Professional Profile:
I am a chartered urban spatial planner with over
fifteen years experience in the public sector. I am
dedicated to facilitating sustainable development in
order to maximise economic, social and environmental
benefits, and the creation of high quality places for all.
I currently hold a valid subclass 176 Skilled Sponsored
permanent residency visa for Australia.

Trafford Local Plan (2007-2015)
I was a senior member of the Strategic Planning team at
Trafford Council and led the production of the Trafford Land
Allocations Plan. I also played a leading role in the
production of the Trafford Core Strategy from the initial
Options stage through to Examination and Adoption. I had
particular responsibility for policies for the major Strategic
Locations in the Borough as well as town centres, retail and
employment policies.This involved extensive consultation
with the public, major landowners, neighbouring
authorities and key stakeholders and the development of an
evidence base to support the policies. I led key consultation
events on the Core Strategy and presented the Council’s
position on the above issues at the Examination in Public.

Trafford Statement of Community Involvement (2015)
I led the production of this document which sets out how the
Council will consult with communities in the Borough
during the production of planning documents and on
planning applications.This involved extensive engagement
with colleagues and the public to ensure the future work of
the organisation is open, transparent and supported by the
community.

Development Management
Trafford Development Control Service (2014-2015)
Over a period of 10 months, I was seconded to the Council’s
Development Control team as a Senior Planner with a
varied caseload of development applications and
enquiries, including major housing schemes, Green Belt
proposals, householder extensions, lawful development
certificates, industrial warehouse schemes, shopping centre
refurbishment, advertisements, etc. I easily adapted to the
shift from plan making to decision taking with its different
challenges in terms of deadlines, administrative
complexity, legal issues and customer focus.

Planning Obligations Supplementary Planning
Document (2011-2012)
I led the production of this policy document to secure
developer contributions towards affordable housing and a
variety of economic, social and environmental
infrastructure.This required the creation of a clear, efficient
and fair policy tool drawing together complex and varied
legal and technical justifications.The SPD was also carefully
drafted to ensure that it did not undermine development
viability or economic growth in Trafford.

Trafford Park Business Neighbourhood (2011-2013)
Under the national Localism agenda, the Trafford Park
industrial area was identified by the Department for
Communities and Local Government (CLG) as a Business
Neighbourhood Plan Frontrunner. I supported the work of a
Shadow Management Board comprising key landowners,
developers and businesses, the Greater Manchester
Chamber of Commerce and the Council. I regularly
presented briefings to the Board as well as liaising directly
with CLG, setting up a consultation on the designation of the
Business Neighbourhood Area and was also involved in
commissioning a Growth Strategy for Trafford Park. I was
also a member of a national working group set up by CLG
to develop regulations for Business Neighbourhood
referenda.

Trafford Employment Land Study (2008-2009)
Lead responsibility for undertaking survey of employment
land in Trafford and appointing and managing consultants
to complete the technical aspects of the study related to
quantitative need for employment land.

Altair Altrincham Compulsory Purchase Order (2011)
I presented the majority of the Council’s case for the
compulsory purchase of two land ownership interests in
order to facilitate the development of a major mixed-use
scheme within Altrincham Town Centre. I stepped in as
Expert Witness at short notice and successfully argued that
the scheme was a key element of the regeneration of the
town centre and would facilitate further economic growth.

Tesco Extra / Emirates Old Trafford Redevelopment
(2009–2011)
Coordinated retail planning response to competing
proposals for a 15,500sqm Tesco Superstore linked to the
redevelopment of Old Trafford cricket ground and a nearby
Sainsbury's superstore.These were very complex and
controversial planning applications in planning, legal and
political terms.The Council resolved to approve the Tesco
superstore but this was subject to legal challenge from a
rival developer.The Council’s decision was ultimately
confirmed at the High Court and Court of Appeal.

Irwell River Park (2007-2009)
This is a joint project between Trafford, Salford and
Manchester Councils to create a linear urban park along
the River Irwell through the Regional Centre of Greater
Manchester. I contributed planning advice, was on the
interview panel to appoint design consultants and helped
resolve issues of land ownership along this stretch of the
river.

Trafford Park Mural No. 3 (2009)
I worked closely with the Council’s Arts & Cultural
Development Team to secure the future of the Trafford Park
Mural, a large scale painted mural which was displaced as
part of a proposed redevelopment of the Victoria
Warehouse.This resulted in me jointly leading a £10,000
commission of a major permanent mural by the original
artist,Walter Kershaw.

Hale Barns Shopping Centre Redevelopment (2004–
2008)
Facilitator of redevelopment of existing shopping centre for
mixed use retail and residential scheme including new
supermarket.Worked regularly with long leaseholder of the
site on the complex design and feasibility of the
redevelopment. Assisted barrister and consultant in
subsequent public inquiry and helped secure eventual
planning permission;

Urmston Town Centre Redevelopment, Trafford
(2003-2007)
Chief responsibility for planning aspects of redevelopment
of Urmston Shopping Centre for 5,000sqm Sainsbury's
supermarket, new shops and apartments and replacement
Library/Contact Centre. Part of team that undertook large-
scale public consultation in Urmston Town Centre leading to
the appointment of Ask Developments as Preferred
Developer; Successfully argued the Council’s planning case
for a Compulsory Purchase of an existing leasehold
interest.

Staiths South Bank, Dunston, Gateshead (2001-2002)
Worked with developers George Wimpey and fashion
designer Wayne Hemingway on the master planning and
urban design of a 667-unit residential scheme and Home
Zone on contaminated site on the banks of the River Tyne.
The completed scheme was the Large Housebuilder Winner
at the Housing Design Awards 2005;

Gateshead Quays Regeneration, Gateshead (2000-2003)
Contributed to a master planning and pre-application
discussions for a number of major development projects in
one of the most important urban regeneration areas in the
North of England. I was also a member of a multi-
disciplinary volunteer project to create urban design
guidance for the River Tyne through Newcastle and
Gateshead.

a 20,000 word dissertation looking at the use of art, urban
design and youth cultural practices in the regeneration of a
marginal city centre urban neighbourhood. An academic
paper based on my dissertation was published in the
Journal of Urban Design in June 2000 (Wansborough, M. &
Mageean, A. (2000) The Role of Urban Design in Cultural
Regeneration, Journal of Urban Design,Vol.5, No.2, pp.
181-197) and has subsequently received over 50 citations.
