Bureaucracy is the sole element for a country to progress. if the bureaucracy of a nation is strong the nation is strong and if it is corrupted the country development becomes stagnant. here are some defects of bureaucracy which makes it stagnant and ineffective.

Under bureaucracy a programme become introverted
instead of being outgoing , oblivious to any in its own
narrow concerns
The multiplicity of rules reduces opportunities for
discretion
Make it hard for program to adapt to change which is
compulsory for progress.

3. Segregation of employees from work
Men in bureaucracy fulfill segmented roles
They have little or no opportunity to
exercise individual judgment
The result is employee feel separated
from his work

4. Inefficiency of organization
Another defects lies in personal factors which
tend to reinforce reaction against change
An institution which is set up to achieve
change, may not have change; if the
achievement tend to threaten the bureaucratic
tenure or stability or organization.

5. Red tapism
Blind following of rules
Blind attachment cause inefficiency
Because the cases are decided on
outdated precedents causing delays.

6. Formalism
Too much use of forms and formalities
Official act mechanically in prescribed
manner
Official lose his sense of judgment and
initiative
Everything is reffered to seniors

7. Unresponsiveness
Unresponsive towards the needs of people
Keep follow old procedures does not intent to
change political climate
Develop special preferences, antipathies, and
discrimination
Do not react to masses problems

8. Despotism
Alleged as despotic as it craves for more
powers
Usurps powers of government
People lose their liberties
Arrogating more and more powers to
themselves and becoming despotic

9. Self-aggrandizement
They are power hungry.
Encroaching the domains of
political executive, legislature
and even democracy

10. Corruption
Misuse of official authority and position.
Prone to illegal making of money from
people before performing their duties
Intentional exploitation of one’ position,
status or resources for personal goals
whether material gains or for power.

11. Yes-man ship
Top bureaucrat become perfect yes man
to their political bosses in turn they
expect yesmanship from their
subordinates
Right or wrong; bosses must be
supported result in inefficiency
