Housing Authority of the City of Annapolis (HACA)
Founded in 1937, the Housing Authority of the City of Annapolis (HACA) strives to provide quality, affordable housing in safe, attractive
communities for eligible families, the elderly, and persons with disabilities based on need and income. HACA expects all residents to make
positive contributions to their communities and to work in partnership with HACA to improve the neighborhoods where they live. HACA provides
affordable housing in Annapolis for families who lack the means to purchase or rent housing at market prices. HACA's mission is to achieve
excellence in the housing industry by providing housing opportunities, self-sufficient opportunities, and customer satisfaction to enhance the
quality of life for very low, low, and moderate-income residents.
HACA has a total of eight (8) properties in its housing portfolio. Two (2) properties have been redeveloped as Mixed Finance properties, one (1)
property has been redeveloped as traditional public housing and the remaining five (5) properties are preparing for redevelopment. HACA is in
the process of repositioning and redeveloping all 5 of its older, conventional public housing properties to improve the long-term living conditions
of HACA’s residents, and converting the entire 8 property portfolio to RAD.
HACA’s redevelopment efforts are well underway, including:
Bloomsbury Square:
Bloomsbury Square is a traditional public housing development with 51 family units, built in 2002, under a unique partnership between the State
of Maryland and HACA, involving a land swap. Bloomsbury is located in historic, downtown Annapolis, adjacent to St. Mary’s College. It is
comprised of brick townhomes and a four-story apartment building that architecturally fits within the surrounding historic district.
Annapolis Gardens (former Bowman Court):
Annapolis Gardens was redeveloped in 2009 as a Mixed Finance property, comprised of 150 townhomes and duplexes, half of which are public
housing units.
Obery Court (former College Creek Terrace):
Obery Court was redeveloped in 3 phases, from 2010 – 2016, as a Mixed Finance development. Obery Court, a 172-unit community, was
redeveloped as part of a larger Clay Street Revitalization project.
Newtowne Twenty:
Newtowne 20 is currently preparing for redevelopment under a joint RAD/ Section 18 application /4% LIHTC structure. The 78 family units will
be rebuilt, with construction estimated to be completed in 2021.
Blum Senior Building
Blum, located along the Clay Street corridor, in close proximity to Obery Court, is planned to undergo substantial rehabilitation over the next few
years. Blum has 154 units for seniors and those with disabilities.
Eastport Terrace
Eastport Terrace was built in 1953 and is comprised of 84 family townhome units. Eastport Terrace is part of HACA’s second phase of RAD
portfolio conversion.
Harbour House
Harbour House was built in 1964, is adjacent to Eastport Terrace and both are managed by HACA as one development. Eastport
Terrace/Harbour House is located in the thriving Eastport neighborhood of Annapolis.
Robinwood
Built in 1970, Robinwood has 150 townhome units, with units from 3 to 5 bedrooms, and generous backyards for large families.
HACA is led and managed by the Executive Director, Executive Team, and Board of Commissioners working collaboratively to implement its
strategic vision, plan and specific goals. HACA works to provide information and industry-specific data to HACA stakeholders (including
Federal, State and local elected and appointed officials, residents, non-profits, housing advocates, and industry professionals), and encourage
constructive and dynamic dialogue with Board of Commissioners, Executive Director and Stakeholders.
HACA has a growing Resident Service focus, aimed at helping residents move toward self sufficiency through education, job training and youth
engagement.
In addition to its 935 units of public housing, HACA manages over 350 Housing Choice Vouchers, for properties located in the City of Annapolis
and Anne Arundel County.

Annapolis
This “Sailing Capital of the World” is truly the crown jewel of the Chesapeake Bay. Known for the
elite U.S. Naval Academy, the United States Sailboat Show, and its historic Maryland State House,
Annapolis is also home to charming, bricked streets lined with one-of-a-kind shops and restaurants.
The state's Capital is one of the most walkable cities in the country and consistently named one of
the top ten places in America to live.
Annapolis is situated on the Chesapeake Bay at the mouth of the Severn River, 25 miles south of
Baltimore and about 30 miles east of Washington, D.C., Annapolis is part of the Baltimore–
Washington metropolitan area. The City covers an area of approximately eight square miles (including
waterways). Population in 1950 was 10,047, but growth as well as annexation caused that figure to double by 1960 and more than triple by
1980. According to the 2014 Census estimate, the population is approximately 38,856, exclusive of the Naval Academy population of
approximately 5,500. The Naval Academy constitutes a Federal enclave within the City but is not within the corporate limits of Annapolis.
