2. The NCHA is located in North Charleston, SC, a city of 110,000 residents, and part of the larger Charleston/North Charleston Metro Region.
The organization operates on a $20M annual budget; manages approximately 2,300 housing choice vouchers; and owns 2 properties (Liberty
Hill and Buskirk) totaling 71 units and manage 71 LITHC and PBV units at Verde Villas. Additionally, the NCHA is a general partner in Alston
Lake, Birchwood, The Barony, Phoenix and Verde Villas. These properties total 488 units. In 2001, the NCHA was awarded a $31M hope VI
grant which facilitated the rehabilitation of North Park Village into Horizon Village and assisted with the funding of Verde Villas, Alston Lake,
Birchwood and Phoenix. The NCHA’s Hope VI grant was completed and closed out through HUD in 2018. Additionally, in 2018, the NCHA
completed its conversion from public housing to RAD, thereby removing all public housing units from the portfolio.
The Board of Commissioners of the North Charleston Housing Authority (NCHA) are searching for a dynamic leader to serve as executive
director for the organization. The Board seeks an Executive Director with a demonstrated passion for providing affordable housing combined
with experience in finance, management, HUD policy and real estate development.
Over the past several years, the NCHA has ranked as a high performing housing authority and currently operates on solid financial footing. The
Board of Commissioners is seeking a leader who can continue this track record while expanding the reach of the authority—through
partnerships or self-development to provide more affordable housing opportunities throughout the City.
Housing Authorities continue to deal with rising housing and construction costs and shrinking subsidies from HUD. Therefore, the Board is
seeking an executive director who can generate fees through development and management by utilizing its non-profit subsidiary, Renaissance
Inc.
Position Summary
Under the administrative direction of the Board of Commissioners, serves as the Secretary of the Board of Commissioners and Chief Executive
Officer/Executive Director for the North Charleston Housing Authority. Work involves overseeing the operational financial management of the
NCHA; directing the operations and programs of the Authority and for the development of new programs and activities; administering the
Section 8 Rental Assistance Program, and Property Management in accordance with HUD Regulations and NCHA policy; directing the authority
staff assignments; Oversees financial statements, and reviews and approves applications for funding; and meeting established program goals of
the Board of Commissioners of the North Charleston Housing Authority.
Essential Duties and Responsibilities
• Interprets, administers, and monitors the policies established by the Board of Commissioners in addition to all federal, state, and local
housing regulations.
• Directs all management personnel in the pursuit of the agency’s goals and objectives.
• Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting
on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination,
and salary increases.
• Hires, assigns, supervises, and evaluates staff members.
• Provides leadership for all employees of the agency.
• Oversees HUD required documentation, reports, and other support communications.
• Oversees the development and presentation of annual operating budgets for the North Charleston Housing Authority in accordance with
operational needs, strategies, and objectives; provides primary oversight and representation for the consideration and approval of final
agency operating budgets and financial proposals through HUD and other pertinent governmental agencies.
• Prepares applications with supporting documents for new programs, as directed by the Board of Commissioners.
• Approves all departmental expenditures.
• Communicates with program participants, such as landlords and residents, as required.
• Establishes and maintains effective liaisons and working relationships with lenders, investors, contractors, architects and other suppliers of
services to the North Charleston Housing Authority.
• Receives and/or reviews a variety of reports and records including invoices, applicant/resident files, financial records, budgets, Board
minutes, purchase orders, etc.
• Prepares and/or processes a variety of reports and records including Board reports, personnel action forms/records, grant applications,
performance appraisals, status reports, financial reports, press releases, and various other reports, records, memos, correspondence, etc.
• Serves as advisor and secretary to the Board in matters relating to property acquisitions, effective program policy and planning, program
development, and general business management; develops and recommends long-range business plans, strategic objectives, and major
agency policy positions.
3. • Interacts and communicates with various groups and individuals such as the Board of Commissioners, subordinates, city management
personnel and officials, residents, HUD officials, architects, community/civic organizations, various other outside professionals and
agencies, and the general public.
Job Competencies
The Executive Director is expected to have and demonstrate the following, including:
• Knowledge of governmental accounting, management and fiscal practices and procedures reflected in the needs and requirements of
the Housing Authority.
