Karna Subarna Welfare Society is a voluntary organization or an NGO working for the upliftment of
the most backward classes in the district of Murshidabad since its inception in the year 2006. It has
enhanced its credibility in the eyes of local stakeholders through various out-of the-pocket and
philanthropic activities for the betterment of the sexually marginalized community, backward
communities like SC/ST/OBC & Muslim community across its area of intervention till date. Like
βvihaanβ, it has brought about positive ray of hope in the life of primitive ethnic group, hailed from
the Samaskar village in the district of Murshidabad. Following a two to three year long extensive
consultative process involving the local level stakeholders across the district, Karna Subarna
Welfare Society emerged as an independent initiative on November 24, 2006.

5. MIGRANT LABOUR
ο What is migrant laour?
According to the ILO global estimates on migrant
workers , in 2017, migrant workers accounted for 164
million of the worldβs approximately 258 million
international migrants. Migrant workers contribute to
growth and development in their countries of
destination, while countries of origin greatly benefit
from their remittances and the skills acquired during
their migration experience. Yet, the migration process
implies complex challenges in terms of governance,
migrant workers' protection, migration and
development linkages, and international cooperation.
The ILO works to forge policies to maximize the
benefits of labour migration for all those involved.
6. Reasons for Migration to Foreign Country
Due to financial starvation in Murshidabad district Persons of this
district are migrating to foreign countries.
ο Lack of Industry in this district and no other source of
income other than cultivation.
ο For underprivileged persons of this district there is no
facility for bank loan.
ο Co operative system is not well organized.
ο 100 days work system is not uniform. In an average
persons are getting for scope to work approx 30 days
ο Per year two cultivations are there, Aman and Boro
As a result landless peasant are in financial starvation ,
nither they can take loan from bank nor they can do in
100 days work system or cultivation under any landlord
for financial solution of the whole year.
7. What is benefit to go to foreign country
ο Income in foreign country is 15000 to 20000 in
INR( Indian currency) but in Murshidabad
district income was 3000/4000 Rs. per month-
so
ο He can purchase some land.
ο Reconstructing mud house to Pacca house.
ο Taking care for education of his children.
ο Arranging for daughters marriage (Child
Marriage)
ο India govt. is earning foreign money.
(Remittance)
ο Standard of living is going to be high.
8. How a person goes to foreign country
ο The worker willing to go to foreign country generally
contracts a broker. Person may have educational
qualification or not but he does not know how to
travel in foreign country. As per the idea of broker
he prepares himself generally by the agreement;
ο Payment of 1 lakh to 1.5 Lakh rupees.
ο Work for 3 years.
ο Responsibility to enroll VISA
ο Ship ticket to go to foreign country.
ο Medical report to go to foreign country.
ο 15/20 days to halt to Mumbai from medical report to
the date of journey

ο To maintain a good relation within the family and the problems related to, Leaving School Study, Early
marriage of girls, Family Problems and any problem related to accidental death in foreign country. In case
of family problem LOK ADALOT ( DLSA), WPEO or in Administrative level KWS can contract to solve
the problem
ο Location of Awareness camp
ο Gram Panchayet, School, Mosjid Committee, Local Club, along with Block Administration or Zilla
Administration
ο Persons can be linked with Awareness camp
ο Local male or female persons, Asha Karmi, Anganbari employees, school or college teachers, Panchayet
