- 22. 43 新 年 伊 始 ， 我 在 此 祝 願 香港電子科技商會及各位事事順 利！業界多年引頸期盼的創新科 技局終於得以成立，當然要論成 效目前還言之過早，但我會不斷 向當局反映業界的需求，期望政 府能多聆聽和及早推動有利業界 發展的措施。 在創新科技一環上，香港較競爭 對手落後，全球大勢所趨的共享 經濟模式和好一些新科技產品在 港發展困難，如小型電動車、無 人駕駛汽車、共乘汽車、短租住 宿、導遊服務、網上私房菜、金 融科技等。其中一大問題是政府 因循守舊，法例未有隨科技發展 而改變。政府倘若不破此窠臼， 拆牆松綁，香港將追趕不上競爭 對手。 莫乃光議員, 太平紳士 立法會（資訊科技界）議員 在我對政府所作的一系列建議 中，重中之重是鼓勵政府部門和 本地企業使用本地開發的IT產品 以推動本地科技產業。中小企向 來難以取得資金進行研發，申 請政府資助（例如創新科技署 的計劃）手續又繁複，故我多次 建議政府仿效外國推出「創新科 技券」採購本地資訊科技服務。 其運作主要是由政府利用該卷直 接資助中小型企業向研發人員購 買科研服務，範圍可包括早期研 發和應用研究、可行性研究、產 品開發、技術轉移、知識產權服 務、顧問服務、市場研究等。服 務提供者可以是本地公營或公私 營研發機構、私營研發中心，甚 至國際研發機構。 要知「創新科技券」並非新概 念，自2004年在荷蘭首次出現以 來，創新券制度已在歐洲地區行 之有年，為科技型創業育成服務 機制的重要政策之一。目前已在 英國（2007年）、愛爾蘭（2008 年）、奧地利（2008年）、意大 利（2009年）、瑞士、瑞典、芬 蘭（2005年）、丹麥、新加坡和 台灣（2010年）廣泛使用。 另外，人才匱乏亦是業界多年 面對的大問題。雖然創科局楊 偉雄局長的九大工作重點提到 要建立人才庫，但至今未有確 切 政 策 出 爐 。 政 府 當 前 應 做 的，是要減少外判T合約員工， 並 增 加 資 訊 科 技 公 務 員 的 招 聘。同時可考慮推出「政府IT 學徒」計劃，讓大學畢業生透 過參與政府電子服務創新方面 的工作吸取經驗，亦可撥款效 率促進組及政府資科辦，進行 為期三年的試驗計劃，招募傑 出的本地創新科技人才，與政 府部門配對，協助進行有關不 同政策範疇的創新科技和開放 數據項目。 在促進融資和投資方面，我樂見 金融發展局將就眾籌展開研究， 但政府亦應就其他金融科技議 題，如數碼貨幣等儘快展開法例 檢討和咨詢，同時應研究稅務誘 因及其他方式鼓勵私人投資者投 資於創新和創業。科技發展一日 千里，本港在科技創新上有待改 進，我希望商會及各位今年能繼 續參與政策討論，讓我將更多業 界的聲音帶入議會。
- 23. 45 如何優化產業結構，推動創新，加強競爭力，促進經 濟發展，讓社會有足夠的資源，持續改善民生，已成為本港 的逼切課題。 在2015年3月19日的立法會會議上，本人動議了一項 議案並獲得通過，促請特區政府盡快制訂長遠、全面及平衡 的產業政策，貫徹公共財政「應使則使」的原則，從土地供 應、稅務優惠、專項資助、人才培訓、官產學研相結合等多 方面，提供綜合配套，策略性地刺激不同產業的增長，吸引 外來投資，以鞏固「支柱產業」、推動「新興產業」及活化 「傳統產業」。 隨着創新及科技局的成立，社會各界應盡快思考如何把握國家「十三．五規 劃」和「一帶一路」發展策略所提供的新機遇，制訂配套的政策措施，推動科技產 業化。我認為，香港應爭取在未來十年，將研發總開支相對本地生產總值的比率由 2013年的0.73%提升至2.5%或以上。為了鼓勵企業研發，應給予企業研發資金兩倍 至三倍扣稅，並改善目前科技研發資助的審批機制。同時，白石角科學園已逐漸形成 創新科技的集群，可惜土地有限，政府必須再覓地發展類似的園區，讓創新科技產業 遍地開花。此外，當局日後規劃新發展區的時候，應融合「智慧城市」的元素，完善 規劃各種通訊、管網、智能家居、綠色建築等軟、硬件基建設施，提升市民的生活質 素，打造綠色智慧的社區。 若要順利推動落實這些措施，需要社會各界，包括工商界、專業界的支持。香 港電子科技商會一向致力推動香港電子與科技之發展，宏揚創業精神，我深信，日後 必將繼續發揮積極的作用，促進官產學研合作。 盧偉國博士 工程師 銀紫荊星章、太平紳士 立法會議員(工程界) 獻辭
- 24. 4746 This program is organized by Hong Kong Electronics Technologies Association, implemented by Hong Kong Productivity Council and with the funding provided by project funds obtained from Trade and Industry Department of the HKSAR. The purpose of the project is to help Hong Kong companies in the electronics industry to have a better understanding of the highly accelerated life testing technology to improve the quality and reliability of their products. Ultimately, this will help to build up brand reputation of “made-in- Hong Kong” products. This HALT program was started in July 2013 and was completed by end of Oct, 2015. It is divided into two parts, each part will allow six SME (Small & Medium size Enterprises) companies to participate in the program for a total of twelve companies. Each selected company can submit their product for two rounds of HALT testing. The first round is a preliminary test, the purpose is to identify under what circumstances the product will fail and for what reason. Then the company will need to submit revised samples which corrective actions have been taken to remedy the problem. Then the revised sample will be subject to a second HALT test to make sure the corrective action is effective and this will help to improve the reliability of the product. Highly Accelerated Life Testing (HALT) Program To administer the HALT project, a steering committee was formed which consists of the following parties:- 1. As we look forward to 2016, many of these technologies are expected to take steps in targeting mainstream consumers. Below are some of the highlights. Internet of Things / M2M The Internet of Things is emerging as the forth coming mega-trend, which acrosses different spectrum of technologies and expected trillions of opportunity. A significant increased numberofsensorsareembeddedinto different devices. From wearables, connected car to transportation, 40.9 billion IoTs are forecasted in 2020. M2M technologies will keep evolving as platform providers are fragmented today. It would be grealty benefit to work closely together and provide a better ecosystem. Apart from wearable and smart home, Smart Cities and connected cars are of hottest topics. 3D Printing 3Dprintingtechnologyisgettingmature and it is not just for prototyping. Tesla and SpaceX are using 3D-printing to build critical parts, China is using it for printed house. 