3.2 PARTIAL IMPLEMENTATION
1. Item 3 of MC 2020-027, or the actual or physical
removal or abatement of road and sidewalk obstructions
that are considered hazardous to motorists and
pedestrians such as, but not limited to, unauthorized
parked vehicles, illegal structures, nuisances, and any
other structures erected along or standing on , made
immovable or otherwise , that impede safe and
convenient passage through public road or sidewalk
3.2 PARTIAL IMPLEMENTATION
2. Road clearing for the purposes of establishing
bicycle lanes , pursuant to Section 3(h) of RA
11494 and DILG MC 2020-100 and DILG MC
2020-100 which provides for the “Guidelines for
the Establishment of a Network of Cycling Lanes
and Walking Paths to Support People’s Mobility”
3.3 FULL IMPLEMENTATION
1. Refers to the adoption and/or
implementation of all components of road
clearing as stated in Item 3.1 of this MC and
Items 1-6 of MC 2020-027
3.1 ROAD CLEARING
 Enactment of enabling ordinances
 Conduct of road inventories
 Physical removal of road obstruction
 Crafting and implementation of displacement plans
 Rehabilitation/ maintenance of cleared roads
 Creation of grievance mechanism (MC 2020-027)

“Continued Implementation of the Presidential
Directive to
Clear Roads of Illegal Obstructions (Road Clearing
2.0)”
Specifically, all LGUs shall:
1. Enact or review existing ordinance/s that provide
for the conduct of road clearing operations and
the prohibition of road obstructing structures and
constructions; providing a definition of
obstructions and illegal structures, mechanisms
for raising public awareness on road clearing,
and a set of clear and reasonable penalties for
violators
2. Conduct an inventory of roads within its
jurisdiction, which may be conducted in
coordination with the concerned DPWH District
Engineering Office, and shall include road
classification, determination of road measurements,
and identification and documentation of obstructed
roads and natures of obstructions;
Specifically, all LGUs shall:
3. Cause the removal of the said obstructions
through the regular conduct of road clearing
operations in all provincial, city, municipal
and barangay roads;
Specifically, all LGUs shall:
4. Implement a displacement strategy for those
affected by the conduct of road clearing
operations, such as removed vehicles or
vendors, which may include designation of
unused spaces for their relocation, provision of
alternative livelihood for vendors, and other
similar efforts;
Specifically, all LGUs shall:
5. Ensure that the cleared roads are rehabilitated
and restored for public use, through efforts such as
cleaning and flushing, installation of street lights,
erection of appropriate signage, setting of
appropriate speed limit, and the like; and
Specifically, all LGUs shall:
6. Establish a grievance mechanism, either
physical or electronic, through which citizens
can report unremoved obstructions, provide
suggestions, and air out implementation
concerns.
Specifically, all LGUs shall:

road clearing in accordance with their respective
Community Quarantine classification :
(CQ as declared by PRRD, IATF-EID or the LGU)

All LGUs implementing Road
Clearing, whether partial or full
implementation shall continue to
follow guidelines outlined in Part II
of DILG Memorandum Circular 2020-
027.

Guidelines for Road Clearing Operations”
In the conduct of road clearing operations, the
following guidelines shall be observed:
 Road clearing shall mean the removal of illegal or
unauthorized road obstructions along the road
right-of-way, which encompasses the entire width of
the road carriageway and sidewalk;
TAKE NOTE:
The widening of the cope of the existing road right-of-way and
activities undertaken for such purpose are beyond the scope of this
directive.
 Road obstructions are structures, materials, or
activities within the road right-of-way that impede
the free and clear passage of motor vehicles or
pedestrians and/or pose danger or cause injury to
motorists, pedestrians, or occupants of nearby
structures.

