Water quality (incl. GW)
Water scarcity (regular sever droughts)
Other water related disasters (floods, land slides)
Rural settlements: low coverage by piped WSS, lack of
collector-drainage systems, deteriorated irrigation systems
Urban settlements: highly over-sized, deteriorated and
inefficient WSS systems
Non-stable water governance system, weak use of economic
instruments - foremost due to the lack of expert and
management capacity

Objective: to develop training materials for local capacity
development in applying economic instruments for WRM in
Moldova
Scope of work:
Training needs assessment
- Curricula for universities and colleges (Level I, II and III)
- Training programs/ for CPA, LPA, NGO, civil society and
associations
Training materials preparation (drafting, discussion,
finalisation)
Training delivery for capacity building
7. Approach
Identification of policy targets and national and local
priorities in water management
Review of the role of economic instruments in
addressing the priorities and meeting the targets
Use inter-disciplinary approach
Pay particular attention to the Curricular and training
needs, promote innovation in teaching methodologies
Keep on intensifying efforts to encourage the capacity
development
Disseminate training materials to CPA, LPA, civil society;
encourage the participation at different events and
training sessions by topics
