Out4Good’s Global Community Projects
The cornerstone of Out4Good’s “Think Positive Initiatives” is its tolerance,
technology, and infrastructure based Global Community model for hospital
complexes, educational facilities, and town centers in developing
metropolitan areas including small cities, towns, and villages (“Global
Community”).
This unique model is being globally replicated as Out4Good’s paired socially-responsible
businesses, healthcare facilities, and educational institutions are enlisted, projects
launched such as the Volta Regional Hospital Complex, metadata and documentation
obtained, and the evidence-based results promulgated.
Replicating Global Community projects in other developing, underserved,
disenfranchised, and marginalized geographic areas in Africa, the Middle East, South
America, and Asia will benefit these areas where most of the world’s populations reside.
Out4Good’s Global Community projects utilize best practice principles in sustainability,
master planning, infrastructure, and real estate development to create smart,
sustainable, and environmentally and economically viable developments to serve the
ever-increasing global populations. By mentoring and pairing various healthcare and
educational institutions, socially-responsible businesses, lenders, and donor
organizations, Out4Good is playing a leading role in the complex process of creating
transformative living environments and guiding the expansion of new and re-envisioned
developments in areas of population density – focusing on educational institutions,
hospital complexes, and town centers.
Urgent Need for Doctors and Medical
Staff in Ghana
Of Ghana’s population of 26 million, more than half live in rural areas. Substantial
urban–rural disparities exist in infrastructure and access to health services. A World
Health Organization (“WHO”) report suggests that workplace attributes and housing are
uppermost in the minds of young physicians when contemplating rural practice. The
importance of non-salary attributes, including but not limited to housing, to physicians
in Ghana relating to rural recruitment and retention is recognized in various studies.
The WHO report states that in many low-income countries, healthcare worker shortages
hamper progress towards meeting the health related Millennium Development
Goals. Africa is the region of the world with the lowest healthcare-worker density
(doctors and nurses or midwives per capita). According to a recent analysis from 12
African countries, at current rates of training and attrition, it would take 36 and 29
years, respectively, to meet the minimum recommended density of physicians and
nurses.

In Africa, physicians’ tendency to locate in urban areas causes them to be in short supply
in rural areas, which are left with insufficient medical coverage. This highly uneven
distribution between urban and rural areas is rooted in the fact that cities offer better
incomes (e.g. the potential for private practice), more opportunities for career
progression, better infrastructure, and more social amenities than rural areas.
Approximately 70% of Ghanaian physicians practice either in the Greater Accra region
or in the Komfo Anokye teaching hospital in Kumasi, Ghana’s second largest city. As a
result, the physician to population ratio in the Greater Accra region is 1:5,000, whereas
in the largely rural Northern region, home to over 2 million people, it is
1:92,000. Healthcare worker shortages in rural areas have been identified as one of the
biggest challenges to the health sector and a barrier to reaching the country’s health-
related Millennium Development Goal targets.
In 2009, 2442 physicians were working in Ghana, a country with one of the highest
physician emigration rates in the world. One study reports that 61% of those who
graduated from medical school between 1985 and 1994 emigrated, primarily to Great
Britain, Northern Ireland, and the United States. One of the driving reasons directly
behind the emigration is the lack of adequate housing and poor infrastructure. In order
to help keep Ghanaian doctors and medical staff in Ghana, Out4Good’s Initial Phase of
the Volta Regional Hospital Complex Development Plan will address these needs with
new housing and infrastructure in a secure and accommodating Global Community
environment.
Urgent Need for Integrated Electronic
Healthcare Records, Management, and Billing
Systems (“EHR”) in Ghana
The need for state-of-the-art, cost-effective, integrated electronic healthcare records,
management, and billing system (“EHR”) solutions for healthcare facilities in Ghana,
and in particular the Volta Region, is long overdue.
Inefficiencies in infrastructure, technology, and communication are major issues that
prevent the administering of successful healthcare treatment to the inhabitants of the
Volta Region. With a population of more than 2 million, Volta Region’s healthcare
facilities still rely on paper medical records and outdated medical software systems.
Out4Good and Volta Regional Hospital have entered into long-term
concession agreements encompassing the implementation and deployment
by Out4Good of a proprietary, first-to-market electronic healthcare
records, management, and billing system that utilizes a closed-loop data
storage facility en continent known as the CLODS system (“CLODS
System”).

