BASELINE STUDY TERMS OF REFERENCE
I. RIGHT TO PLAY
Right To Play (RTP) is an international humanitarian organization uses sport and play to promote
holistic development of children and youth in the most disadvantaged areas of the world. RTP is
committed to improving the lives of these children and to strengthening their communities by
translating the best practices of sport and play into opportunities to promote development,
health and peace.
RTP programs foster healthy physical, social and emotional development of children and build
safer and stronger communities. RTP’s guiding principles are inclusion, which recognizes the
importance of children who may be marginalized for reasons of gender, religion, ability, ethnicity,
disability, or social background; and sustainability, which ensures the projects, has a lasting
impact.
Since 2008, Right To Play program has been dedicatedly working to provide sport and play
opportunities for children and youth and contributing towards their holistic development. As of
December 2014, we have expanded to 12 districts/ locations in the country, reaching over
200,000 children and youth.
II. PROJECT IN BRIEF
Generation Amazing, a partnership project between the Supreme Committee for Delivery &
Legacy and Right To Play, was created to harness the power of football to support the positive,
healthy development of individuals and communities.
In 2010, Qatar succeeded in its bid to host the 2022 FIFA World Cup. As part of this winning bid,
the Supreme Committee launched the Generation Amazing program in partnership with Right To
Play, to inspire a new generation of young people, encouraging them to harness the positive
power of football to promote peaceful, healthy development in communities around the world.
That year, Right To Play and the Supreme Committee selected and prepared a group of youth
ambassadors to travel from Lebanon to the FIFA World Cup in South Africa. This partnership also
worked on the ground in Lebanon to rehabilitate football facilities, create opportunities for
children and youth to participate in football-related activities, and raise public awareness of Qatar
2022. The 2010 Generation Amazing initiative benefited thousands of children, youth, and
community members in Palestinian refugee camps and surrounding communities in northern
Lebanon.
After the successful completion of Phase I, Right To Play has been approved for Phase II of the
Generation Amazing program with two main elements: 1) the rehabilitation of safe play spaces;
2) the commencement of long term community development programing focused on youth
development through using, primarily, Right To Play’s innovative Football For Development
program resource.
Program Goal:

III. PURPOSE OF THE BASELINE STUDY
The objective of the consultancy is to conduct a baseline to measure quantitative and qualitative
status of different indicators set for the project through selecting a significant sample size and
using an experimental methodology in the target districts.
IV. FOCUSED GEOGRPAHICAL AREAS
The current baseline study would be carried out in 3 districts across Pakistan. The target areas of
the program and baseline include:
Mardan district (Khyber Pakhtunkhwa province);
Thatta district (Sindh Province);
Layari district, Karachi (Sindh province)
V. SCOPE OF BASELINE STUDY
The baseline will be designed to collect the following information:
INCREASED LIFESKILLS
What are the coaches’ views about sports and play activities as a way of developing life
skills, leadership skills and inclusion for children and youth in school and community?
What are the children and youth’s views about sports and play activities in school and
community?
What are the communities/parents/government/teachers/principles’ views about sports
and play activities for children and youth in school and community?
What are current knowledge and practice on concept of inclusion and participation in
different sport for development activities (in particular, Football for Development) among
children and youth?
What are current knowledge and practice on concept of inclusion and participation of
3. girls in different sport for development activities (in particular, Football for Development)
among communities/parents/government/teachers/principles?
To what extent coaches and youth are able to lead sport for development activities (in
particular, Football for Development)?
INCREASED LEADERSHIP SKILLS
What is the current status of life skills (communication, collaboration, self-confidence,
and managing emotions) and leadership among children and youth (disaggregated by
M/F) in the targeted communities?
What is the level of inclusion among children and youth at community/school from
different background including social, economic, tribal, etc. in the targeted communities?
Are there any youth lead initiatives in the selected communities? And do girls play an
active role in these initiatives?
Is there any support (parental, governmental, and school) for youth led initiatives in the
targeted communities?
ACCES TO SAFE PLAY SPACES
To what extent children and youth have access to safe sport and play opportunities?
To what extent girls’ have access to safe sport and play opportunities?
To what extent children and youth with disabilities have access to safe sport and play
opportunities?
Are children and youth already engaged in sport and play activities? If yes, how often do
they participate in sport and play activities?
V. TARGET AUDIENCE

VI. KEY STRATEGIES TO IMPLEMENT THE OBJECTIVES INCLUDE
An authentic baseline report will be generated and disseminated widely to provide
evidence.
The baseline report will be utilized as reference at different target audiences’ basic level
against proposed project outcome levels.
At different platforms the baseline report will be shared for review and endorsement.
The baseline report will be utilized as primary document for midterm and project end
evaluation.
VII. GENERAL CONDITIONS
The consultant will have an orientation of the project in the beginning of the launch of
baseline to know about the Right To Play methodology
The consultants will submit a detailed methodology, and time frame for the completion of
the baseline
Consultants will regularly provide the description of all surveying process that will be used
in the baseline

After the completion of the report the final report a presentation would be given on the
report to share the results and recommendations
VIII. ROLES & RESPONSIBILITIES
Right To Play’s Roles and Responsibilities:
Right To Play will be responsible for performing and completing the following tasks of the
baseline study:
Devising and finalizing research methodology
Development of qualitative and quantitative research tools
Data collection in the field
Provision of project documents and any secondary literature deemed important
Provision of raw data (filled qualitative and quantitative tools along with audio files of the
FGDs and interviews).
Researcher (s) Responsibilities
Researcher (s) responsibilities will include the following:
Preliminary meetings or discussions regarding concept clarity and approach; in some
cases via email, phone concepts and themes and approach.
Review of secondary data/desk review.
Review of data collection tools and provide feedback on the efficacy of the tools
Data entry of the filled quantitative tools and transcription of qualitative interviews/FGDs
Usage of social science i.e. Statistical Package for Social Sciences (SPSS) packages for
data analysis.
Geographical and graphical representation as well as analysis of the primary data.
Prevention from personal interests.
Data entry, data analysis, preparation and presentation of drafts as well as the final
baseline report.
Draft baseline report to be reviewed by Right To Play, Pakistan with suggestions,
feedback, for final version.
Final Evaluation Report with comments, suggestions and feedback addressed
Debriefing: The baseline consultant will present the findings of the study to Right To Play
management and board with the help of a PowerPoint presentation.

The consultant will be responsible for submitting the following items at the end of the baseline
study:

Transcribed qualitative data files in MS Word format
Data analysis files in SPSS format
Charts and graphs of the analyzed data with description
Draft Baseline Study Report
Final Baseline Study Report after feedback from Right To Play
PowerPoint presentation on the findings of the baseline study
Note: The report will be in English and both hard and electronic copy in Word and PDF format.
XI. TIME SCHEDULE
The survey is to be undertaken within one month. Proposed schedule is specified below:
Submission of Application along with detailed CVs: June 10, 2015
Decision to Award Contract: June 15, 2015
1st Draft Report: June 26, 2015
Final Report: June 30, 2015
XIII. REQUIREMENTS
An individual consultant with at least 5-7 years of experience in the research field
Previous experience of conducting baseline, especially in education sector
The consultant should have a relevant degree and at least 5-years of relevant
professional experience in data analysis and report writing of education projects,
preferably those related to behavior studies