 Obstructing and/or hazardous trees may be
pruned or removed by the local government unit
in accordance with rules imposed by the
Department of Environment and Natural
Resources
 In cases wherein structures or facilities owned by
utility service providers, such as posts, meters,
instrumentation boxes, and the like, cause
obstruction to the road right-of-way, due
coordination shall be made by the concerned utility
company and the LGU to remove or relocate the
obstructing structure or facility.

 To assist in their inventory, LGUs may refer to
the road classification implemented by the
DPWH in identifying national primary, national
secondary, provincial, city, municipal, and
barangay roads.

 LGUs may coordinate with the DPWH in
conducting road clearing operations in national
roads or any other roads under direct management
and maintenance of DPWH.
 LGUs may coordinate with and request assistance
from the PNP and the BFP in ensuring security and
order during the conduct of road clearing
operations.
Exemption from removal or apprehension
by LGU, except in extraordinary
circumstances:
• Parked ambulances and public emergency
vehicles
• Checkpoints established and duly authorized by
the LGU, the IATF, PNP and AFP
• Temporary obstructions caused by the
establishment of bicycle lanes, as defined in MC
2020-100
All road closures currently set up by Barangays
without respective enabling ordinances nor
approval from concerned authorities shall be
dismantled and cleared to ensure unhampered
public conveyance.
Barangays under ECQ or MECQ may put up such
road closures subject to the approval of concerned
authorities.
Structures or obstructions erected or caused
by locally stranded individuals (LSIs) shall be
removed upon their return to their intended
LGU destination.
LGUs are advised to refer to the DILG MC
2020-087 for guidelines on facilitating the
return of LSIs.
Monitoring
and Validation
 Resumption of road clearing is set on
November 16, 2020 – January 15, 2021
Nota bene: Road clearing is a year-round activity
that requires sustained effort and
implementation
Significant results must be
achieved within sixty (60)
calendar days.
All Barangays implementing Road Clearing, whether
partial or full implementation, are directed to resume the
submission of their regular reports to DILG Bacolod using
Annex A template.

EVERY 5TH DAY THE
ENSUING MONTH

template.
Monitoring
DILG Regional Offices shall create the following
validation teams :

Validation
The validation of Iloilo Province compliance
with this Memorandum Circular shall be
conducted on January 18-22, 2021.
Guidelines in the conduct of validation for all
LGUs,
DILG Field Offices and validating teams shall be
issued subsequent to this MC.

  • 8. 3.2 PARTIAL IMPLEMENTATION 1. Item 3 of MC 2020-027, or the actual or physical removal or abatement of road and sidewalk obstructions that are considered hazardous to motorists and pedestrians such as, but not limited to, unauthorized parked vehicles, illegal structures, nuisances, and any other structures erected along or standing on , made immovable or otherwise , that impede safe and convenient passage through public road or sidewalk

  • 10. 3.3 FULL IMPLEMENTATION 1. Refers to the adoption and/or implementation of all components of road clearing as stated in Item 3.1 of this MC and Items 1-6 of MC 2020-027