Utilizing the CLODS System, Out4Good is implementing a healthcare facility-by-facility
EHR system into a comprehensive interacting system for the more than 30 district
hospitals and clinics in the Volta Region of Ghana and their patients from the
neighboring countries of Togo, Benin, and Nigeria. These healthcare facilities have a
healthcare market area that encompasses more than 5 million people.
Healthcare facilities in the Volta Region will have timely access to Out4Good’s state-of-
the-art, cost-effective EHR systems since there is no capital-intensive upfront system
costs, on-site data center requirements, or lengthy rollout periods. Because of the
closed-loop security of the CLODS System, the EHR systems meet and exceed
international standards for healthcare facilities.
Out4Good’s CLODS System-based EHR software solution ties directly into a medical
billing software platform to be used by the participating healthcare facilities. This
medical billing software system streamlines the process of submitting and following up
on claims with government agencies and health insurance companies in order to receive
payment for services rendered by a healthcare provider.
The management features of Out4Good’s CLODS System-based EHR software solution
allows healthcare providers to track reimbursements and outstanding payments with
both standard and customizable reports. The analytical features of the CLODS System-
based medical billing software give healthcare professionals and providers a greater
degree of control of their numerous financial transactions and information.
Selection of Volta Regional Hospital as an
Out4Good Global Community Project
Out4Good has selected the Volta Regional Hospital to be one of its Global
Community projects.
As a Global Community participant, Volta Regional Hospital is the recipient of
necessary tools and resources to facilitate its mission to serve as a referral center for
clinical cases from all healthcare facilities in the region; to serve as a model teaching
hospital and training centre for various categories of healthcare professionals; and to
serve as a centre for clinical practice for healthcare professionals.
More than five years ago, Out4Good demographically selected Ghana as the
country in which to launch its Global Community projects. Out4Good has
spent the past two years developing its Global Community Development
Plan for Volta Regional Hospital. During this period, we have expended
substantial capital and resources with strategic partners we identified for
this specific project.

About the Volta Regional Hospital Complex
The Volta Regional Hospital Complex, an Out4Good Global Community, is a 150-acre
multi-use medical complex with a US$ 300 million expansion underway (“VRH
Complex”). Located in the Municipality of Ho in the Volta Region of Ghana, Volta
Regional Hospital's existing 240-bed hospital serves more than 100,000 patients a year.
Plans for a new 600-bed hospital extension are being finalized to further its teaching
hospital mandates. The Volta Regional Hospital is a “feeder” hospital providing
specialized services for the more than 30 district hospitals and clinics in the Volta
Region of Ghana and attracts patients from the neighboring countries of Togo, Benin,
and Nigeria.

The VRH Complex's staged development plan includes the construction of:
 Initial Phase
o 240 staff flats (G+3 buildings; mix of 2-bedroom and 3-bedroom units).
o 135-bed hostel (G+3 with kitchen, dining, and indoor games lounge).
o Establishment of a Diagnostic Center.
o Replacement of the 20-year-old, non-functioning wastewater treatment
system at the existing 240-bed hospital with a system that has capacity and
scalability to address the current wastewater treatment needs and those for
the new to-be-constructed buildings at the VRH Complex.

Funding of the Volta Regional Hospital
Complex
To achieve the funding goals of the VRH Complex, various forms of fundings are
required. To accomplish this, Out4Good is pairing with various lending institutions and
donor organizations. These lenders and donor organizations are contributing their areas
of expertise to address specific funding needs within the VRH Complex development.
In order for the VRH Complex to obtain funding and be sustainable, the project includes
income-generating components such as offices and storage units, a hotel with mini-
conference and training center, a diagnostic center, and affordable housing. These
income-generating components are required to help offset infrastructure costs and the
below-market rents paid by doctors, medical staff, and students residing in the
affordable housing units.
The amount of debt funding that will be available for construction at VRH Complex will
be dependent upon the projected long-term lease rental from the income-generating
operations. The materially under-market rents to be paid, in an always-fluctuating local
currency, for the affordable housing accommodations, contribute only marginally to the
debt funding amount.
The difference between the sums available from debt funding and the cost of a specific
portion of the project, or for the entire project, is an amount to be secured from donor
organizations or non-debt funding entities.

Having these income-generating components as part of Out4Good’s Global Community
Development Plan enables a realistic, fact-based funding package that can meet the
criteria of lenders and donors.
As an NGO, Out4Good has taken the lead to secure underwriting entities to
structure fundings in ways that satisfy an individual funder’s mandate and
strategic interest, whether for a specific portion of the project or for the
entire project itself.
Initial Phase Affordable Housing Flats and
Hostel at the VRH Complex
The Initial Phase of the VRH Complex Development Plan calls for Out4Good's paired
business entities to construct affordable housing flats and a hostel. These housing units
would consist of 240 staff flats in five G+3 storied buildings. Each of the buildings will
have 12 individual flats. The total flat unit mix will be 45 2-bedroom and 15 3-bedroom
units. The 135-bed hostel will be in a G+3 storied building with kitchen, dining, and
indoor games lounge. The availability of these new housing units will be a material
factor in the Volta Regional Hospital's ability to recruit and retain staff doctors and
other needed healthcare professionals.

