1. Introduction
๏ถ Land is being the basic elements for all human activity and/also limited in quality and quantity need
public management and control of some kind in order to regulate market conditions and ensure its
proper use . Therefore, in order to manage and enhance an effective utilization of urban land, ICT
oriented system should be implemented,
๏ถ When We come To On The Land of Harar City That is Found in The Harari national regional state
has officially independent land administration which is known as Harari City Land Administration
Office
๏ถ The land administration office transfer lands based on status of land use for residents,
businesses, social service, industry and mixed use.

๏ถ In today digital era, such organization has to develop an automated system to provide effective and
efficient service to their customers.
๏ถ As of our observation, Harari region land administration office still use manual system which
hinder them to provide the flexible service to their customer.
๏ถ The aim of this project is therefore, to develop an automated land administration system for Harari
region land administration office which help them to move from paper base to computer oriented
services.

2. Statement of the problem
๏ถ The existing land administration process of Harari region has many limitation as it is manual or
paper based.
๏ถ For example, difficulty in searching, updating, and deleting the given file when needed, loss of the
important files and records, and inappropriate file storage mechanisms are some of the issues.
๏ถ As we interviewed the top management of this organization, they expend much money and time in
every year for maintaining customerโs data as there is not organized and feasible database system.
As the result, their customers complain each for service delivery delay.

The other issues are :
๏ถ cross checking manual documents difficulty of registering land owners registration.
๏ถ As there is no appropriate information mechanism, allocation of a given pieces of land to more than
one applications owner leading is another issue.
๏ถ preparation and allocation for investment is inefficient and time consuming that results delays .
๏ถ The existing paper based system is less secure, as the result the customers informationโs is
vulnerable to unauthorized access;.

๏ถ Develop a consistent framework to manage, retrieve, storing, update and display land data.
๏ถ Improve the management of lands and properties records.
๏ถ Reduce cost associated to land record (manual record is expensive).
๏ถ Create a user friendly interface to allow easy access to the system.

4.Methodology
Data sources and data collection methods.
๏ถ To develop the system, we have collected data from both primary source and secondary sources. In
primary source we used techniques such as direct observation and interview with Harari region
land administration office experts.
๏ถ From secondary source, we have used Harari region land administration manual, policy, standard
and Internet informationโs.
System development methodology
๏ถ There are different software development methodology in the literature. Among them, we prefer to
select waterfall model which is a type of plan driven process for developing our system.

๏ถ Harari city municipal is subdivided into different organs like: land administration, tax
administration, house administration etc.
๏ถ Among this our project emphasis on automating information system of the city land
administration
๏ถ The project attempt to Design a system that could be applicable to the city land administration
office. However the issue of land taxation would be out of our scope. Since it has its own
administration.
๏ถ The system is web based and mainly used for Land Administration purpose.

๏ถ The project is aimed to improve the registry and filing system for Harari City E
๏ถ Land is scarce resource that should manage carefully and gives crucial role play in the economy. So
efficient and Careful administration is required to make the best of it.
๏ถ This project will contributes to the Achievement of such goals.
๏ถ Since the existing filing system is in manual manner (it leads to losing very sensitive data.
Generally, the project will:
๏ถ Emphasizes on automating database tรฐhat store and retrieve documents about owner of the land.
๏ถ Helps Harar City administration to avoid delay in service delivery, enhancement activities.
Ensures Security issue by developing password protected database

been divided into three sections; this is class name, responsibility and collaborator.

Operation: Describes the user needs for using the functionality. The user perceives the system as an
electronic tool that helps to automate what would otherwise be done manually. From this point of
view, the user is concerned with how well the system operates.
Access security: The extent to which the system is safeguarded against deliberate and intrusive faults
from internal and external sources.
Integrity: The degree to which the data maintained by the software system are accurate, authentic,
and without corruption.
Reliability: The extent to which the software system consistently performs the specified functions
without failure.
