The roles of the various stakeholders of the
census are interrelated and indispensable to
the successful implementation of the census.
ROLE OF CENSUS STAKEHOLDERS
Generally, stakeholders’ roles revolve around
census awareness, data production, analysis,
dissemination, and usage.
The specific role of each category of stakeholder
is explained in this presentation.

Role of Government Agencies:
ORGANIZING AND CONDUCTING THE CENSUS
LISGIS and MOA are the two government agencies responsible for the organization and conduct of the census.
They are assisted by the CDA, NaFAA and the MIA as these institutions form part of the technical committee.

UTILIZATION OF THE CENSUS RESULTS
The government agencies ,especially the MOA and the MFDP will serve as important users of the census data.
They will use the census data for policy formulation, resource allocation, monitoring and improving the agriculture
sector.

Role of Farmers and Agricultural Producers:
PRIMARY SOURCE OF INFORMATION FOR THE CENSUS
Farmers and agricultural producers are crucial stakeholders as they are
the primary source of information for the census.
PROVISION OF ACCURATE AND COMPREHENSIVE DATA
Farmers and agricultural producers are responsible for providing accurate and
comprehensive data about their agricultural practices, land use, livestock,
crops, and other relevant information.

Role of Agricultural Associations and Organizations:
ENSURE THAT THE CENSUS CAPTURE RELEVANT INFORMATION
CREATION OF AWARENESS AMONG THEIR MEMBERS
These stakeholders also have a responsibility to create awareness of the census
among their members. They have to explain the importance of the census to
their members and ensure their full participation.

Agriculture associations and organizations need to collaborate with
LISGIS and MOA to ensure that the census captures relevant data and
addresses the concerns of their members.
These include agricultural associations, farmer cooperatives, and institutions that
represent the interests of farmers and agricultural producers.

CONTRIBUTION TO THE CENSUS METHODOLOGY
THEMATIC REPORT WRITING
These stakeholders will need to assist the government agencies and other
stakeholders in writing thematic reports base on the census results.

Researchers, academics, and agricultural scientists in Liberia’s agriculture sector
are expected to contribute to the census methodology and implementation.
UTILIZATION OF THE CENSUS RESULTS
Researchers, academics, and economists will utilize the census data for analysis, modeling, and
research purposes. They will use the census results to contribute to understanding agricultural
trends, identifying challenges, and formulating evidence-based policies.

Role of International Organizations:
FUNDING OF THE CENSUS
TECHNICAL SUPPORT TO THE CENSUS
The FOA through the 50X2030 initiatives is providing technical support on the
conduct of the census.

The World Bank through the Harmonizing and Improving Statistics in West
Africa (HISWA) project is fully financing the 2022/2023 agriculture census.
CAPACITY BUILDING AND OTHER SUPPORT
The 50x2030 initiatives comprising the World Bank, FAO and IFAD are providing capacity building
support towards the Liberia Agriculture Census Program. They will also support the data
dissemination and usage plan.

Role of Non-Governmental Organizations (NGOs):
ADVOCACY FOR SPECIFIC CENSUS FRAME ITEMS
UTILIZATION OF THE CENSUS RESULTS
NGOs are expected to utilize the census results to inform their programs and
initiatives.

NGOs are expected to work with LISGIS and MOA to ensure that important
questions relative to their works are integrated into the census questionnaires.
NGOs working in the agriculture sector, especially those focusing on rural development, food
security, and sustainable agriculture, are important stakeholders.

Role of Agribusinesses and Private Sector Actors:

We are aware that agribusinesses, including seed and fertilizer producers and sellers,
machinery sellers, agricultural technology providers, and commodity traders, have a
vested interest in the results of agriculture census.
They need accurate and up-to-date information to understand market trends, make
informed business decisions, and develop targeted marketing strategies.
Thus, efforts are been made to ensure their full participation in the implementation
of the census.
They are one of the main vehicle for driving the census awareness and ensuring
private sector use of the census data.

Role of Civil Society Organizations and the Media:

Civil Society Organizations that are working in the agriculture sector and Media
Institutions have a role to ensure massive awareness of the census activities and the full
participation of the census-targeted population.
They are expected to use the census results to advocate for the rural poor, marginalize
agricultural households, and rural development.
15. CONCLUSION
C
The Liberia Agriculture Census Program stakeholders come from diverse
institutions. These institutions represent different categories of stakeholders.
Each Category of stakeholder plays a major role in the implementation of the
census program. Their roles are indispensable to the success of the census.
The current list of stakeholders for the census program is not exhaustive and
efforts need to be made to identify the remaining actors.
The Liberia Census of Agriculture will be fully digital and is expected to be
gender-sensitive, and widely participatory. For this to happen, all stakeholders
must play their role adequately.
All stakeholders need to see themselves as implementers of the census. The
census is everybody’s business!