Wastewater Treatment System for the Volta
Regional Hospital Complex
As part of the Initial Phase of Out4Good's Global Community Development
Plan for the VRH Complex, a wastewater treatment solution is being
provided to replace the 20-year-old, non-functioning wastewater treatment
system at the existing 240-bed hospital with a system that has capacity and
scalability to address the appropriate current wastewater treatment needs
and those for the new to-be-constructed buildings at the VRH Complex.
Wastewater Treatment Facility, Recreational Area, and Flats
To assist Out4Good in providing solutions for wastewater treatment needs at
Out4Good's Global Community projects, Out4Good has selected BioKube as a paired
socially-responsible business entity.
BioKube, a Denmark-based company, manufactures and sells its own proprietary
wastewater systems. It has several systems installed in Ghana resulting in the treated
water being safe to be reused, typically for irrigation. With BioKube, wastewater is not a
problem, it is a valuable asset.
• BioKube purifies wastewater using only natures own bacteria; it adds no bacteria
to the treatment system.
• BioKube has more than 5,000 wastewater systems installed worldwide in 43
countries.
• BioKube systems fulfil required local outlet requirements.
An Environmentally-Sound Wastewater Treatment Solution for the VRH
Complex
BioKube has specified for the VRH Complex a biological sewage treatment plant that
consists of the following major parts and cleaning steps shown in the below illustration.

The proposed VRH Complex wastewater treatment system is designed based on a fixed-
film biological principle for the treatment of domestic and industrial wastewater. The
key component of treatment systems is a rigid, compact, high performance polyethylene
media with high specific surface area.
The media is devised into tanks-in-series that allow wastewater to be contacted with the
fully submerged media in the presence of air, simultaneously. The air is supplied by
blowers. The air is introduced to the treatment process via fine bubble membrane
diffusers below the media. The external walls of the submerged aerated filter (“SAF”) are
manufactured in polypropylene, up to 6-8 mm in diameter. A secondary clarifier is
integrated in the system after each biological zone for the removal of bio solids that
slough off the media during the treatment process.
The VRH Complex’s system is designed exclusively to achieve final effluent for any
stringent outlet demands. The system performs fully within two to four weeks of start-
up of loading wastewater, depending on influent wastewater temperature. This period is
needed to allow bacteria to be acclimated and established on the filter media.
Features and advantages for VRH Complex's utilization of this type of system is its
proven reliability from international accredited laboratories; modular design; self-

the organic load in the in-coming wastewater to required level. The

In the drum filter, biological sludge and remaining suspended solids
above 10 µm are retained. This filter is automatically cleaned by water,
and the sludge is led to the sludge septic tank. The treated wastewater
passes through the filter to the outlet.
The integrated UV system disinfects the water by allowing it to be re-
used (e.g. for irrigation purposes).

cleaning, using automatic airlift pumps for recirculation of biological sludge back to the
septic tank; fully automatic, no need for adjustments and/or daily service and
maintenance; low operation cost as well as low service and maintenance cost; and can
easily extend to higher daily volume of waste water or for higher treatment
requirements. The VRH Complex system may be equipped with remote surveillance and
control of pumps and blowers access.
This Initial Phase wastewater treatment system will resolve many of the
VRH Complex's current issues regarding compliance with environmental
regulations and laws since the project is being constructed to both national
and international standards. This wastewater treatment system will
address the immediate needs of the existing 240-bed hospital facility, the
new to-be-constructed housing units and offices, and will be scalable as the
VRH Complex launches additional phases of its development plan.
Diagnostic Center at the VRH Complex
Adequate diagnostic capacity is a key to improving global health. In Ghana most
people’s medical insurance does not cover diagnostic testing. In order to provide
diagnostic services to the general population and to a welcomed income-generating
“medical tourism” market, the new diagnostic center at the Volta Regional Hospital
Complex will offer such services on an accessible and affordable basis.
The diagnostic center will provide affordable treatment and outpatient services, and will
offer state-of-the-art medical diagnostic services to patients in Ghana and the rest of
West Africa. On a walk-in basis, patients may undergo a matrix of services and tests that
include diagnostic imaging, with results timely provided.

Bernard Akaba –Out4Good’s Development & Projects Director
 Has a distinguished 35-year career in project development and management,
architectural consultancy, and strategic planning having provided professional
services to the Republic of Ghana and the private sector in West Africa.
 Was previously the Director of Works and Physical Development for the
University of Health and Allied Sciences in Ghana (“University”).
 Supervised the planning, contracts, and construction management for the 702-
acre Ho campus at the University.
 Had the responsibility for the management of construction contracts, the
procurement of consultancy services, the management and control of land use,
and the maintenance of records for all University land transactions.
 Holds a post-graduate diploma in architecture and a Bachelor of Science
degree in design.
 Is a member of the Ghana Institute of Architects.

Based upon a long-term lease agreement between the Volta Regional
Hospital and SOSS Limited, funding will be secured to construct the office
suites building and climate controlled storage units (“SOSS Lease”).
Payments from the letting of the office suites and storage units by SOSS will

will also provide for specific use of office and storage space by the Volta
Regional Hospital during the term of the SOSS Lease.