Arts and Culture
Annapolis has a thriving community theater scene which includes two venues in the historic district.
On East Street, Colonial Players produces approximately six shows a year in its 180-seat theater. A Christmas Carol has been a seasonal
tradition in Annapolis since it opened at the Colonial Players theater in 1981. Based on the play by Charles Dickens, the 90-minute production
by the Colonial Players is an original musical adaptation, with play and lyrics by Richard Wade and music by Dick Gessner. Colonial Players,
Inc. is a nonprofit organization founded in 1949. Its first production, The Male Animal, was performed in 1949 at the Annapolis Recreation
Center on Compromise Street. In 1955, the organization moved to its venue in a former automotive repair shop on East Street.
During the warmer months, Annapolis Summer Garden Theatre presents three shows on its outdoor stage, which is visible from the City Dock.
A nonprofit organization, Annapolis Summer Garden Theatre has been providing "theatre under the stars" since 1966, when it performed You
Can't Take It with You and Brigadoon at Carvel Hall Hotel. It began leasing its site at 143 Compromise Street, the former location of the Shaw
Blacksmith Shop, in 1967, and became owner of the property in 1990.
The Naval Academy Masqueraders, a theater group at the United State Naval Academy, produces one "main-stage show" each fall and
student-directed one-act plays in the spring. Founded in 1847, the Masqueraders is the oldest extracurricular activity at the Naval Academy. Its
shows, performed in Mahan Hall, are selected to support the Academy's English curriculum.
The King William Players, a student theater group at St. John's College, holds two performances each semester in the college's Francis Scott
Key Auditorium. Admission is usually free and open to the public.
First Sunday Arts Festival
The First Sunday Arts Festival has become a much-anticipated seasonal tradition in Annapolis. Started in 2002, the charming street festival held
in Annapolis' Arts District is an event where the community and arts “fuse.” Held on the first Sunday of each month from May to November, this
festival is a free entertainment showcase slash arts and crafts show featuring some hundred artists selling creative, unique wares. You’ll find
plenty of entertainment, with live music, dance, theater, and street performers.

Paint Annapolis
Annapolis is a picturesque town that inspires artists to capture its beauty. And one week each year,
Annapolis encourages artists from across the country to do just that. Paint Annapolis is a five-day juried
plein air painting competition during late spring in which artists from across the country descend on
Annapolis, set up their easels outdoors, and allow passersby to look over their shoulders while they
work. The competition component occurs at the end of the festival.
Museums, Historical Sites, and Monuments
The Banneker-Douglass Museum, located in the historic Mount Moriah Church at 87 Franklin Street,
documents the history of African Americans in Maryland. Since its opening on February 24, 1984, the
museum has provided educational programs, rotating exhibits, and a research facility. Admission is free.
Preble Hall, named for Edward Preble, houses the U.S. Naval Academy Museum, founded in 1845. Its Beverley R. Robinson Collection contains
6,000 prints depicting European and American naval history from 1514 through World War II. It is also home to one of the world's best ship
model collections, donated by Henry Huttleston Rogers. Rogers's donation was the impetus for the construction of Preble Hall. The museum has
approximately 100,000 visitors each year.
The Hammond-Harwood House, located at 19 Maryland Avenue, was built in 1774 for Matthias Hammond, a wealthy Maryland farmer. Its
design was adapted by William Buckland from Andrea Palladio's Villa Pisani to accommodate American Colonial regional preferences. Since
1940, when the house was purchased from St. John's College by the Hammond-Harwood House Association, it has served as a museum
exhibiting a collection of John Shaw furniture and Charles Willson Peale paintings. Its exterior and interior preserve the original architecture of a
mansion from the late Colonial period.
The Kunta Kinte-Alex Haley memorial, located at the head of the city's harbor, commemorates the arrival point of Alex Haley's African ancestor,
Kunta Kinte, whose story is related in Haley's book Roots. A sculpture group at the memorial site portrays Alex Haley seated, reading from a
book to three children. The final phase of the memorial's construction was completed in 2002.
The Paca House and Garden encompasses an 18th-century Georgian mansion constructed by William
Paca, a signer of the Declaration of Independence. The property includes a terraced garden that has
been restored to its colonial-era design.