3D printing is no longer just for prototyping but enabling a new kind of future, for instance, sports related, manufacturing and medical applications. 3D printing is expected to be faster with lower cost and capable to deal with multiple materials. Virtual Reality VR pioneer Oculus, now subsidiary of Facebooksoonwilllaunchitsconsumer version with its headset along with Vive from HTC and PlayStation VR (Project Morpheus) from Sony. Not to mention the on going Cardboard project from Google and Gear VR from Samsung. Virtual Reality becomes popular in the worlds of gaming and entertainment. There are also opportunities for VR to change medical treatment. Research has found VR therapy can help patients reduce their excruciating pain by providing an immersive environment, this will reduce the need for highly addictive medications. Autonomous Agents/ Artificial Intelligence Big players like Amazon, Apple and Google are investing a huge amount of resources in this area. Artificial Intelligence involves in our day-to- day life seamlessly, from Apple’s Siri and Amazon’s Alexa to Google’s self- driving car. As processor is getting smaller and faster, machine can solve scale, speed or accuracy issues in an efficient way. With the beginning of big data usage, we will definitely forecast more opportunities in this area. Machine Learning Machine learning involves construction of algorithms which can learn from experience on data in order to make predictions or decisions with improvement throughout the process. Because of widely availability of online data and low-cost computation, machine learning is making great progress. The adoption of machine learning exists in health care, retails, marketing, financial modelings. Among all, financial technology (Fintech) is one of the fastest growing sectors in recent years. It heavily depends on machine learning to make fast and reliable prediction and decision in trading, asset management and bankings. At HKETA, we aim to provide a platform for opportunity seekers. - 28. 5554 Technology Startupsin Hong Kong Introduction Nowadays, there is an “enterprise or startup” creation atmosphere in the world. If you have any innovative idea related to Information Technology (IT), Information & Communication Technology (ICT), or Internet of Things (IoT), you can easily find a supporting organization in Hong Kong such as HKSTP, Cyberport or some corporations offering co-working spaces. They are providing different resources, like startup funding, facility & logistic, and marketing promotion channels. Besides, through these organizations, it is easier to get in touch withangelinvestorsandotherinterested parties. Crowd-funding platforms such as Kickstarter and Indiegogo are also providing a way for acquiring resources. On the other hand, the young entrepreneurs can make use of Internet and mobile technologies to find customers, suppliers, partners or even sales channels through the Internet network. Even if the business is not IT-related, like making the hand-made cake or trading, one can still make use of social media or on-line platforms to start an online business. The logistic system is more mature now leading to a friendly shopping environment. However, the young entrepreneurs are facing different challenges. Since it takes a long time to develop a new technology or new product, the young entrepreneurs may lack funds, resources and even commercialization experience. Some of them may be fresh-graduates from the school and are likely lack of working experience in starting up a business. Thus, they have to spend more time to work on their product ideas, get real experience in the industry and develop business capabilities. Moreover, the young entrepreneurs may not have enough networks, so they may not have the necessary marketing channel to Opportunities and Challenges for the Young Entrepreneurs sell or promote their products after developing them. What can the Youth Team of HKETA do for them? Industry Networking HKETA can help the young people to broaden their business networks in the related industry through our regular networking activities by HKETA. Many young people may have a good idea, but they are seeking for business partners, investors, and etc. HKETA can also provide