3. The Situation
• It is the fall of 1989. The future of the Philippines
is up in the air – and it is up to you to make your
case regarding what you think the future of the
islands should look like.
• At your last town meeting, everyone voted to put
together a petition for President McKinley that
would detail your proposed plan for the
Philippines.
• Now, your group will have an opportunity to
present your option – which the townspeople will
then vote on. It will form the basis of your
petition to the President.
4. Roles and Responsibilities
Option Group Members
• Assign group roles (1 director,
2 each of the other roles)
• Create a persuasive
presentation to outline your
option to the townspeople.

• Read your character’s
backstory.
• Develop cross-examination
questions to ask each of the
option groups (3 per group – 9
total). Can be done as a large
group.
• Each person needs to use your
imagination and knowledge of
the time period to write a 1-
page journal entry describing
your personal beliefs about
the treaty with Spain and the
annexation of the Philippines.
