Role of the Engineer in
Implementation of
TQM
Management of Construction Sites

Introduction
Management is the application of measures to ensure that , financial , human & physical resources
are planned , organized , led , controlled & staffed effectively , or the achievement of goals through
facilitating an effective process of planning , organizing , leading , controlling & staffing .
Management in the 21Th century and beyond is an ideology and philosophy and a
way of life, because increasing competition in most commercial sectors, leads the
attention to quality in order to satisfy the requirement of consumers wants and needs
signifies a major change in the way organization are managed.
The quality oriented organization is outward oriented, flexible in approach and
practices nurtures its staffs, suppliers and customers and provide more than just a job.
The challenge for top management is to determine how and when to let staff to
become their own managers, to lead themselves and to become experts in carrying out
their tasks.
Management now is the continuous improvement in process to reach to the perfect
performance, to get customer satisfaction and achieve all their expectations, using one
law for all humans without preference to race or color. This law is the mutual respect
between all in culture, sport & politics without mockery of the people culture.
God regulation is a common human heritage, all should obey the Ten Commandments
to keep environment safe, because we live in one planet, responsibility of
implementing TQM and protecting the society and environment is for everybody.
All has the freedom in implementing TQM policy , but it's for middle managers and
engineers the burden of deciding differences and borders in quality polices .
When we decide to start a quality system in an organization, we begin by organizing
quality groups, the rewards for the superior group could be moral or materialism, at
once or in the future according to compatibility & harmony with the surrounding
environment.
In the world of today the environment of implementation of TQM expands from
locality to international (Globalism), with a world become cosmic village, any small
movements towards improvement affect the entire world.
This leads to expand the role of engineers as part of middle management in
implementation & designing the quality polices, and continuing delivering these
polices to lower management, in addition to management of these quality polices
harshly.

Removing all negative impact appears to sight as a result of implementation of TQM
is also the responsibility of the engineer.
According to this the burden of engineers increased as their new jobs includes fire and
disputes extinguish, that appear when we start implementation of TQM.
Updating the abstract executive reports to the top management, according to the
degree of connection with the subject, that is being discussed.
Engineer role also includes issuing the warning signals to the obstacles that is
expected to happen as a result of reengineering and cultural shifts, before as mush as
possible time.
So before we start in the process of reengineering and implementing new quality
system in a country like Sudan, we have to create renewal partnership with the
supporter of the Sudanese society, in all fields of environment, culture, health and
education, to decrease the negative impact of implementation to minimum.
The first aspect needs support is teaching English as a second language , because it
become an international language spoken by all , especially as a result of appearing of
new media like internet and TV space channels .
In Sudan as its importance increase everyday, geographical, economical, regional, and
international. All engineers should be trained in translation from and to English to ease
communication with all parties (suppliers, consultants, clients).
As more international companies enters Sudan, we need to concentrate in teaching
languages and qualifying engineers internationally and internally by communicating
with cultural agencies working inside Sudan to support in that. Because the
appearance of these companies leads to the spread of globalization culture and make it
easy to penetrate the Sudanese society as these multi national organizations have huge
facilities of advanced technologies and means the lure legalized tempting like external
training and courses to increase capabilities.
So all site engineers and lower management should be trained in documentation and
delivering (weekly and daily) periodical reports to upper authorities. In addition to
training upon, surprise and routine, control techniques.
All this leads to expands the role of the engineer, especially project managers, because
the negative impact of cultural shifts (globalization), appear dramatically as
implementation of quality management techniques has been practiced in some
organization as separate islands, this forced project managers to coordinate

continuously with their neighborhood, the local leaders, police, ministry of health to
reduce these negative impacts. (Oil production projects in the South as an example).
Research Problem:
The role of the engineer in the globalization era, when implementing TQM and
reengineering and cultural shifts occurs, expands everyday.
Engineer then will be directly responsible upon coordination between different
department, supervising implementation, follow up and monitoring, besides putting
policies.
In a conservative society like Sudan, where the family extended, the conspiracy is high
and the society culture is oral, so don’t like documentation especially in construction
sites and consider it as a burden, in addition to resistance to change.
Considering all these circumstances this research focus on putting conceptualization
on how we can implement TQM in construction sites , identify the role of the engineer
in that as he represent middle management and has relation with all parties.
Research Objectives:
The goal of this research is to identify and indicate the role of the engineer in
implementation of TQM in construction sites.
Construction sites are being chooses, because it includes peoples from different ages,
cultures and backgrounds.
Research Methodology:
Descriptive curriculum will be used.
Importance of the Research:
The importance of this research comes from the fact that implementation of TQM in
construction sites, although it's a limited place, but it has impacts in all the
neighboring societies, customers, suppliers, and competitors. This research is trying to
describe these impacts in details.
In my work as a consultant and contractor, tried to implement a limited improvement
in the field of documentation and scheduling, could be tracked in reducing time and
cost of project implementation.

