Employment a special indicator
1. An essential indicator for development
– Whether Mediterranean area, Sahel, Latin America, you name it
2. A problematic indicator for the private sector
• Employment, like income, is generated by expenditure (demand),
• yet competition (key advantage of private sector ) tends to reduce
expenditure.
– So what additional employment is the private sector expected to generate?
– Is full employment (inclusive development), rather than mere employment and uncertain
additionality, not the true objective?
3. A revealing indicator, regarding ideological biases
• Private sector claims to be critical source of employment;
– yet to generate (full) employment, the private sector requires appropriate public policies.
– Thus, policy coherence for sustainable development is important.
• In reality, employment is generated by investment, both public and private.

Viewing AFD as a group,
aim is fostering investment

• support to local development banks,
• public policy reform.

Une évaluation des effets attendus des projets sur le développement est réalisée lors de l’instruction de chaque projet
Cette évaluation est effectuée à partir du GPR
2. Un suivi annuel
Le suivi des impacts des projets est effectué chaque année
Il repose sur un tableau d’une dizaine d’indicateurs annexé à la documentation
3. Des évaluations ex post/études de cas internes
Des évaluations ex post sont réalisées pour évaluer les impacts réalisés et fournir un retour d’expérience
Elles peuvent porter sur plusieurs projets en portefeuille ou sur un projet en particulier.