• Knowledge of generally accepted accounting practices and procedures and specific requirements and policies of The United States
Department of Housing and Urban Development.
• Knowledge of administrative principles involved in developing, directing, and supervising various programs and related activities.
• Ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations. Is able to perform
employee evaluations and to make recommendations based on results.
• Ability to offer training and assistance to subordinates, co-workers, and employees of other departments as required. Is able to use
independent judgment and discretion in supervising various programs including the handling of emergency situations, determining
procedures, setting priorities, setting schedules, maintaining standards, planning for future agency needs and resolving problems.
• Ability to plan and develop daily, short- and long-term goals related to agency / City purposes.
• Skill in developing budgets and systems designed to control and monitor expenditures.
• Ability to develop and administer both short and long-term plans for the Authority.
• Knowledge of the functions and interrelationships of the Housing Authority and other governmental agencies.
• Ability to use judgment and discretion in managing the operations and functions of the Authority.
• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other
internal and external customers.
• Knowledge of how to personally demonstrate appropriate customer service skills.
• Ability to use independent judgment to perform tasks in routine and frequently non-routine situations.
• Ability to learn and apply new skills needed in order to promote efficient completion of duties.
• Ability to compile, prepare, review, and submit an assortment of reports, records, legal documents, and related information.
Education/Experience
• Bachelor or master’s degree in business administration, public policy, real estate, accounting, finance, urban studies, social services, or
related field.
• At least ten years of progressively responsible administrative and supervisory experience in business management, real estate
development, housing management, social services, public agency management, or related field, or an equivalent combination of
education, training, and experience that provides the required knowledge, skills, and abilities.

Museums, historical sites, and other attractions
The H.L. Hunley Museum is located at the old Naval Base in North Charleston. The Civil War-era submarine,
recovered from the ocean floor August 8, 2000, is undergoing restoration and examination. There are scores of
artifacts that have been recovered from the submarine on display. The Hunley bears the distinction of being the
first successful combat submarine in the world.
The Greater Charleston Naval Memorial is located at Riverfront Park on the old Navy Yard. It features
sculptures of the different types of ships built and serviced at the Charleston Naval Shipyard, and also features
full-size replicas of the Lone Sailor and Homecoming sculptures.
The North Charleston and American LaFrance Fire Museum and Educational Center is located between
Tanger Outlet Mall and the North Charleston Coliseum. The museum is filled with one-of-a-kind and
antique vehicles and fire equipment (some from as early as the mid-18th century) and utilizes multiple
interactive displays.
Patriots Point Naval & Maritime Museum located in the nearby Town of Mount Pleasant. The museum
includes the aircraft carrier USS Yorktown (CV-10), destroyer USS Laffey (DD-724), submarine USS
Clamagore (SS-343), Cold War Submarine Memorial (SSBN and SSN), Vietnam Support Base and
Experience Exhibit, and Medal of Honor Museum.
From its establishment in August 1999, the Convention Center has attracted millions of guests and visitors to North Charleston and contributed
significantly to the local and regional economy. The complex includes exhibition halls, ballrooms and meeting rooms. The Performing Arts
Center, the North Charleston Coliseum, and the Charleston Area Convention Center are owned by the City of North Charleston and managed
by SMG. Together with the co-located Embassy Suites hotel, they help create an entertainment and cultural complex that serves the City of
North Charleston and the entire region:
The North Charleston Coliseum is located near the Charleston International Airport. The coliseum is one of the largest venues in South Carolina,
with 13,295 seats. The coliseum also hosts many special events, concerts, and local graduations. The coliseum is home to the South Carolina
Stingrays hockey team of the ECHL.
The North Charleston Performing Arts Center seats up to 2,341 and hosts major Broadway shows as well as national and world-renowned
musical and theatrical performers.
Sports
The South Carolina Stingrays are the first professional ice hockey team established in South Carolina. They
have been a member franchise of the ECHL since their inception in 1993 and have been affiliated with the
Boston Bruins of the National Hockey League since 2012, following the end of an eight-year affiliation with
the Washington Capitals. The Stingrays play their home games at the North Charleston Coliseum.
Film Society
The Park Circle Film Society is a nonprofit art house theater that holds over 70 screenings of independent and
documentary films each year. It holds the annual Lowcountry Indie Shorts Festival, South Carolina's festival dedicated to short film.
