5. The territories controlled by the Ukrainian authority/boundary line
in Donetsk region 556 secondary schools were functioning (149 thousands
children) during the 2015-2016 academic year;
18 schools and 19 preschool educational institutions have been fully
destroyed on the Eastern Ukraine during the 2016-2017 academic year;
24 preschool educational institutions continue to work in Luhansk region on the
territory controlled by the Ukrainian authority (16,837 children);
there are 3094 children’IDPs in secondary schools in Luhansk region;
the number of pupils and students from IDPs families in preschools, secondary
schools and vocational and technical education institutions is 11,611 people.

certificates of the externat studies, 306 children obtained state diplomas in
2015-16 academic year

• 1 008 students from the temporarily occupied territories
entered into the university due to Educational Centers
“Donbas-Ukraine” and “Crimea-Ukraine”
• 3 000 peoples addressed to the educational centers
“Donbas-Ukraine” and “Crimea-Ukraine”. 4 000 pupils were
interested in the possibility of obtaining state standard
educational documents
• > 60 000 of the population of Ukraine, including > 6 000
peoples from the temporarily occupied areas of Crimea and
Donbas learned about the mechanism of obtaining state
standard educational documents
11. OPF: 7 Proposals for UNICEF Ukraine Country
Programme Cycle 2018-2022
Extension
1) the age limit of the target audience of the educational program to 3-
18 years (especially from Donbas and Crimea, because in 15-18 years
older pupils receive state educational documents);
2) target audience are the children not only from Donbas, but also from
Crimea
Inclusion the points about:
3) the distance education for pupils;
4) the launch and popularization of an information campaign for
children of Donbas and Crimea
5) prioritization STREAM-education as standard of quality education in
Ukraine
6) the indicator of equal access to quality education for children from
rural areas
7) implementation of the pilot project concerning an effective formula
for calculating financial resources for the proper functioning of the
educational sphere