Hotel with Mini-Conference and Training Center
Out4Good is in the process of selecting a hotel operator that will design,
manage, operate, maintain, and market the hotel with mini-convention and
training center (“Hotel Operating Company”). Based upon a long-term
management agreement between the Hotel Operating Company, Out4Good,
and Volta Regional Hospital, the Hotel Operating Company will design,
manage, operate, maintain, and market the hotel with mini-conference and
training center (“Hotel Management Agreement”). Payments generated
pursuant to the Hotel Management Agreement from the hotel’s operations
will be utilized for the repayment of the construction funding. The Hotel
Management Agreement will also provide for a specific allocation of hotel
room and mini-conference and training center use by the Volta Regional
Hospital during the term of the Hotel Management Agreement.
To assist Out4Good in its selection process of hotel developers and operators at
Out4Good's Global Community projects, Out4Good has selected HVS as a paired

Hospital Complex’s insurance requirements.
This paired strategic partner offers risk management, risk consulting, insurance
broking, alternative risk financing, and insurance program management services for the
VRH Complex project. As one of the global leaders in insurance and risk management, it
is able to draw from its many industry and risk specialties to assemble the resources to
analyze, measure, and manage the multiple risks associated with large-scale
development projects such as the VRH Complex.
CIPs, also known as “wrap-ups” and “wrap insurance programs,” are commonly used in
projects in excess of US$ 100,000,000. The CIP being implemented at the VRH
Complex will improve overall insurance coverages by consolidating numerous policies
into one CIP for all of the VRH Complex’s stakeholders, contractors, subcontractors, and
lenders.
The VRH Complex’s CIP reduces costs, manages contractor and sub-contractor
insurance coverages, and enhances overall project safety. The CIP allows control of the
insurance coverage and limits selected for the construction risks of the project as well as

impacts in its efforts to address the numerous healthcare related challenges in the Volta

Some of the Challenges Facing the Volta Regional
Hospital:
Healthcare worker shortages and the lack of integrated EHR systems in rural areas have
been identified as two of the biggest challenges facing the healthcare sector and a
constant barrier to reaching Ghana’s healthcare-related goals and targets. Some of the
factors that contribute to these challenges are:
Lack of Residential Accommodation
 Lack of residential accommodations has discouraged new doctors and staff from
accepting positions at the Volta Regional Hospital.
 Frustration of searching for accommodations drives away potential doctors and
staff attracted to the Volta Region.
 Inadequate on-site, secure, official accommodations compels the Volta Regional
Hospital to pay “huge sums of money” to secure private accommodations for
doctors and other medical staff.
Healthcare Worker Shortages
 The battle to provide proper healthcare services due to the acute shortage of
doctors and critical staff.
 Attraction and retention of doctors and other professionals are real issues.

Addresses the Volta Regional Hospital's Challenges:
In order to address the urgent needs of the Volta Regional Hospital, Out4Good’s Initial
Phase for development at the VRH Complex includes:
o 240 staff flats (G+3 buildings; mix of 2-bedroom and 3-bedroom units).
o 135-bed hostel (G+3 with kitchen, dining, and indoor games lounge).
o Establishment of a Diagnostic Center.
o Replacement of the 20-year-old, non-functioning wastewater treatment

o Solar energy system installation for generation of electric power on
existing and new to-be-constructed buildings at the VRH Complex.

o Preparation for the rollout of Out4Good’s electronic healthcare records,
management, and billing system (“EHR”) into a comprehensive
interacting system for the more than 30 district hospitals and clinics in
the Volta Region.
o Preparation of a pad site for development of a hotel with mini-
conference and training center, and retail space to support the VRH
Complex's patients, staff, medical tourists, and visitors (“Hotel Pad Site”).

Solar Energy
Clean, renewable energy through solar technology will greatly reduce the carbon
footprint of the VRH Complex. Installing solar panels on structures will increase

Planned Installation of Solar Panels on Existing Hospital Facility
 Accommodations
The Initial Phase of the VRH Complex Development Plan provides for 240 flats
and amenities to attract and retain doctors and other critically-needed
professional staff. The Initial Phase's 135-bed hostel serves as an affordable
housing solution for other healthcare providers and will be a key component in
the growth and development of a new generation of young healthcare workers
and professionals in the Volta Region.
Having a hotel on the premises will allow the Volta Regional Hospital to
accommodate visiting doctors, staff, patients and families, and medical tourists
who come to the Volta Regional Hospital Complex and to the Municipality of Ho.
The Mini-Conference and Training Center at the hotel will provide the Volta
Regional Hospital and the affiliated University of Health and Allied Sciences the
ability to attract domestic and international healthcare professionals, businesses,
educational organizations, and other groups, to meet in a modern and safe venue
fostering additional growth to the surrounding communities and the Volta
Region. The training center is ideal for the advancement of aspiring healthcare
professionals and students.

