3. In view of the launching of the MATATAG
Agenda to support the Basic Education
Plan (BEDP)2030 of the Department of Education and with our Division Education
Development Plan (DEDP) 2028, which serves as our roadmap in formulating,
implementing, coordinating, supervising, monitoring, and evaluating our Division
programs. projects, and activities, as well as setting our direction in resolving basic
education challenges with our stakeholders, the OPCRF will be developed using a
revised template (see enclosure). This is to ensure that the programs, projects, and
activities that are being funded and implemented by each functional divisions and
units are directly aligned to the strategic plans of the Office, to the objectives, and
performance indicators being set in the OPCRF.
2. The RPMS Cycle for non-school-based offices and personnel covers the
performance for one whole year following a four-stage cycle as prescribed by the
CSC to wit: (I) Performance Planning and Commitment Phase; (II) Performance
Monitoring and Coaching Phase; (III) Performance Review and Evaluation Phase; and
(IV) Performance Rewarding and Development Planning Phase.

Order No. 2, s. 2023 titled, Guidelines on the Establishment and
Implementation of the Results-Based Performance Management System
(RPMS) in the Department of Education
, which serves as a mechanism to
manage, monitor, and measure performance, and identify human resource and
organizational development needs.

5. This Office further reiterates the need for the functional divisions and units to
not only successfully achieve the set targets of each office/unit but to improve their
respective budget utilization rate, as well.
1) Alignment of Office KRAs, Objectives, and Programs to the BEDP 2023
and MATATAG
Agenda;
2) Alignment of budget to Office objectives and programs;
3) Standard objectives and performance indicators for KRAs on Office
Administration and Performance Management (which covers the Client
Satisfaction and Quality Management System), which shall be adopted by
all offices in their respective OPCRFs; and
4) Quarterly monitoring/ scorecard of performance indicators.