Introduction Management is the application of measures to ensure that , financial , human & physical resources are planned , organized , led , controlled & staffed effectively , or the achievement of goals through facilitating an effective process of planning , organizing , leading , controlling & staffing . Management in the 21Th century and beyond is an ideology and philosophy and a way of life, because increasing competition in most commercial sectors, leads the attention to quality in order to satisfy the requirement of consumers wants and needs signifies a major change in the way organization are managed. The quality oriented organization is outward oriented, flexible in approach and practices nurtures its staffs, suppliers and customers and provide more than just a job. The challenge for top management is to determine how and when to let staff to become their own managers, to lead themselves and to become experts in carrying out their tasks. Management now is the continuous improvement in process to reach to the perfect performance, to get customer satisfaction and achieve all their expectations, using one law for all humans without preference to race or color. This law is the mutual respect between all in culture, sport & politics without mockery of the people culture. God regulation is a common human heritage, all should obey the Ten Commandments to keep environment safe, because we live in one planet, responsibility of implementing TQM and protecting the society and environment is for everybody. All has the freedom in implementing TQM policy , but it's for middle managers and engineers the burden of deciding differences and borders in quality polices . When we decide to start a quality system in an organization, we begin by organizing quality groups, the rewards for the superior group could be moral or materialism, at once or in the future according to compatibility & harmony with the surrounding environment. In the world of today the environment of implementation of TQM expands from locality to international (Globalism), with a world become cosmic village, any small movements towards improvement affect the entire world. This leads to expand the role of engineers as part of middle management in implementation & designing the quality polices, and continuing delivering these polices to lower management, in addition to management of these quality polices harshly. ii
  • 3. Removing all negative impact appears to sight as a result of implementation of TQM is also the responsibility of the engineer. According to this the burden of engineers increased as their new jobs includes fire and disputes extinguish, that appear when we start implementation of TQM. Updating the abstract executive reports to the top management, according to the degree of connection with the subject, that is being discussed. Engineer role also includes issuing the warning signals to the obstacles that is expected to happen as a result of reengineering and cultural shifts, before as mush as possible time. So before we start in the process of reengineering and implementing new quality system in a country like Sudan, we have to create renewal partnership with the supporter of the Sudanese society, in all fields of environment, culture, health and education, to decrease the negative impact of implementation to minimum. The first aspect needs support is teaching English as a second language , because it become an international language spoken by all , especially as a result of appearing of new media like internet and TV space channels . In Sudan as its importance increase everyday, geographical, economical, regional, and international. All engineers should be trained in translation from and to English to ease communication with all parties (suppliers, consultants, clients). As more international companies enters Sudan, we need to concentrate in teaching languages and qualifying engineers internationally and internally by communicating with cultural agencies working inside Sudan to support in that. Because the appearance of these companies leads to the spread of globalization culture and make it easy to penetrate the Sudanese society as these multi national organizations have huge facilities of advanced technologies and means the lure legalized tempting like external training and courses to increase capabilities. So all site engineers and lower management should be trained in documentation and delivering (weekly and daily) periodical reports to upper authorities. In addition to training upon, surprise and routine, control techniques. All this leads to expands the role of the engineer, especially project managers, because the negative impact of cultural shifts (globalization), appear dramatically as implementation of quality management techniques has been practiced in some organization as separate islands, this forced project managers to coordinate iii
  • 4. continuously with their neighborhood, the local leaders, police, ministry of health to reduce these negative impacts. (Oil production projects in the South as an example). Research Problem: The role of the engineer in the globalization era, when implementing TQM and reengineering and cultural shifts occurs, expands everyday. Engineer then will be directly responsible upon coordination between different department, supervising implementation, follow up and monitoring, besides putting policies. In a conservative society like Sudan, where the family extended, the conspiracy is high and the society culture is oral, so don’t like documentation especially in construction sites and consider it as a burden, in addition to resistance to change. Considering all these circumstances this research focus on putting conceptualization on how we can implement TQM in construction sites , identify the role of the engineer in that as he represent middle management and has relation with all parties. Research Objectives: The goal of this research is to identify and indicate the role of the engineer in implementation of TQM in construction sites. Construction sites are being chooses, because it includes peoples from different ages, cultures and backgrounds. Research Methodology: Descriptive curriculum will be used. Importance of the Research: The importance of this research comes from the fact that implementation of TQM in construction sites, although it's a limited place, but it has impacts in all the neighboring societies, customers, suppliers, and competitors. This research is trying to describe these impacts in details. In my work as a consultant and contractor, tried to implement a limited improvement in the field of documentation and scheduling, could be tracked in reducing time and cost of project implementation. iv
