EU Water Initiative (EUWI) for Eastern Partnership:
New Project to accelerate Water Policy Reforms in
EU’s neighbourhood zone
The Eastern Partnership (EaP) is a joint political initiative launched at
the Prague Summit on May 7, 2009. Its aim is to deepen and strengthen
the economic, travel and other strategic relations between the
European Union and its six Eastern neighbours: Armenia, Azerbaijan,
Belarus, Georgia, Moldova and Ukraine.
In recent years, the countries of the former USSR have demonstrated willingness to align their water policies
and practices with the general principles and specific requirements of the EU Water Framework Directive (WFD
2000/60/EC), as well as other thematic and sectoral water directives and the UN Multilateral Environmental
Agreements (MEAs).
It is in this context that the European Union
Water Initiative Plus for Eastern Partnership
Countries (EUWI+) was initiated by the
Directorate-General for Neighbourhood and
Enlargement Negotiations (DG NEAR) of the
European Commission for a period of 4 years
(2016-2020).
This regional project is aimed at the Eastern
Neighbourhood partners: the 3 countries with
an in force EU Association Agreements for
Partnership and Cooperation (Ukraine,
Moldova and Georgia) and the three most
advanced countries on the integration of the Water Framework Directive (Armenia, Azerbaijan, and Belarus).
The project is coordinated with the various cooperation initiatives in the field of water and is based on the
results and lessons learned from the regional projects carried out by the EU in EaP countries in the field of
water, especially Environmental Protection of International River Basins (EPIRB), 2012-2016.
This work is carried out under the auspices of UN Economic Commission for Europe (UNECE) and Organisation
for Economic Co-operation and Development (OECD) that lead the National Water Policy Dialogues (NDPs) as
well as the Austrian Federal Environment Agency (UBA), leader of the consortium of Member States (Austria,
France, and Croatia). In this project, UBA is in charge of surface and groundwater monitoring and laboratory
accreditation support. The International Office for Water, a French partner, unites on behalf of the Ministry of
the Environment, Energy and the Sea the various public and private partners in the water sector in order to
transfer Know-how in the development and implementation of River Basin Management Plans (RBMPs),
including stakeholder participation mechanisms at each scale (basin, national, international) and shared data
management.
