PURPOSE:
Under broad direction, plans, organizes, manages, and directs subordinate managers and
staff responsible for infrastructure planning and development services, customer service,
billing and collections, meter reading and meter maintenance, and repair and maintenance
of the City's water distribution and wastewater collection systems; serves in the role of
Acting Department Head in his/her absence; and performs related duties as assigned.
ESSENTIAL FUNCTIONS:
Manages and oversees complete range of functions related to utility infrastructure
planning and new development, including coordinating with regional water utility
entities on water resource management in the Las Vegas Valley.
Manages and oversees maintenance, and repair of utility distribution and collection
systems and other utility infrastructure, to include engineering review and support.
Manages and oversees complete range of services and back-end support of services
provided to City of Henderson utility customers to include customer service, utility
billing and collection, residential, commercial, and industrial water meter reading and
maintenance, and utility customer education.
Oversees the coordination of Capital Improvement Programs (CIPs) for utility
infrastructure, including project validation, prioritization, and alignment with the
utility's long-term financial strategies.
Develops, implements and monitors strategic plans, goals, and objectives focused on
achieving the department's mission and assigned priorities, and directs the
development, implementation and evaluation of plans, projects, programs, studies,
policies, systems and procedures to achieve annual and long-term goals, objectives,
and work standards.
Participates in the development of the department budget including forecasting the
need for additional funds for staff, equipment, materials and supplies, and monitors
performance against the department's annual budget; directs the monitoring and
approval of expenditures.
Represents the Department of Utility Services at local, regional, and national
professional and governmental meetings and coordinates with local, state and
federal agencies, local organizations and citizens in the course of technical, long
range planning and completion of major goals and objectives of the utility.

2. MINIMUM QUALIFICATIONS:
Bachelor's Degree from an accredited college or university with a major in a related
science or engineering discipline, or a closely related field
Ten (10) years of progressively responsible experience managing technical and/or
operations programs in a water and/or wastewater utility environment, at least five
(5) years of which included working in a management/supervisory capacity.
Possess and maintain a valid Nevada or "border state" driver's license, as defined by
NRS 483.
Registration as a Professional Engineer (PE) in the State of Nevada within a discipline
applicable to the water and/or wastewater utility industry.
All required licenses and certificates, as mandated by state and federal laws, or as
required herein, must be obtained and maintained at incumbent's expense.
Desirable: Possession of an appropriate State of Nevada Water Distribution Operator
certification
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of theory, principles, practices and techniques of science and engineering
as they apply to a large, complex potable water and/or wastewater system;
principles, practices and techniques involved in the planning, design, construction,
installation, maintenance, repair and operation of a large, complex potable water
distribution system and wastewater collection system; federal, state and local laws,
regulations and court decisions applicable to assigned areas of responsibility;
principles, methods and techniques of strategic planning, operations analysis, and
process improvement; principles and practices of budgeting, purchasing and
maintenance of public records; research methods and analysis techniques; principles
and practices of effective management and supervision; City personnel policies and
labor contract provisions; principles and practices of sound business
communications; water resource issues within Southern Nevada, and drought
impacts within the Colorado River Basin; federal, state, and local regulatory issues
affecting the water utility industry.
Ability to oversee a large, complex water distribution system and/or wastewater
collection system; analyze and make sound recommendations on complex
management and administrative issues; understand, interpret, explain and apply
City policy and procedures governing assigned areas of responsibility; present
proposals and recommendations clearly, logically and persuasively in public
meetings; analyze advanced technology alternatives and complex work process
assessments and present sound conclusions and recommendations to achieve City
and departmental objectives and meet customer expectations; represent the City
effectively in negotiations; develop and implement appropriate procedures and
controls; prepare clear, concise and comprehensive correspondence, reports, studies
and other written materials; exercise sound, expert independent judgment within
general policy guidelines; exercise tact and diplomacy in dealing with sensitive,
complex and confidential issues and situations; establish and maintain effective
working relationships with all levels of City management, other governmental
officials, contractors, vendors, employees and the public.
