access e.g. GOSH
• User group meets quarterly with representation from all regions

13. NHSP New IT system SMaRT4Hearing
• No planned go-live date as yet
• Extensive testing in progress
• Regional workshops will be scheduled to support this transition
• Each NHSP site will be provided with a list of active records that need
updating
• NHSP managers to ensure that the correct Internet Explorer versions are
used

14. • Screening qualification to be rolled out from April 2017
• The qualification will be a Level 3 Diploma for Health Screeners
• Trusts can register to become an awarding centre to provide the new
qualification to their staff, and to other screening providers

15. 5 new and revised standards
• Provide a defined set of measures to ensure local programmes are safe
and effective
• Cover the screening journey up to and including the point of referral to
audiology and entry into audiological assessment.
