22. The use of information and communication technologies (ICT) is
rapidly changing our societies and problems experienced by
individuals and societies can be solved in new creative ways. The
use of ICT is always related to the local context and has to
address issues relevant there and than. When governments use
ICT and provide services on-line to citizens and others it is labeled
e-government. Thus the use and meanings of e-government will
develop in line with the governmental structures and institutions in
the specific setting. e-governmental practices will be local and
have to focus on local problems regardless if it is about equality,
corruption prevention, education or what ever is seen as a local
relevant problem. This talk will focus on the use of e-government
to uplift societies and form democracy that becomes sustainable
in a local meaning.
