British Parliamentary style debate is a major form of academic debate that originated in Liverpool
in the mid 1800s.[1] It has gained wide support globally and is the official format of the World
Universities Debating Championship (WUDC).
British Parliamentary debates consist of four teams, containing two speakers each, which are
divided into two sides that speak for and against the motion. Due to the style's origins in British
parliamentary procedure, the two sides are called the Government and the Opposition. Similarly,
sides are known as benches, consisting of two teams - an opening team and a closing team. Teams
compete against all three other teams in the round, including against its own opening or closing
team, which it is not expected to help. The order of speeches alternates between the two benches,
starting with the first government speaker, until all eight participants have spoken. Speeches are
usually either five or seven minutes in duration.
Whip speeches
The final speaker from each bench is known as the Whip. Whip speakers cannot add new
arguments, and must instead summarize, frame, and weigh the arguments presented in the debate
in a way that shows that their team (Closing Government or Closing Opposition) wins the debate.
Points of Information
Speakers in the BP format can offer Points of Information (POIs) to opposing teams. To offer a
POI during another speaker's speech, a debater may stand, say something such as "Point" or "Point
of Information", and wait to be called on. The speaker may accept, reject, or ignore the POI. If
they accept, the individual who offered the POI may state an argument, a rebuttal, or ask a question
to the speaker for up to 15 seconds or until interrupted by the speaker.[3] Speakers may reject POIs
with a physical cue (e.g. waving one's hand) or a verbal indication of rejection.
Speakers are granted "protected time", during which no points of information may be offered. Most
commonly, this is the first and last minute of a speech.
Only speakers from the opposing bench may offer POIs to the current speaker. Speakers on the
same side of the motion cannot do so even if they are from different teams (e.g. Opening and
Closing Government may offer POIs to Opening Opposition, but Closing Opposition cannot).
A. Definition of Debate
The definition of debate, if interpreted in general terms, can be interpreted as a strategy
in arguing so that the opinions or arguments we have are not broken by the opponent. Debate
can also be interpreted as submitting a proposal and defending the proposal so that it is still
used by certain parties.
The definition of debate actually has many perspectives. There are even opinions from
experts who interpret the debate in various ways. One of them is the opinion of Wusu
Hendrikus who says that debate is an argument. Adu can be done individually or in groups.
The goal of the front itself is to achieve a one-sided victory. In essence, debate is defending
someone's argument or opinion so that it is followed, approved by followers or others.
B. Debate Structures
Apart from the elements of the debate, there is also the structure of the debate that needs
to be considered as well. curious right? What is this structure? just look at the reviews as
follows.
1. Issue introduction
The introduction of the issue can also be called the introduction of the topic. The
introduction of interesting topics to raise is the topic of controversial issues in society. If
the topic is not raised from controversy, it is difficult to attract the enthusiasm of the
audience.
2. Series of arguments
A series of arguments is evidence of data and facts that are useful to support the
arguments of the debater. As for the characteristics of the argument, which must be
relevant, systematic, logical, clear and accompanied by evidence
3. Reaffirmation (conclusion)
Reaffirmation or what we are familiar with is a conclusion. The function of the
reaffirmation is the final part that tries to make a final statement that confirms that the
rebuttal or opinion is pro.
From the structure of the debate above, I hope it provides understanding and benefits for
you. Who knows, some of you will be interested in becoming a good debate.
C. Debate Function
There are several functions of the debate that need to be underlined. Here are the points.
1. Building speaking skills in expressing opinions well on pro or con conflicts
2. Build analytical power, related to the ability to read and understand the debate.
3. Build the ability to express opinions logically with polite gestures and language
4. Stimulate critical thinking skills
5. Stimulating research on controversial topics Listening and finding out the positive and
negative sides of a particular issue
6. Learn to think systematically and analytically
7. Learn to communicate the results of thoughts to others Increase self-confidence Improve
the ability to see things from another angle
8. Help assess and clarify the opinions of others
9. Practice speaking continuously and fluently
D. Elements of debate
1. There is a problem/topic raised
Debate without a problem or a defined topic, will be tasteless. How will the debate, if there
is no topic or issue raised. The term raised topic is also called a motion. Where in it contains
parties who agree and disagree with the theme raised.
2. Affirmative Team
In the discussion above, we have mentioned a little about the affirmative team or the pro
team. It turns out that the Pro team has become an element of debate that is no less
important. Well, this is where the pros can provide an argument as to why they agree.
3. Negative Team or Counter Team
In contrast to the affirmative team, the negative team emphasizes disagreement. Of course
the opposition team will show opposition to the topic agreed by the pros by refuting the
argument.
4. Neutral party
In a debate there was also a neutral team. This neutral team plays a role in providing support
and encouragement to both parties who are pro and contra. As the name implies, a neutral
party cannot side with one of them.
5. Moderators
An element that is no less important is the presence of a moderator. The presence of a
moderator as a determinant of an event will be interesting or dry. The moderator's job is to
organize the debate, including setting the rules of the game, introducing the debate
participants.
6. Writer or note taker
It seems that the debate only has pros and cons. even though there are other elements called
minutes. The task of a note taker is to write down the conclusions that were debated in
advance. Not only that, the minutes also need to record statements, final conclusio ns,
debate motions and submissions of the debating parties.
Those are some of the elements of the debate that turned out to be many. Not to mention
the additional elements that are technical in nature. for example OHP problems for
presentation screens, computers or laptops, microphones and many more technical
elements.
E. Types of debate
1. Parliamentary Debate
Parliamentary debates or what we are familiar with as assembly or parliamentary debates
are debates that aim to support legislation to be enacted, evaluated or the like. So this
parliamentary debate is more formal and more state in nature.
2. Cross Examination Debate
The cross-examination debate is a debate for re-examination, the goal is to find out the
truth in previous examinations. Generally, this debate is accompanied by many interrelated
questions. The questions asked are nothing but to strengthen the questioner.
3. Formal Conventional, Or Educational Debating
These debates include conventional formal debates, or educational debates that lead to a
common positive. In practice, the nature of this type of debate is competitive, because the
ultimate goal is to develop skills among debate participants. However, during the debate
process, it still fulfills the elements of the debate
F. Language Rules of Debate Text
The language rules of the debate text are also important for you to pay attention to.
Meanwhile, when reviewing the linguistic rules of the debate text, there are several
linguistic elements of the text which include the following:
1. Mental Verbs
The meaning of mental verbs are words to reject, know, understand, desire, agree and
guess. In other words, mental verbs can be inferred as a reaction to a person's attitude
towards a stimulus.
2. Conjunctions
While what is meant by conjunctions that aim to connect between sentences and words.
The conjunctions that we often use are conjunctions and, but, so and because.
3. Personal pronoun
While the so-called personal pronouns are words that are used to replace people's names.
The personal pronouns are I, you, he and they.
4. Sentence definition
The definition sentence can be interpreted as a sentence that tries to explain the meaning,
concept and explanation of a debate. The form of the definition sentence is often marked
using the word is, namely & is.
