2. The Plant Quarantine and Phytosanitary Service (PQPS)
fall under the Plant Protection and Quarantine Division,
at Mount Makulu Central Research Station, in the Zam-
bia Agriculture Research Institute (ZARI) under the Minis-
try of Agriculture and Livestock. (MAL).
PQPS is mandated to provide services that prevent the
introduction of pests and diseases into the country and
facilitate local, regional and international trade through
provisions provided for under The Plant Pests and Dis-
eases Act Cap 233 and The Noxious Weeds Act 231 of
the Laws of Zambia.
The PQPS directs its strengths to prevent introduction,
spread or retard new pests and diseases through the
enforcement of several procedures to check and direct
the movement of seeds, plant parts, plant materials and
all plant products. These procedures include various
types of phytosanitary inspections and laboratory anal-
yses. While movement of plants and plant products is
necessary for food security, economic development and
valuable breeding programmes aimed at increasing crop
production, this movement can serve as a pathway for
the introduction and spread of pests and diseases. The
procedures enforced by PQPS therefore aim at pro-
tecting of the agricultural sector and plant industry by
intercepting these plant pests before they can establish
and cause economic damage.
SERVICES OFFERED
In line with its mandate, PQPS offers services to facili-
tate safe plant and plant product trade. These include:
Issuance of plant import and export documenta-
tion i.e. plant import permits and phytosanitary
certificates.
Pest Surveillance
Pest Risk Analysis – which involves assessments
of risks associated import of plants or plant prod-
ucts to facilitate smooth and safe plant and agro
trade.
Inspections – ZARI through PQPS carries out vari-
ous types of in-
spections on plants
and products. In-
spection types in-
clude import, ex-
port, farm, nursery,
fumigation and
seed crop inspec-
tions.
Participation in
setting of international phytosanitary standards.
Advisory services to farmers and traders on dis-
ease, pest identification and control for samples
brought in by the farmer or collected during in-
spections.
Laboratory Services -
PQPS has a laboratory
that enables the ser-
vice to identify both
pests. The laboratory
is an important com-
ponent of the service
as it ensures the man-
date is achieved by
correct and accurate diagnosis of all pests found in
plant materials and soils. Laboratory activities in-
clude;
A. Laboratory diagnosis of plant/seed/soil with
emphasis on quarantine pests.
B. Pest data base generation
C. Seed health testing.
D. Verification of referred samples from export-
ed and imported plant materials.
E. Testing for Phytosanitary Purpose -this is a
very important activity carried out to prevent
the indiscriminate spread of dangerous plant
pathogens and other pests to uninfected areas.
PQPS carries out testing of plant materials and
seed for their health and cleanliness to ensure
that they comply with both plant import and
phytosanitary requirements.
Collaboration with various stake holders such as
Zambia Revenue
Authority and
Immigration on
phytosanitary
matters.
PROJECTS
PQPS carries of
various projects in
conjunction with
other government
departments and partnership with donors and stake-
holders. These are carried out with emphasis on spe-
cific pests and diseases with the aim of eradicating,
control or enhancement of conditions for bio-control
strategies, e.g. Cassava Mealy bug, Larger Grain Borer
and Fruit Fly.
PUBLIC RESPONSIBILITY
In order to assist PQPS carry out its functions effec-
tively, plant producers, agro traders and the general
public have an important role to play. PQPS encour-
ages any person coming into contact or having no-
ticed plant pest and diseases of quarantine im-
portance to report to the nearest Plant Health Inspec-
tor, Agricultural Research Officer or Agricultural
Officer who will take necessary action or inform rele-
vant authorities .
The Plant Quarantine and Phytosanitary Service at
Mount Makulu Research Station is open to the public
every weekday from 08:00 – 12:30 for issuance of
plant import permits, phytosanitary certificates and
other phytosanitary documentation, inspection book-
ings and any other queries. From 14:00hrs – 17:00,
inspections are done at various exporter and importer
locations all over the city and province. All other sta-
tions are open to the public everyday from 08:00hrs
to 17:00hrs.