Located just before the Naval Academy Bridge is the World War II Memorial, which was constructed in
1998 to symbolize the sacrifice made by the 275,000 citizens from Maryland who joined the service to fight in the war. The memorial is
composed of 48 granite columns to represent the 48 states at the time of the war surrounding an amphitheater in which are the names of 6,454
men who gave their lives in the war. Directly behind the memorial are both the Maryland, and United States flags, and a star shaped column
with a seven-sided base to represent Maryland being the seventh state in the Union.
Parks and recreation
Annapolis area residents can enjoy the beauty of the outdoors and the grace of nature at its many community parks and trails. With more than
40 parks and on more than 200 acres of park land, Annapolis is dedicated to the leisure interests of its residents. The parks and trails have a
positive influence of the quality of life in Annapolis.
Anne Arundel County Public Schools
Anne Arundel County Public Schools (AACPS) provides a challenging and rewarding educational experience for all children. AACPS is the fifth
largest in Maryland and among the 45 largest in the United States. More than 83,000 AACPS students in prekindergarten through twelfth grade
are educated in 77 elementary schools, 19 middle schools, 12 high schools, six evening high school campuses, three special education centers,
two centers for applied technology, two alternative education academies, three early education centers, two public charter schools, and two
public contract schools.
• 18 National Blue Ribbons and 21 Maryland Blue Ribbons
• Nationally-recognized Outdoor Education Program
• Award-winning Centers of Applied Technology
• 128 schools serving approximately 83,000 students
• 1 instructional devise (i.e., desktop, laptop, Chromebook, tablet, etc.) for every 1.1 students
• All classrooms have Internet access
• Active partnerships with Anne Arundel Community College, Johns Hopkins University, and University of Maryland among others

  • 2. Page 2 Housing Authority of the City of Annapolis (HACA) Founded in 1937, the Housing Authority of the City of Annapolis (HACA) strives to provide quality, affordable housing in safe, attractive communities for eligible families, the elderly, and persons with disabilities based on need and income. HACA expects all residents to make positive contributions to their communities and to work in partnership with HACA to improve the neighborhoods where they live. HACA provides affordable housing in Annapolis for families who lack the means to purchase or rent housing at market prices. HACA's mission is to achieve excellence in the housing industry by providing housing opportunities, self-sufficient opportunities, and customer satisfaction to enhance the quality of life for very low, low, and moderate-income residents. HACA has a total of eight (8) properties in its housing portfolio. Two (2) properties have been redeveloped as Mixed Finance properties, one (1) property has been redeveloped as traditional public housing and the remaining five (5) properties are preparing for redevelopment. HACA is in the process of repositioning and redeveloping all 5 of its older, conventional public housing properties to improve the long-term living conditions of HACA’s residents, and converting the entire 8 property portfolio to RAD. HACA’s redevelopment efforts are well underway, including: Bloomsbury Square: Bloomsbury Square is a traditional public housing development with 51 family units, built in 2002, under a unique partnership between the State of Maryland and HACA, involving a land swap. Bloomsbury is located in historic, downtown Annapolis, adjacent to St. Mary’s College. It is comprised of brick townhomes and a four-story apartment building that architecturally fits within the surrounding historic district. Annapolis Gardens (former Bowman Court): Annapolis Gardens was redeveloped in 2009 as a Mixed Finance property, comprised of 150 townhomes and duplexes, half of which are public housing units. Obery Court (former College Creek Terrace): Obery Court was redeveloped in 3 phases, from 2010 – 2016, as a Mixed Finance development. Obery Court, a 172-unit community, was redeveloped as part of a larger Clay Street Revitalization project. Newtowne Twenty: Newtowne 20 is currently preparing for redevelopment under a joint RAD/ Section 18 application /4% LIHTC structure. The 78 family units will be rebuilt, with construction estimated to be completed in 2021. Blum Senior Building Blum, located along the Clay Street corridor, in close proximity to Obery Court, is planned to undergo substantial rehabilitation over the next few years. Blum has 154 units for seniors and those with disabilities. Eastport Terrace Eastport Terrace was built in 1953 and is comprised of 84 family townhome units. Eastport Terrace is part of HACA’s second phase of RAD portfolio conversion. Harbour House Harbour House was built in 1964, is adjacent to Eastport Terrace and both are managed by HACA as one development. Eastport Terrace/Harbour House is located in the thriving Eastport neighborhood of Annapolis. Robinwood Built in 1970, Robinwood has 150 townhome units, with units from 3 to 5 bedrooms, and generous backyards for large families. HACA is led and managed by the Executive Director, Executive Team, and Board of Commissioners working collaboratively to implement its strategic vision, plan and specific goals. HACA works to provide information and industry-specific data to HACA stakeholders (including Federal, State and local elected and appointed officials, residents, non-profits, housing advocates, and industry professionals), and encourage constructive and dynamic dialogue with Board of Commissioners, Executive Director and Stakeholders. HACA has a growing Resident Service focus, aimed at helping residents move toward self sufficiency through education, job training and youth engagement. In addition to its 935 units of public housing, HACA manages over 350 Housing Choice Vouchers, for properties located in the City of Annapolis and Anne Arundel County.