  • 12. Items 1-6 of DILG MC No. 2020-027 “Continued Implementation of the Presidential Directive to Clear Roads of Illegal Obstructions (Road Clearing 2.0)”
  • 13. Specifically, all LGUs shall: 1. Enact or review existing ordinance/s that provide for the conduct of road clearing operations and the prohibition of road obstructing structures and constructions; providing a definition of obstructions and illegal structures, mechanisms for raising public awareness on road clearing, and a set of clear and reasonable penalties for violators
  • 14. 2. Conduct an inventory of roads within its jurisdiction, which may be conducted in coordination with the concerned DPWH District Engineering Office, and shall include road classification, determination of road measurements, and identification and documentation of obstructed roads and natures of obstructions; Specifically, all LGUs shall:
  • 15. 3. Cause the removal of the said obstructions through the regular conduct of road clearing operations in all provincial, city, municipal and barangay roads; Specifically, all LGUs shall:
  • 16. 4. Implement a displacement strategy for those affected by the conduct of road clearing operations, such as removed vehicles or vendors, which may include designation of unused spaces for their relocation, provision of alternative livelihood for vendors, and other similar efforts; Specifically, all LGUs shall:
  • 17. 5. Ensure that the cleared roads are rehabilitated and restored for public use, through efforts such as cleaning and flushing, installation of street lights, erection of appropriate signage, setting of appropriate speed limit, and the like; and Specifically, all LGUs shall:
  • 18. 6. Establish a grievance mechanism, either physical or electronic, through which citizens can report unremoved obstructions, provide suggestions, and air out implementation concerns. Specifically, all LGUs shall:
  • 19.   • 20. All LGUs implementing Road Clearing, whether partial or full implementation shall continue to follow guidelines outlined in Part II of DILG Memorandum Circular 2020- 027.
  • 21. Part II of DILG MC No. 2020-027 Guidelines for Road Clearing Operations” In the conduct of road clearing operations, the following guidelines shall be observed:
  • 22.  Road clearing shall mean the removal of illegal or unauthorized road obstructions along the road right-of-way, which encompasses the entire width of the road carriageway and sidewalk; TAKE NOTE: The widening of the cope of the existing road right-of-way and activities undertaken for such purpose are beyond the scope of this directive.
  • 23.  Road obstructions are structures, materials, or activities within the road right-of-way that impede the free and clear passage of motor vehicles or pedestrians and/or pose danger or cause injury to motorists, pedestrians, or occupants of nearby structures. *Refer to DILG MC 2020-027 for details
  • 24.  Obstructing and/or hazardous trees may be pruned or removed by the local government unit in accordance with rules imposed by the Department of Environment and Natural Resources
  • 25.  In cases wherein structures or facilities owned by utility service providers, such as posts, meters, instrumentation boxes, and the like, cause obstruction to the road right-of-way, due coordination shall be made by the concerned utility company and the LGU to remove or relocate the obstructing structure or facility. *Refer to DILG MC 2020-027 for details
  • 26.  To assist in their inventory, LGUs may refer to the road classification implemented by the DPWH in identifying national primary, national secondary, provincial, city, municipal, and barangay roads. *Refer to DILG MC 2020-027 for details
  • 27.  LGUs may coordinate with the DPWH in conducting road clearing operations in national roads or any other roads under direct management and maintenance of DPWH.  LGUs may coordinate with and request assistance from the PNP and the BFP in ensuring security and order during the conduct of road clearing operations.
  • 28. Exemption from removal or apprehension by LGU, except in extraordinary circumstances: • Parked ambulances and public emergency vehicles • Checkpoints established and duly authorized by the LGU, the IATF, PNP and AFP • Temporary obstructions caused by the establishment of bicycle lanes, as defined in MC 2020-100
  • 29. All road closures currently set up by Barangays without respective enabling ordinances nor approval from concerned authorities shall be dismantled and cleared to ensure unhampered public conveyance. Barangays under ECQ or MECQ may put up such road closures subject to the approval of concerned authorities.
  • 30. Structures or obstructions erected or caused by locally stranded individuals (LSIs) shall be removed upon their return to their intended LGU destination. LGUs are advised to refer to the DILG MC 2020-087 for guidelines on facilitating the return of LSIs.
  • 32.  Resumption of road clearing is set on November 16, 2020 – January 15, 2021 Nota bene: Road clearing is a year-round activity that requires sustained effort and implementation
  • 33. Significant results must be achieved within sixty (60) calendar days.
  • 34. All Barangays implementing Road Clearing, whether partial or full implementation, are directed to resume the submission of their regular reports to DILG Bacolod using Annex A template.   • 37. Validation The validation of Iloilo Province compliance with this Memorandum Circular shall be conducted on January 18-22, 2021. Guidelines in the conduct of validation for all LGUs, DILG Field Offices and validating teams shall be issued subsequent to this MC.