 EHR System Rollout
Out4Good’s state-of-the-art, cost-effective, integrated electronic healthcare
records, management, and billing system is the EHR solution for the Volta
Region.
Utilizing a closed-loop data storage facility en continent known as the CLODS
system (“CLODS System”), Out4Good is implementing a healthcare facility-by-
facility EHR system into a comprehensive interacting system for the more than
30 district hospitals and clinics in the Volta Region of Ghana and their patients
from the neighboring countries of Togo, Benin, and Nigeria. These healthcare

311,000 jobs which is expected to grow by 2.3% to 414,000 jobs in 2024.

The proposed Hospitality Facility Training program is a direct response to the
needs of both the public and private sectors. Students will learn the fundamentals
of maintaining and managing physical plants for the healthcare, tourism, lodging,
and the food & beverage industries, and strengthen their understanding of facility
care, interpersonal and interdepartmental interactions, and healthcare and hotel
facility management, and human resources. Upon completing the program,
graduates will have the necessary skills to move directly into the workforce of one
of West Africa’s fastest growing sectors.
Maintenance is an ongoing occurrence in healthcare and hotel facilities and is a
core component of the Healthcare & Hospitality Facility Training program. When
neglected, the lack of maintenance has been the source of countless poor-
performing healthcare and hospitality facilities.
To address these issues, maintenance can be grouped into four basic categories:
1. Preventive room maintenance
2. Preventive equipment maintenance
3. Routine repairs based on work-orders

Each has its distinct time element, relative priority, and level of interest from
management and the maintenance staff. Clearly everything stops for
emergencies. A burst hot water pipe on an upper floor or a dead washer when
occupancy is high will get everyone's attention. How to keep all this balanced
is one key objective of the Healthcare & Hospitality Facility Training program.
The most common healthcare and hospitality facility maintenance problems can
be solved by individuals who have had the proper training in preventative
maintenance.
The top areas would be:
 Inconsistent administration of a quarterly preventive maintenance program
for all exterior and interior areas of a healthcare facility or hotel.
 Proper, preventive maintenance for HVAC units.
 Bathroom maintenance issues, such as slow or clogged drains and dirty and
mildewed tile, grout and caulking.
Maintenance Saves Effort
The first thing that should be noted is that routine repairs and, to a lesser degree,
emergencies will be reduced significantly if preventive room and equipment
maintenance is taking place. The problem for many managers and maintenance
people is how to get out from under the ongoing repairs and emergencies in order
to conceive and implement preventive maintenance programs.
Akilah Institute’s Educational Model
The Akilah Institute for Women in Rwanda is a successful example of a
Hospitality Training Program in East Africa. Founded in 2008 by Elizabeth
Dearborn Hughes and David Hughes, the Akilah Institute for Women is a
nonprofit, accredited women’s college with a campus in Kigali, Rwanda. Akilah

Urgent Need for Doctors and Medical Staff in Ghana Of Ghana’s population of 26 million, more than half live in rural areas. Substantial urban–rural disparities exist in infrastructure and access to health services. A World Health Organization (“WHO”) report suggests that workplace attributes and housing are uppermost in the minds of young physicians when contemplating rural practice. The importance of non-salary attributes, including but not limited to housing, to physicians in Ghana relating to rural recruitment and retention is recognized in various studies. The WHO report states that in many low-income countries, healthcare worker shortages hamper progress towards meeting the health related Millennium Development Goals. Africa is the region of the world with the lowest healthcare-worker density (doctors and nurses or midwives per capita). According to a recent analysis from 12 African countries, at current rates of training and attrition, it would take 36 and 29 years, respectively, to meet the minimum recommended density of physicians and nurses.

Volta Regional Hospital Complex Global Community Page 2 of 30 In Africa, physicians’ tendency to locate in urban areas causes them to be in short supply in rural areas, which are left with insufficient medical coverage. This highly uneven distribution between urban and rural areas is rooted in the fact that cities offer better incomes (e.g. the potential for private practice), more opportunities for career progression, better infrastructure, and more social amenities than rural areas. Approximately 70% of Ghanaian physicians practice either in the Greater Accra region or in the Komfo Anokye teaching hospital in Kumasi, Ghana’s second largest city. As a result, the physician to population ratio in the Greater Accra region is 1:5,000, whereas in the largely rural Northern region, home to over 2 million people, it is 1:92,000. Healthcare worker shortages in rural areas have been identified as one of the biggest challenges to the health sector and a barrier to reaching the country’s health- related Millennium Development Goal targets. In 2009, 2442 physicians were working in Ghana, a country with one of the highest physician emigration rates in the world. One study reports that 61% of those who graduated from medical school between 1985 and 1994 emigrated, primarily to Great Britain, Northern Ireland, and the United States. One of the driving reasons directly behind the emigration is the lack of adequate housing and poor infrastructure. In order to help keep Ghanaian doctors and medical staff in Ghana, Out4Good’s Initial Phase of the Volta Regional Hospital Complex Development Plan will address these needs with new housing and infrastructure in a secure and accommodating Global Community environment. Urgent Need for Integrated Electronic Healthcare Records, Management, and Billing Systems (“EHR”) in Ghana The need for state-of-the-art, cost-effective, integrated electronic healthcare records, management, and billing system (“EHR”) solutions for healthcare facilities in Ghana, and in particular the Volta Region, is long overdue. Inefficiencies in infrastructure, technology, and communication are major issues that prevent the administering of successful healthcare treatment to the inhabitants of the Volta Region. With a population of more than 2 million, Volta Region’s healthcare facilities still rely on paper medical records and outdated medical software systems. Out4Good and Volta Regional Hospital have entered into long-term concession agreements encompassing the implementation and deployment by Out4Good of a proprietary, first-to-market electronic healthcare records, management, and billing system that utilizes a closed-loop data storage facility en continent known as the CLODS system (“CLODS System”).

