3. Responsibilities and Duties of Department -To check (fiber and Tower
installation) by the telecom service provider and make sure they carry out
according to the laws and regulations provided by the PTD.-To test out
whether the service provider follow the mobile Coverage
Commitments,Quality of Services Commitments and license agreements by
using RF planning Tool and Drive test.
4. Fiber and tower installation -To survey Technically and check reported Data
(Over Head , Under Ground , Duct , Direct Buried, Numbers of Fiber Cores,
Numbers of poles, etc....) - Starting point & End point (Joining point) (
Latitude & Longitude ) of the fiber installation -For FTTHTo check detail
design drawings, outside plan and number of household for connection
coverage.

Drive Test
• Part of all phases of Mobile Network life circle: planning, turn up, maintaining, optimizing,
troubleshooting.
• Traditional purpose: verify the quality of Mobile Network, analyze QoS and QoE parameters.
• Move by vehicle (car/motorbike/train…) or walking.
• Include: Test phone, GPS, Laptop …
9. 1. Principle of Drive Test and Benchmarking
Traditional Testing Devices
Outdoor test tools: Nemo Outdoor
• KPIs test
• Services test
Handy & Indoor test tools: Nemo Handy
• Indoor
• Walking test
10. 1. Principle of Drive Test and Benchmarking
New Testing Devices
Benchmarking test: Nemo Invex II
• Benchmarking services & KPI for many
operator
Require high performance hardwares
Auto-test: Nemo Autonomous
• Automatically route test
• Daily test QoS, KPIs
12. 2. QoS and QoE
Defination
• End-to-end QoS and QoE derived from ITU-T Recommendation E.800.
• ITU-T Recommendation E.800 provides the basic definition of QoS as
follows: “Totality of characteristics of a telecommunications service that
bear on its ability to satisfy stated and implied needs of the user of the
service.”.
• To control the quality of mobile network, QoS (Quality of Service) and QoE
(Quality of Experience) are used.
13. 2. QoS and QoE
4 layers of QoS
• Network Availability defines QoS
rather from the viewpoint of the
service provider than the service
user.
• The second layer is the Network
Access. From the service user's
point of view this is the basic
requirement for all the other QoS
aspects and parameters.
• The third layer contains the other
three QoS aspects Service Access,
Service Integrity and Service
Retainability.
• The different services are located in
the fourth layer.
14. 2. QoS and QoE
QoE
• Quality of Experience (QoE) can be state as the
personal experiences and expectations of the
individual user to services.
• Typically, there will be multiple service level
performance (QoS) metrics that impact overall
QoE. The relation between QoE and service
performance (QoS) metrics is typically derived
empirically
15. 2. QoS and QoE
Drive Test Standards
Testing standards:
• 3GPP
• ETSI (102 250)
• ITU-T P.86x

17. 4. Scanning
Overview
Defination: Scanning frequency is the same
with drive test, in order to collect coverage
parameters with high speed.
Requirement:
• High capacity scanner NEMO FSR1
• LAPTOP with controlling software
control the scanner and save scanning
data log.