a bridge between young members and senior corporate members who have strong networks with mature companies, investors or listed corporations. The young entrepreneurs can present their ideas to fellow HKETA members in the regular networking activities and get their feedback and learn from their experience. On the other hand, HKETA will organize activities for young entrepreneurs and the university students, such as career talks, technical visits, networking sharing or startup seminars about funding application, team formation, etc. which can let the young entrepreneurs know more about the road of “start-up” and have better preparation. Mentorship Program No doubt, many young people are very creative and passionate. However, they may not have much realistic experience in the industry at the beginning and how to develop the product though a commercialization process. Therefore, they will spend a lot of time to learn from the error because they are not familiar with the dynamic market situation and may not have good business sense. Through our platform with Executive Members, Advisors and Corporate Members, we have a mentor pool with well-experienced to organize a mentorship program for the young members and develop a more long-term industry coaching scheme. Furthermore, the program can provide a chance for the young members to learn from the seniors and the senior embers can also get to know more new technology or business idea from the young ones. Business Matching Program Although there are many funding schemes from government and private sectors in Hong Kong, local startups are still in general lack of the necessary resources for their endeavors. On the other hand, many companies have the need to find technology partners or developers in the early stage. HKETA possesses a good business networking platform for lining up these companies and the young entrepreneurs. By a “Business-Matching Program” between mature corporations and startups, young people get not only the funding, but also the business experience and networks. However, under local and worldwide environmental changes and market competition, Hong Kong has to be transformed into one with knowledge-based economy in a highly competitive global market. In particular for some sectors, such as electronics, telecommunication and Internet network applications are changing fast globally, and the products or services of which need to be very innovative to stay competitive in the market. Therefore, it is our wish to establish a platform for our young engineers and scientists, to encourage them to be initiative, innovative, and creative, and to provide them with global business connectivity and open technology environment, so that they will be able to tackle a diverse range of challenges and make contributions to Hong Kong economy in a fast-moving technology environment. Mission HKETA has established a new sub- committee, Youth team in early 2014 and our primary objective is for career development, professional training and synergy driving for the young people who have passion in technologies. Further,weprovidebusinessnetworking platform, facilities & resources, and industry knowhow for technology start- ups to further develop their business with their own innovative products and services. Our Youth Team Structure The core team of Youth Sub- committee consists of entrepreneurs, technology professionals, business & industry advisors and as well as young talents under our Executive Committee of HKETA. They have many years of technology and business experiences in hi-technology development, manufacturing, and business development for electronics products & services, Internet & networking technology and ICT industry. We believed that our Youth team executive members can provide insightful technology advice, direction, mentorship and activity for young professional for further developing their careers and startups. Our team has also a mentor pool, with mentoring program & entrepreneurial activity for local university’s startup community and entrepreneurial centre to help young students or startup team for developing their business direction and making commercialization process for their product and service into the market.
