Power and politics clash on the infamous second floor
of the Hartford Police Department, providing a raw
portrait into the hidden lives of those who are sworn to
protect one of the most violent crime cities.

The Second Floor provides an intimate portrait into the hidden lives of
the commanding force of the Hartford Police Department where the
clashing and converging of powers threatens to implode one of the
most violent crime cities in the US.
The series is character-driven and lead by the resilient Cassandra
Atwater, the rookie Chief who must balance her personal life with her
new leadership role riddled with sexism, racism, and power struggles.
She clashes with Scibelli the Assistant Chief of Police who uses tricks
and power to get her out of her position. The Mayor of the city also
proves to be more foe than friend as he lies to get what he wants but
maybe at the expense of his supporters. The deputies of the second
floor must compliment and control the many officers while also
maintaining their precedence on the second floor. Some of them will
make it to the next term while others will have to say goodbye forever.

Mark retired from the Hartford Police department after serving a total
of 24 years in law enforcement. A military veteran, Mark served 6
years in the United States Coast Guard prior to becoming a police
officer. He started his law enforcement career in 1994 and retired in
2018.
After creating this series, Mark took on two of his coworkers, Josh
Lewis and Stephen Barone, both who have worked in various
divisions within the department. Josh and Stephen have assisted
Mark in creating the episodes and adding their input in the
authenticity of the series. All three will bring a wealth of experience,
knowledge, and powerful stories to make The Second Floor a series
that will be talked about for years.

Atwater is an attractive black woman, in her mid 40’s, who
wears the uniform well. She started out in patrol, moving
up the ranks to Deputy Chief of Police and later promoted
to Chief of Police by Mayor Miller. She is strong, fair and
MUCH smarter than people think. She does not pander to
internal friendships or believe in the “good ole’ boys”
system. She wants the best person no matter who they are
for the job. She is stern and will standby her officers as long
as they make decisions that are in the best interest of the
department. If you screw up, she will come after you.

Davi d M i ller, Mayor of
Hartfo rd
Hartford’s youngest Mayor is an arrogant, cocky risk-taker
who always makes sure he has a scapegoat when
something goes wrong. He is not to be trusted and is hard
on the Chief of Police, Casandra Atwater. Miller, in his
second term of office, is the kind of politician who will lie his
way through anything to get what he wants; making false
promises to the departments within the city and thus he’s
not well liked. The community on the other hand loves him
because he always sides with them no matter what.
Having served as a Hartford Police Officer for 11 years,
where he achieved the rank of Lieutenant, he knows police
tactics and only wants the Chief of Police to be a
figurehead, while he runs the department from City Hall.
Miller is at war with Atwater because she wants him out of
the police department’s affairs, yet he refuses to back
down. He also micro manages the Fire Department and
treats the city like his personal bank account.

Suarez is the first Hispanic to reach the rank of Deputy
Chief. As Chief of Detectives she oversees the investigative
division of the department. Most people see her as
spineless and feel that she moved through the ranks
because she is Hispanic. She and Scibelli don’t get along.
He is always questioning her decisions while she pushes
him to the limits. This causes Scibelli to put her in her place
at times. Suarez will use her good looks and flirtatious ways
to hit on other officers, promising them cushy jobs which
leads to occasional sexual favors. She is in her late 40’s.

Scibelli, a white male in his early 50’s, joined the force as a
patrolman and was shot in the line of duty after only two
years on the job. He quickly moved up the ranks to
Assistant Chief of Police. He is untrustworthy and will stab
you in the back in a heartbeat if you come between him
and his goal of being Chief of Police. He is best friends with
Mayor Miller, and if promoted to Chief; he will
allow Miller to do whatever he wants to the department.
Stunned when Atwater is promoted, he does anything it
takes to find dirt on her to get her fired. He pretends to be
what people want, speaks to the press, and prides himself
on his appearance in uniform. He acts like he is one of the
boys and is quick to talk behind anyone’s back when it fits
his agenda.

