G.D No.332/2014 - State Aid Scheme for Creating New Jobs
Eligible beneficiaries
 All types of enterprises, from all economic sector, with the exception of the following: fisheries,
aquaculture, primary production, processing and marketing of agricultural products, steel sector,
shipbuilding, synthetic fibers, transport, energy.
Investment priorities  Reducing unemployment through jobs creation.
Main eligible expenses
 Gross salary costs for new created jobs within the gross wage per economy
(aprox. 596 EUR/ month):
- for a period of 2 consecutive years;
- for minimum 10 new jobs, out of which at least 3 for disadvantaged workers;
- directly created by an investment project.
Funding intensity  Up to 50% (depending of the implementation region)
Maximum grant  37,5 mil. EUR
Deadline
 30th May – 10th June 2016 (1st 2016 call)
 September-December 2016 estimated 2nd call
Other issues
 Bucharest and Ilfov-Region have lower intensity levels;
 Submission will be continuous;
 New jobs created will be maintained for a minimum period of 5 years – for large enterprises and 3
years for SMEs.

 Services sector received the largest amount in 2014
 With a number of 7 projects approved within SAS 332, the IT&C sector
received 20% of the annual buget
 38,67% of the overall annual budget was granted to a number of 25
investment projects aiming to create new jobs.
 The investment projects supported through SAS 332/2014 state aid
scheme had contributed to the creation of 4,074 new jobs, of which a
number of 1,215 destinated for disadvantaged workers.

Eligible beneficiaries
 All types of enterprises, from all economic sectors, with the exception of the following: fisheries,
aquaculture, primary production, processing and marketing of agricultural products, steel sector,
shipbuilding, synthetic fibers, transport, energy.
Investment priorities Acquisition of tangible and intangible assets
Main eligible expenses
Tangible assets:
 Construction works of any kind;
 Costs related to the renting of constructions corresponding to the initial investment;
 Equipment, machinery and technical facilities procurement.
Intangible assets:
 Patents, licenses, know‐how or other intellectual property
Funding intensity  Up to 50% (depending of the implementation region)
Grant value  5 mill. EUR min - 37,5 mil. EUR max
Submission period  11th July – 22th August
Other issues
 For the Bucharest-Ilfov Region the investment must be new, related to new economic activities for
large enterprises;
 The investment must generate contributions to regional development for a period of 5 years after the
project is completed;
 The investment must generate a multiplier effect in the economy by stimulating other investments
and developing local suppliers of related products and services.

 In 2014, the household electronics sector registred the highest
project values with 87,2 mil. EUR, out of which 41,1 mil EUR
were the grant value.
 It was followed by the automotive industry sector with a total
value of projects of 73,8 mil. EUR and a state aid grant value of
24,5 mil. EUR.
 The energy sector received 8,9 mil. EUR state aid grant.
 98,5% of the overall annual budget was contracted.