These healthcare facilities have a healthcare market area that encompasses more than 5 million people. Healthcare facilities in the Volta Region will have timely access to Out4Good’s state-of- the-art, cost-effective EHR systems since there is no capital-intensive upfront system costs, on-site data center requirements, or lengthy rollout periods. Because of the closed-loop security of the CLODS System, the EHR systems meet and exceed international standards for healthcare facilities. Out4Good’s CLODS System-based EHR software solution ties directly into a medical billing software platform to be used by the participating healthcare facilities. This medical billing software system streamlines the process of submitting and following up on claims with government agencies and health insurance companies in order to receive payment for services rendered by a healthcare provider. The management features of Out4Good’s CLODS System-based EHR software solution allows healthcare providers to track reimbursements and outstanding payments with both standard and customizable reports. The analytical features of the CLODS System- based medical billing software give healthcare professionals and providers a greater degree of control of their numerous financial transactions and information. Selection of Volta Regional Hospital as an Out4Good Global Community Project Out4Good has selected the Volta Regional Hospital to be one of its Global Community projects. As a Global Community participant, Volta Regional Hospital is the recipient of necessary tools and resources to facilitate its mission to serve as a referral center for clinical cases from all healthcare facilities in the region; to serve as a model teaching hospital and training centre for various categories of healthcare professionals; and to serve as a centre for clinical practice for healthcare professionals. More than five years ago, Out4Good demographically selected Ghana as the country in which to launch its Global Community projects. Out4Good has spent the past two years developing its Global Community Development Plan for Volta Regional Hospital. During this period, we have expended substantial capital and resources with strategic partners we identified for this specific project.

Located in the Municipality of Ho in the Volta Region of Ghana, Volta Regional Hospital's existing 240-bed hospital serves more than 100,000 patients a year. Plans for a new 600-bed hospital extension are being finalized to further its teaching hospital mandates. The Volta Regional Hospital is a “feeder” hospital providing specialized services for the more than 30 district hospitals and clinics in the Volta Region of Ghana and attracts patients from the neighboring countries of Togo, Benin, and Nigeria. Funding of the Volta Regional Hospital Complex To achieve the funding goals of the VRH Complex, various forms of fundings are required. To accomplish this, Out4Good is pairing with various lending institutions and donor organizations. These lenders and donor organizations are contributing their areas of expertise to address specific funding needs within the VRH Complex development. In order for the VRH Complex to obtain funding and be sustainable, the project includes income-generating components such as offices and storage units, a hotel with mini- conference and training center, a diagnostic center, and affordable housing. These income-generating components are required to help offset infrastructure costs and the below-market rents paid by doctors, medical staff, and students residing in the affordable housing units. The amount of debt funding that will be available for construction at VRH Complex will be dependent upon the projected long-term lease rental from the income-generating operations. The materially under-market rents to be paid, in an always-fluctuating local currency, for the affordable housing accommodations, contribute only marginally to the debt funding amount. The difference between the sums available from debt funding and the cost of a specific portion of the project, or for the entire project, is an amount to be secured from donor organizations or non-debt funding entities. As an NGO, Out4Good has taken the lead to secure underwriting entities to structure fundings in ways that satisfy an individual funder’s mandate and strategic interest, whether for a specific portion of the project or for the entire project itself. Initial Phase Affordable Housing Flats and Hostel at the VRH Complex The Initial Phase of the VRH Complex Development Plan calls for Out4Good's paired business entities to construct affordable housing flats and a hostel. These housing units would consist of 240 staff flats in five G+3 storied buildings. Each of the buildings will have 12 individual flats. The total flat unit mix will be 45 2-bedroom and 15 3-bedroom units. The 135-bed hostel will be in a G+3 storied building with kitchen, dining, and indoor games lounge. The availability of these new housing units will be a material factor in the Volta Regional Hospital's ability to recruit and retain staff doctors and other needed healthcare professionals. Volta Regional Hospital Complex Global Community Page 10 of 30 Wastewater Treatment System for the Volta Regional Hospital Complex As part of the Initial Phase of Out4Good's Global Community Development Plan for the VRH Complex, a wastewater treatment solution is being provided to replace the 20-year-old, non-functioning wastewater treatment system at the existing 240-bed hospital with a system that has capacity and scalability to address the appropriate current wastewater treatment needs and those for the new to-be-constructed buildings at the VRH Complex. Wastewater Treatment Facility, Recreational Area, and Flats To assist Out4Good in providing solutions for wastewater treatment needs at Out4Good's Global Community projects, Out4Good has selected BioKube as a paired socially-responsible business entity. BioKube, a Denmark-based company, manufactures and sells its own proprietary wastewater systems. It has several systems installed in Ghana resulting in the treated water being safe to be reused, typically for irrigation. With BioKube, wastewater is not a problem, it is a valuable asset. • BioKube purifies wastewater using only natures own bacteria; it adds no bacteria to the treatment system. • BioKube has more than 5,000 wastewater systems installed worldwide in 43 countries. • BioKube systems fulfil required local outlet requirements. An Environmentally-Sound Wastewater Treatment Solution for the VRH Complex BioKube has specified for the VRH Complex a biological sewage treatment plant that consists of the following major parts and cleaning steps shown in the below illustration.

