2. WHY PPP?
 Private sector represent 70% of the economy
 The government needs the innovation and flexibilty of the
private sector
 All over the world, the economy is now driven by the private
sector and it needs to be recognized as a development partner

3. What are the issues?
 No clear framework for the PPP in Sudan
 Polices are not encouraging the trend
 There are no clear grantees for investors to put their money in
it

4. What makes it work?
 Political will
 Government commitment
 PPP Champion
 Clear output specification
 Appropriate risk sharing
 Value for money
 Performance management

5. How can we develop it?
 Firstly we need to upgrade our private sector through
institutional and human capacities who are both knowledgeable
and capable of driving the program
 Secondly we need to Draw the organizational framework
through which the cooperation will be executed
 Thirdly we need to define the support and the roles of each
partner and how can we save the rights of all partners equally