Sullivan, a white male in his late 50’s, is ready to retire and
doesn’t care what’s happening. He is the Chief of Support
Services, overseeing the day-by-day operations and can
pull the plug at anytime. He’s straight forward, to the point
and speaks his mind. He doesn’t take any crap from
Scibelli and has no problem telling anyone where to go.
Because of his loyalty to Atwater, Scibelli stays out of his
way. Sullivan knows police tactics and is often the go to
person for Atwater. He sometimes rubs Atwater the wrong
way, but she lets it slide because she knows he’s got her
back.

Quiet and out of the limelight, Barnes is the Chief of Patrol
where he oversees the patrol operations for the
department. He is bullied and micro managed by Scibelli.
Barnes is faithful to Atwater and provides her information
on what Scibelli is up to. Because he keeps his personal life
quiet everyone suspects he is gay. Barnes is in his early
40’s.

Jones is the Chief of Community Services, a new position
created by Atwater. He speaks his mind, respects the rank
and file but will push the limits. Scibelli doesn’t like Jones
and they butt heads all the time. He plays the game with
Jones because he feels he may need him in the future.
Atwater likes him because he is well spoken and is liked by
the community. Jones will try to build bridges between the
community and police, a task that leaves him with his
hands full. He despises Rev. Leroy Mackee, a community
activist and has to bite his tongue because Mackee
pushes the envelope with him. Jones is a black male in his
mid 30’s.

14. Every cop has a story! Working as a police officer for over 25 years and watching police shows inspired me to create
this series--The Second Floor. Out of the many police shows I have seen, there were very few that gripped me and I
knew I could do better. I said to myself that I can create an authentic, action-packed television series using my policing
background that will grip a wide range of viewers.
Prior to my retirement, I teamed up with two of my co-workers, Josh Lewis and Steve Barone, to support the
development of The Second Floor. After explaining to them that I wanted to create “the best police TV series” using real
police experiences and stories, they were immediately hooked. The series unapologetically brings out the good, the
bad, and the ugly sides of police work. It will be an inside look into the politics of police work in Hartford, Connecticut as
viewers witness the day to day operations of the department and how it affects community politics and decisions.
One of the biggest areas I wanted to hit was the deaf community. Being hearing impaired myself, I went to the
American School for the Deaf in West Hartford, CT, which is the first high school in the country for the deaf and hearing-
impaired and pitched the idea to them. They were very excited and wanted to support the show. As I said before, every
cop has a story and I am elated to these stories with the rest of the world.

EPISODES Change of Command:
The newly appointed Chief Atwater has a
full day. On the personal side, her son,
who is deaf, will be undergoing a
medical procedure. He will be having
cochlear implants to try to restore his
hearing. Meanwhile she is getting to
know her staff better including A/C
Scibelli who appears to be a team
player. An officer-involved shooting
occurs and an officer is shot
The Middle Is No Place To Be:
After the officer involved shooting,
issues pertaining to Atwater’s son are
not good. It’s possible that the
implants did not work. She is now
finding out that Scibelli is not as loyal
to her as she thought and is using the
incident as an opportunity to get her
out of her position.

Snakes In The Grass:
Atwater struggles to balance her personal life
with the blatant attacks she’s facing in her
new position. She’s forced to now figure out
who is loyal in her command staff and who is
not. She and her husband finds out the final
results of her sons hearing. The community is
becoming more outraged about the officer
shooting as she tries to to balance her own
force and the community.
Bulletproof:
The difficulties continue to rise for Atwater
as Officer Williams involved in the
shooting is having serious coping issues.
Meanwhile Sciebilli continues to pursue
Atwater. When Atwater goes to discuss
the issues with the Mayor, she finally
realizes how she is being used as a pawn
for his own political gain.

neutralize Sciebilli. Meanwhile,
officers are shot during a rally

The Informant:
Atwater refuses to order one of her
detectives who is contempt with
the State Attorney office over an
informant. This puts Atwater into
another precarious situation where
is defying authority and Scibelli
sees this as a way to finally bring
her down.

The hostage team is called in for a
barricaded person involving a
police officer. The body of a
prostitute was found in an
abandoned building making it to
sixth prostitute murdered. The
Atwater is under the gun from the
mayor as it's possible that a serial
killer is roaming the city killing
prostitutes.
