4. Objectives
Influencing national and international (EU) politics to enable the EU drone market with transparent rules, that
– apply to all operators, manufacturer, and products in the EU equally
– allow to operate UAS cross-border and BVLOS without limits if operator complies with safety requirements.
– certify manufactures with proven quality and safety standards and reinforce local, specialized industry.
– provide consistent and unified training standards for pilots and personal to minimize risk and incidents
– require adequate safety for the public and manned aviation to avoid hazards.
Strategy
UAV DACH’s invites the UAS community to find common grounds to empower an agreed
voice towards the EU, EASA, standardizations bodies and national authorities.
Keep unmanned aviation simple and affordable, require high safety standards where needed,
accept liberal approaches where acceptable.

12. ARO.OPS.150 Authorisation of high risk commercial
specialised operations
(a) Upon receiving an application for the issue of a high risk
commercial specialised operations authorisation, the
competent authority of the operator shall review the operator's
risk assessment documentation and standard operating
procedures (SOP), related to one or more planned operations
and developed in accordance with the relevant requirements of
Annex VIII (Part-SPO).
(f) Upon receiving an application for the issue of an
authorisation for a cross-border high risk commercial
specialised operation, the competent authority of the operator
shall review the operator's risk assessment documentation and
standard operating procedures (SOP) in coordination with the
competent authority of the place where the operation is
planned to be conducted. When both authorities are satisfied
with the risk assessment and SOP, the competent authority of
the operator shall issue the authorisation.

The proposed procedure is not new, but known
as ARO.OPS.150 Authorisation of high risk
commercial specialised operations.
The option to apply standard scenarios does not
conflict with this procedure, moreover it is a pre-
confirmed permission of both CAs.
Also, if the operator holds a LUC, the notification
to the authorities could be managed by the CA in
the state where the operator is registered.
