INTRODUCTION
Hailing all the way from the caver's paradise of the North, is a mountainous and hilly with river valleys and known as the 1st class town in the province
of Cagayan, is the municipality of Peñablanca. The town of Peñablanca was formerly called "Barrio de Bubug of Tuguegarao City. Peñablanca is divided into
24 barangays. These barangays are headed by elected officials: Barangay Captain, Barangay Council, whose members are called Barangay Councilors. All are
elected every three years. Aggugaddan, Alimanao, Baliuag, Bical, Bugatay, Buyun, Cabasan, Cabbo, Callao, Camasi, Centro (Poblacion), Dodan, Lapi,
Malibabag, Mangga, Minanga, Nabbabalayan, Nanguilattan, Nannarian, Parabba, Patagueleg, Quibal, San Roque (Lito), Sisim. Determined by 2020 census
2. was a total of 50, 300 population, covered the largest area in the whole province with a land of 1.193.20 km2 (460.70 sq mi). The languages spoken in this town
are Itawes, Ybanag, and Tagalog. Peñablanca is purely an agricultural land, and being an agricultural town, they produces rice, root crops, coconut, banana, and
vegetables but corn is their major crops and one of the most important staple crops in the town. Most Tourism is gaining importance as a source of livelihood
with many of the young people being employed as tourist guides.
The town is prone to natural calamities despite having plenty of resources and gaining much sceneries. It's mountainous areas are also an evident of
threats in the municipality due to the possibility of landslides and experiencing floods during rainy season. Many of the population are unemployed that is why
this area is engage into illegal logging activities that even some of the members of the local government are involve too.
Planting is done towards the end of the rainy season and before the onset of the dry season while the corn cropping peaks from July to September. One
of the major concern of people in this town is their difficulty in coping with climate change that cause greater damage to their crops resulting to financial lose.
With more rains expected during the wet season, the impact of flooding on agriculture and settlements will be aggravated. The Peñablanca Protected Landscape
and Seascape (PPLS) plays a major role in mitigating the impacts of flooding in the affected areas.
To address the concern, we conduct a program that aims to cater the needs of the farmers in order to produce more agricultural products out of com
crops. It can be done by offering financial assistance to them and providing them free opportunity to use modern agricultural technologies, therefore, the
program also offer skills development training for the beneficiaries and it can be done with the help of the Department of Agriculture (DA), Department of
Environment and Natural Resources (DENR), Bureau of Soil and Water Management (BSWM), and Comprehensive Land Use Plan(CLUP). This program is
based on the Republic Act Republic Act 7607. primarily aims in realizing equitable distribution of benefits and opportunities through the empowerment of the
small farmers. The law recognizes the country's responsibility for the welfare and development of small farmers by giving them support in attaining their
socioeconomic goals. The establishment of this program should be given priority attention.