Volta Regional Hospital Complex Global Community Page 11 of 30 The proposed VRH Complex wastewater treatment system is designed based on a fixed- film biological principle for the treatment of domestic and industrial wastewater. The key component of treatment systems is a rigid, compact, high performance polyethylene media with high specific surface area. The media is devised into tanks-in-series that allow wastewater to be contacted with the fully submerged media in the presence of air, simultaneously. The air is supplied by blowers. The air is introduced to the treatment process via fine bubble membrane diffusers below the media. The external walls of the submerged aerated filter (“SAF”) are manufactured in polypropylene, up to 6-8 mm in diameter. A secondary clarifier is integrated in the system after each biological zone for the removal of bio solids that slough off the media during the treatment process. The VRH Complex’s system is designed exclusively to achieve final effluent for any stringent outlet demands. The system performs fully within two to four weeks of start- up of loading wastewater, depending on influent wastewater temperature. This period is needed to allow bacteria to be acclimated and established on the filter media. Features and advantages for VRH Complex's utilization of this type of system is its proven reliability from international accredited laboratories; modular design; self- External Pump Well / buffer tank The external pump / buffer tank well evens out fluctuating volumes of wastewater from the source. The pump well is recommended to be casted in concrete (to be supplied locally). The Bioreactors consist of submerged aerated filters In the drum filter, biological sludge and remaining suspended solids above 10 µm are retained. This filter is automatically cleaned by water, and the sludge is led to the sludge septic tank. The treated wastewater passes through the filter to the outlet. The integrated UV system disinfects the water by allowing it to be re- used (e.g. for irrigation purposes). Volta Regional Hospital Complex Global Community Page 12 of 30 cleaning, using automatic airlift pumps for recirculation of biological sludge back to the septic tank; fully automatic, no need for adjustments and/or daily service and maintenance; low operation cost as well as low service and maintenance cost; and can easily extend to higher daily volume of waste water or for higher treatment requirements. The VRH Complex system may be equipped with remote surveillance and control of pumps and blowers access. This Initial Phase wastewater treatment system will resolve many of the VRH Complex's current issues regarding compliance with environmental regulations and laws since the project is being constructed to both national and international standards. This wastewater treatment system will address the immediate needs of the existing 240-bed hospital facility, the new to-be-constructed housing units and offices, and will be scalable as the VRH Complex launches additional phases of its development plan. Diagnostic Center at the VRH Complex Adequate diagnostic capacity is a key to improving global health. In Ghana most people’s medical insurance does not cover diagnostic testing. In order to provide diagnostic services to the general population and to a welcomed income-generating “medical tourism” market, the new diagnostic center at the Volta Regional Hospital Complex will offer such services on an accessible and affordable basis. The diagnostic center will provide affordable treatment and outpatient services, and will offer state-of-the-art medical diagnostic services to patients in Ghana and the rest of West Africa. Controlled Insurance Program (CIP) Out4Good is implementing a controlled insurance program (“CIP”) by pairing with one of the largest global insurance and risk management firms to address the Volta Regional Hospital Complex’s insurance requirements. This paired strategic partner offers risk management, risk consulting, insurance broking, alternative risk financing, and insurance program management services for the VRH Complex project. As one of the global leaders in insurance and risk management, it is able to draw from its many industry and risk specialties to assemble the resources to analyze, measure, and manage the multiple risks associated with large-scale development projects such as the VRH Complex. CIPs, also known as “wrap-ups” and “wrap insurance programs,” are commonly used in projects in excess of US$ 100,000,000. The CIP being implemented at the VRH Complex will improve overall insurance coverages by consolidating numerous policies into one CIP for all of the VRH Complex’s stakeholders, contractors, subcontractors, and lenders. The VRH Complex’s CIP reduces costs, manages contractor and sub-contractor insurance coverages, and enhances overall project safety. Social Impacts of Out4Good's Global Community Development Plan for the Volta Regional Hospital Complex By working together with Out4Good and its paired socially-responsible businesses, the Volta Regional Hospital is achieving expanded, and more timely implemented, social impacts in its efforts to address the numerous healthcare related challenges in the Volta Region. Some of the Challenges Facing the Volta Regional Hospital: Healthcare worker shortages and the lack of integrated EHR systems in rural areas have been identified as two of the biggest challenges facing the healthcare sector and a constant barrier to reaching Ghana’s healthcare-related goals and targets. Some of the factors that contribute to these challenges are: Lack of Residential Accommodation  Lack of residential accommodations has discouraged new doctors and staff from accepting positions at the Volta Regional Hospital.  