Annapolis This “Sailing Capital of the World” is truly the crown jewel of the Chesapeake Bay. Known for the elite U.S. Naval Academy, the United States Sailboat Show, and its historic Maryland State House, Annapolis is also home to charming, bricked streets lined with one-of-a-kind shops and restaurants. The state's Capital is one of the most walkable cities in the country and consistently named one of the top ten places in America to live. Annapolis is situated on the Chesapeake Bay at the mouth of the Severn River, 25 miles south of Baltimore and about 30 miles east of Washington, D.C., Annapolis is part of the Baltimore– Washington metropolitan area. The City covers an area of approximately eight square miles (including waterways). Population in 1950 was 10,047, but growth as well as annexation caused that figure to double by 1960 and more than triple by 1980. According to the 2014 Census estimate, the population is approximately 38,856, exclusive of the Naval Academy population of approximately 5,500. The Naval Academy constitutes a Federal enclave within the City but is not within the corporate limits of Annapolis. Arts and Culture Annapolis has a thriving community theater scene which includes two venues in the historic district. On East Street, Colonial Players produces approximately six shows a year in its 180-seat theater. A Christmas Carol has been a seasonal tradition in Annapolis since it opened at the Colonial Players theater in 1981. Based on the play by Charles Dickens, the 90-minute production by the Colonial Players is an original musical adaptation, with play and lyrics by Richard Wade and music by Dick Gessner. Colonial Players, Inc. is a nonprofit organization founded in 1949. Its first production, The Male Animal, was performed in 1949 at the Annapolis Recreation Center on Compromise Street. In 1955, the organization moved to its venue in a former automotive repair shop on East Street. During the warmer months, Annapolis Summer Garden Theatre presents three shows on its outdoor stage, which is visible from the City Dock. A nonprofit organization, Annapolis Summer Garden Theatre has been providing "theatre under the stars" since 1966, when it performed You Can't Take It with You and Brigadoon at Carvel Hall Hotel. It began leasing its site at 143 Compromise Street, the former location of the Shaw Blacksmith Shop, in 1967, and became owner of the property in 1990. The Naval Academy Masqueraders, a theater group at the United State Naval Academy, produces one "main-stage show" each fall and student-directed one-act plays in the spring. Founded in 1847, the Masqueraders is the oldest extracurricular activity at the Naval Academy. Its shows, performed in Mahan Hall, are selected to support the Academy's English curriculum. The King William Players, a student theater group at St. John's College, holds two performances each semester in the college's Francis Scott Key Auditorium. Admission is usually free and open to the public. First Sunday Arts Festival The First Sunday Arts Festival has become a much-anticipated seasonal tradition in Annapolis. Started in 2002, the charming street festival held in Annapolis' Arts District is an event where the community and arts “fuse.” Held on the first Sunday of each month from May to November, this festival is a free entertainment showcase slash arts and crafts show featuring some hundred artists selling creative, unique wares. You’ll find plenty of entertainment, with live music, dance, theater, and street performers.
  • 7. Page 7 Paint Annapolis Annapolis is a picturesque town that inspires artists to capture its beauty. And one week each year, Annapolis encourages artists from across the country to do just that. Paint Annapolis is a five-day juried plein air painting competition during late spring in which artists from across the country descend on Annapolis, set up their easels outdoors, and allow passersby to look over their shoulders while they work. The competition component occurs at the end of the festival. Museums, Historical Sites, and Monuments The Banneker-Douglass Museum, located in the historic Mount Moriah Church at 87 Franklin Street, documents the history of African Americans in Maryland. Since its opening on February 24, 1984, the museum has provided educational programs, rotating exhibits, and a research facility. Admission is free. Preble Hall, named for Edward Preble, houses the U.S. Naval Academy Museum, founded in 1845. Its Beverley R. Robinson Collection contains 6,000 prints depicting European and American naval history from 1514 through World War II.
