This document summarizes a research study on the effectiveness of police community relation programs in crime prevention as perceived by barangay officials in Iriga City, Philippines. The study aims to determine the different police community relation programs implemented, and the effectiveness of these programs as perceived by barangay officials. The study will survey officials from 3 barangays in Iriga City using a questionnaire. The results could help improve police-community relations and guide future crime prevention efforts.
3. INTRODUCTION
The month of July was declared as Police Community Relations Month. The Philippine
National Police in partnership with the different sectors of the community celebrates the
Police Community Relation Month every year. The PCR organizes activities that deepen
the bond between the law enforcer and the community. This is in compliance to the
provision of the Presidential Proclamation No. 764 dated January 24, 2005, declaring the
month of July of every year as Police Community Relations month. Every individual
plays a big role in maintaining and promoting peace and order, without the help of the
community, every program and plan of the police will never succeed. In a community,
family is the basic unit of the society and that is the start of building a relationship, so the
police personnel must be the first role model of their family in good manners, mentally,
physically and spiritually.
4. WHY DID YOU CHOOSE THIS TOPIC?
We decided to choose this topic because we want to study
and know about the different kinds of Police Community
Relation programs in crime prevention and how it
perceived by the selected Barangay Officials here in Iriga
City, we would also want to know how was the
relationship and interaction of the police and community,
and how these different programs help in our community
especially in preventing and reducing crimes.
5. THEORITICAL FRAMEWORK
The researcher utilized the Deterrence Theory as framework of this study which explains
that criminal acts are inhibited or deterred because of the punishment that can be associated
with crime. (Andanes, 1974, & Zimring & Hawkins, 1973). Proponents of deterrence
theory believe that people choose to obey and violate the law after calculating the gains and
consequences of their actions.

6. Police Community Relations is focused in preventing crime through community
policing or building relationships with community. There are seminars conducted by
the community wherein they discuss to the community the different kinds of crime
prevention programs and also explain to them what would be the punishment once a
person got engaged in criminal activities. Through this the would-be criminal’s
decision will be influenced. Achieving such decisive influence requires altering or
reinforcing decision makers perceptions of key factors they must weigh in deciding
whether to act counter to (our interest) or to exercise restraints (Chilton, 2009).

8. CONCEPTUAL FRAMEWORK
The conceptual framework shown below depicts how the relationship of
the police officers with the community they serve and what does it have to
do with the crime prevention programs to prevent crimes.
It illustrates a conceptual framework which models a uni-directional
relationship between the independent variables (i.e., community
willingness to fight crime, police community relation programs, reduction
in crime and society perception about police). The relationship is
intercepted by some associations, including protecting informants to
reduce crime as more community members will be willing to provide
information on criminal activities.

10. STATEMENT OF THE PROBLEM
This study aims to determine the effectiveness of police community
relation programs in crime prevention as perceived by selected
barangay officials in Iriga City.
Specifically, the following questions will be the focus of the study:
1. What is the demographic profile of the respondents;

Iriga City?

12. SIGNIFICANCE OF THE STUDY
The result of this study will identify how strong relationship between police officers
and the community strengthened by police community programs may have impact on
crime prevention. Findings of this study will be beneficial to the following:
• PNP Organization. The result of this study will help the organization determine
areas in police community relations program that can be improved to attain
harmonious relationship with the community and serve as inputs in policies on crime
prevention.
13. • Police Community Relation. Considering the possible results of this study, this
may help the police community as a means to improve and enhance the police
community relation programs. This will raise awareness and guide police community
on the effectiveness of police community relation programs in crime prevention as
perceived by selected barangay officials in Iriga City.
• Future Police Officers. The result of this study can serve as a guide and provide
them awareness on proper behaviors and attitude in dealing with the community so
that they may have full cooperation from the latter in crime prevention.
14. • Selected Barangay Officials in Iriga City. Being the principal focus of the
study, the selected barangay official and their constituents are the immediate
beneficiaries as they determine the effectiveness of police community relation
programs in crime prevention. This will allow barangay officials to
understand their situation and be able to address it.
• Researchers. The researcher may use the findings of this study as a basis in
contributing to the attainment of effective police community relations as tools
in crime. The information could serve as instrument for the betterment of
police community relation programs and police-initiated crime prevention
efforts in Iriga City.
15. • Future Researchers. The result of the study may serve as basis for future
research work and encourage future researchers to conduct similar studies on
police community relation and further improvement of police community
relation programs in crime prevention.
16. RESEARCH METHODOLOGY
This chapter presents the research design, the respondents, data gathering tools
and the statistical tools to be used. This study will use statistical tools to
describe and measure the effectiveness of police community relation programs
in crime prevention as perceived by the selected barangay officials within the
three (3) out of the thirty-six (36) barangays of Iriga City, namely; Barangay
San Francisco, San Juan and San Miguel.
17. RESEARCH METHOD
This study will use descriptive survey method of research, survey
questionnaire is applicable in this study because it will provide and gather
information that describe the effectiveness of Police Community Relation
Programs in Crime Prevention as perceived by selected barangay officials in
Iriga City. This is also designed to distinguish and measure the interaction of
Police Community Relation in Crime Prevention programs as perceived by the
selected barangay officials in Iriga City.
18. RESPONDENTS
• This study was conducted in the Selected Barangays
of Iriga City. The respondents of this study are the
selected barangay officials in Iriga City.

19. DATA GATHERING TOOLS
Survey questionnaire are the main instruments in gathering the data. The
quantitative survey questionnaire answers to the level of implementation of
the Police Community Relation Programs as perceived by the selected
barangay officials and the quantitative survey the level of effectiveness of
Police Community Relation Programs in Crime Prevention as perceived by
selected barangay officials in Iriga City.
The researchers also used related literatures, online resources and other
related reference in the library and thesis graduates of criminology student of
CTC. The materials or references are not enough in this study so we will visit
to Iriga City Police Station to ask help to the Police Personnel of the Police
Community Relation Section of the PNP, and will visit the (3) selected
barangays including barangay officials in Iriga City.
20. STATISTICAL TOOLS
The information gathered from the retrieved questionnaire was collected and
tabulated for statistical treatment. In the analysis of the responses in the police
community relation programs, the questionnaire, descriptive statistic such as
frequency, mean, percentage and ranking are considered.