Frustration of searching for accommodations drives away potential doctors and staff attracted to the Volta Region.  Inadequate on-site, secure, official accommodations compels the Volta Regional Hospital to pay “huge sums of money” to secure private accommodations for doctors and other medical staff. Healthcare Worker Shortages  The battle to provide proper healthcare services due to the acute shortage of doctors and critical staff.  Attraction and retention of doctors and other professionals are real issues.  Inadequate accommodations for doctors and other staff. Infrastructure Deficiencies Including EHR Systems  Existing wastewater treatment plant is nonfunctional.  The need for expansion of infrastructure to accommodate new services such as integrated EHR systems. Planned Installation of Solar Panels on Existing Hospital Facility  Accommodations The Initial Phase of the VRH Complex Development Plan provides for 240 flats and amenities to attract and retain doctors and other critically-needed professional staff. The Initial Phase's 135-bed hostel serves as an affordable housing solution for other healthcare providers and will be a key component in the growth and development of a new generation of young healthcare workers and professionals in the Volta Region. Having a hotel on the premises will allow the Volta Regional Hospital to accommodate visiting doctors, staff, patients and families, and medical tourists who come to the Volta Regional Hospital Complex and to the Municipality of Ho. The Mini-Conference and Training Center at the hotel will provide the Volta Regional Hospital and the affiliated University of Health and Allied Sciences the ability to attract domestic and international healthcare professionals, businesses, educational organizations, and other groups, to meet in a modern and safe venue fostering additional growth to the surrounding communities and the Volta Region. GHANA WORLD RANKING (OUT OF 184 COUNTRIES) The proposed Hospitality Facility Training program is a direct response to the needs of both the public and private sectors. Students will learn the fundamentals of maintaining and managing physical plants for the healthcare, tourism, lodging, and the food & beverage industries, and strengthen their understanding of facility care, interpersonal and interdepartmental interactions, and healthcare and hotel facility management, and human resources. Upon completing the program, graduates will have the necessary skills to move directly into the workforce of one of West Africa’s fastest growing sectors. Maintenance is an ongoing occurrence in healthcare and hotel facilities and is a core component of the Healthcare & Hospitality Facility Training program. When neglected, the lack of maintenance has been the source of countless poor- performing healthcare and hospitality facilities. Clearly everything stops for emergencies. A burst hot water pipe on an upper floor or a dead washer when occupancy is high will get everyone's attention. How to keep all this balanced is one key objective of the Healthcare & Hospitality Facility Training program. The most common healthcare and hospitality facility maintenance problems can be solved by individuals who have had the proper training in preventative maintenance. The top areas would be:  Inconsistent administration of a quarterly preventive maintenance program for all exterior and interior areas of a healthcare facility or hotel.  Proper, preventive maintenance for HVAC units.  Bathroom maintenance issues, such as slow or clogged drains and dirty and mildewed tile, grout and caulking. Maintenance Saves Effort The first thing that should be noted is that routine repairs and, to a lesser degree, emergencies will be reduced significantly if preventive room and equipment maintenance is taking place. The problem for many managers and maintenance people is how to get out from under the ongoing repairs and emergencies in order to conceive and implement preventive maintenance programs. Akilah Institute’s Educational Model The Akilah Institute for Women in Rwanda is a successful example of a Hospitality Training Program in East Africa. Founded in 2008 by Elizabeth Dearborn Hughes and David Hughes, the Akilah Institute for Women is a nonprofit, accredited women’s college with a campus in Kigali, Rwanda. Akilah graduates launch professional careers in East Africa's fastest-growing sectors: technology, business, and hospitality management. There is a profound gap between the education system and the human capital needs of the new booming private sector. Businesses complain regularly of a poorly trained and inadequate workforce. Clearly, there is a “disconnect” between what employers want and what the education system supplies.
