VP of Housing and Services
POSITION SUMMARY
Responsible for direct oversight of operations of all housing sites, including HUD, MSHDA/LIHTC , and market rate financed properties. Provide supervision, direction and guidance to staff. Promotes Service Coordination in the Villages and engages community organizations, health systems and plans to promote aging in community.
ESSENTIAL FUNCTIONS
1. Direct activities directly related Housing operations and services.
2. In conjunction with the FA department develop new housing developments and services. Align resources and assure operating results are met.
3. Conduct supervisory activities such as hiring and firing staff, providing employee orientation and training, creating work schedules, coaching or disciplinary action, and approving employee time sheets for department.
4. Establish and implement departmental policies, goals, objectives, and procedures, conferring with board members, organization officials, and staff members as necessary.
5. Monitor Villages to ensure that they efficiently and effectively provide needed services while staying within budgetary limits.
6. Prepare budgets for approval, including those for funding or implementation of programs.
7. Review financial statements, sales and activity reports, payables, receivables, billings, expenses and other performance data to measure productivity and goal achievement and implementing any policy, procedure and/or program changes, which would ensure the Village’s financial health.
8. Promote service coordination in all Villages. Monitors quality outcomes and ensures access to community resources.
9. Engage in relationships with community organizations, health systems and health plans to ensure aging in community for Village residents. Monitors results.
10. Oversee risk management programs and strategies. Promote a culture of safety.
11. Embrace Service excellence and serve as a role model. Ensure that Villages promote the service excellence standards.
12. Promote resident engagement strategies.
13. Oversee sales and marketing plans and strategies. Plan and direct activities such as leasing promotions, coordinating with other departments as required. Monitor results
14. Establish strategies for Village Board development. erve as a liaison between PVM, Village boards, and outside organizations.
15. Represent PVM or promote objectives at official functions or delegate representatives to do so.
16. Negotiate or approve contracts or agreements with suppliers, distributors, federal or state agencies, or other organizational entities. Establish system-wide strategies.
17. Ensure compliance with facility operating policies, procedures and programs.

18. Ensure regular training for Housing staff and Administrators as to HUD and MSHDA policy/procedures, income re-certifications, resident files, record keeping and reporting, and compliance of applicable governmental and third party agency forms and leases are conducted as required.
19. Participate in fundraising activities and determine priorities. Assist with grant requests for program operations and capital needs
20. Keep abreast of all current and proposed changes in legislation affecting housing and tax credit compliance.
21. Assure regulatory compliance. Supervise and monitor certification and recertification compliance, application issues, audit of resident council bank accounts.
22. Prepare annual compliance reporting to tax credit investors, HUD and MSHDA
23. Attend and participate in all appropriate meetings and training opportunities in order to keep informed on current information and skill development.
24. Follow established policies and procedures including but not limited to:

o Federal, state and local regulations.

SKILLS & ABILITIES
Education : Bachelor's Degree required, Master’s degree preferred
Experience : Seven to ten years within the hospitality, property management, senior living, or housing industry. Experience managing multiple facilities also a strong plus. A minimum of 5 years in a management role.
Computer Skills
Must have high level of PC literacy particularly in general file manipulation and the Microsoft suite of productivity products.
Certificates & Licenses
Certification in HUD, MSHDA, and Tax Credit entities preferred
